The article is devoted to the description of options for economic zoning of territories as a direction of industrial development. Based on the principles of territorial zoning, the article describes the zones with a special mode of functioning, reveals the features and possibilities of improving the mechanisms of their activity. The work reveals the degree of influence of economic zoning on the functioning of the country's industrial regions, identifies the need to develop zoning tools, considers its main elements: territories of advanced social and economic development, special economic zones, industrial clusters, territories with high scientific and technical potential and industrial parks, their specific features and purposes of creation. In addition, the scientific views of domestic and foreign economists on the feasibility of zoning, its application in a certain industrial region, the features of functioning and legal regulation have been studied.

In a bid to foster the continent's industrialization, Sub-Saharan Africa launched industrial clusters or parks for channeling foreign know-how and capital and are bypassing the many obstacles of domestic business environments. Due to the high degree of failure experienced in many parts Africa, the China model of success story can serve as a case study of commitment top leadership, political goodwill, focused legal and regulatory framework, setting up favorable location advantages, tax breaks, duty-free imports of raw materials, export tax exemption, updated and modern technologies. It is also important African industrial development to build local manufacturing capacity, skilled people, including strengthening the concept of public-private partnership, but above all, investing in infrastructure.

Culture, attitudes and perceptions have an underappreciated effect on industrial cluster policies particularly in transition economies, where long-established local social norms are confronted with hard-pressed external imperatives. This paper examines the impact of cultural and governmental peculiarities in the Russian context on the development of special economic zones and industrial parks. Based on some stylized facts about the Russian context, in-depth interviews and surveys of the managing companies and tenants of all industrial clusters in Russia, we find cultural and governmental characteristics emerge as major influences on the effective development of industrial cluster policies. We develop an adapted industrial cluster model that accommodates these factors and suggests a policy pathway for mitigation.

Industrial parks have been promoted as cornerstone strategies for economic development in countries around the world, including Viet Nam. The transformation of conventional industrial zones (IZs) into eco-industrial parks (EIPs) presents an effective opportunity to attain inclusive and sustainable industrial development, as well as increasing the economic competitiveness and resilience of industrial parks. This paper presents and discusses the interventions, key results, and lessons learned from the Ministry of Planning and Investment (MPI) and UNIDO’s work on EIPs in Viet Nam as part of the Project “Implementation of eco-industrial park initiative for sustainable industrial zones in Viet Nam”. The Project was undertaken with the objective of developing policies and guidelines to facilitate the transformation of industrial zones into eco-industrial parks and implementing EIP principles in five existing industrial zones in the provinces of Da Nang (Hoa Khanh IZ), Can Tho (Tra Noc 1 and 2 IZs), and Ninh Binh (Khanh Phu IZ and Gian Khau IZ), which serve as pilots to support replication and upscaling across Viet Nam. The application of the Project’s policy, company, and park-level interventions demonstrated their value in contributing to the development and implementation of EIP practices in the country. Rather than stand-alone solutions, multi-disciplinary EIP concepts are most effective if applied as part of an integrated top-down approach (policy support as entry point for interventions) combined with a bottom-up approach (industrial park as entry point). The issuance of Decree 82/2018/ND-CP on the management of industrial parks and economic zones is a new policy outlining the requirements and process for transforming industrial zones into EIPs. The Decree is thereby an important driver for EIP development. Legal challenges with regards to EIPs still exist, including the lack of available and reliable data and the need for detailed standards and guidelines on reusing by-products, wastes, and wastewater. The final adoption of minimum EIP requirements in Viet Nam for social, economic, and environmental aspects is a key issue for scaling up implementation. The work undertaken as part of the Project will continue through the Global EIP Programme, in which Viet Nam is one of the participating countries.

The paper is devoted to certain forms of public and private partnership in the sphere of light technologies, special investment contracts, regional investment contracts, industrial parks, and industrial clusters. It studies the prospects of the development of general and special lighting considering the rise of population and its needs in high­quality social, medical and educational services. Authors analyze specific conditions of granting tax preferences to innovative companies that help to stimulate the production of high­tech goods. The authors explain why legal definitions of regional investment projects and special investment contracts need clarification. The paper specifies the conditions for setting up new productions in the territories of advanced economic development. The options of unification of legal mechanism, which regulates the creation and support of industrial parks and industrial clusters, are offered.

The article analyzes the market of computer technologies. The theoretical substantiation of the scientific category «digital economy» and its economic components was given. Identified patterns of development of the domestic economy on the basis of informatization, the change of technological paradigms and the dynamics of industrial production. Based on the materials of the automotive industry, the influence of the digital economy on the internal industrial and technological structure of the industry and the results of its activities was proved. Also, the paper presents the main problems of sustainable industrial development in the context of socio-technical and economic means of developing science and technology in Russia.
