The impact of the digital economy on the development of Russian industry

The article analyzes the market of computer technologies. The theoretical substantiation of the scientific category «digital economy» and its economic components was given. Identified patterns of development of the domestic economy on the basis of informatization, the change of technological paradigms and the dynamics of industrial production. Based on the materials of the automotive industry, the influence of the digital economy on the internal industrial and technological structure of the industry and the results of its activities was proved. Also, the paper presents the main problems of sustainable industrial development in the context of socio-technical and economic means of developing science and technology in Russia.

В статье проведен анализ текущего состояния цифровизации российской промышленности, рассмотрены проблемы и выявлены перспективы трансформации промышленности в цифровой экономике. Мониторинг процесса выявил достаточно высокую степень первичной компьютеризации, растущую включенность промышленных предприятий в цифровой обмен с поставщиками и потребителями, динамичное развитие отечественного программного обеспечения. Одновременно он показал, что развитие цифровой трансформации российской промышленности по сравнению со странами-лидерами этого глобального процесса находится пока еще на начальной стадии, а достижение поставленных амбициозных задач требует высокой инновационной активности и грамотной промышленной политики. В работе раскрываются существующие барьеры и трудности на пути реализации этих требований, а также предлагаются шаги по их преодолению в интересах ускорения развития отечественной экономики в целом.The article analyzes the current state of digitalization of the Russian industry, considers the problems and prospects of transformation of industry in the digital economy. Monitoring of the process revealed a sufficiently high degree of primary computerization, the growing involvement of industrial enterprises in the digital exchange with suppliers and consumers, the dynamic development of domestic software. At the same time, he showed that the development of digital transformation of the Russian industry in comparison with the countries-leaders of this global process is still at an early stage, and the achievement of ambitious goals requires high innovation activity and competent industrial policy. The paper reveals the existing barriers and difficulties in the implementation of these requirements, and proposes steps to overcome them in order to accelerate the development of the domestic economy as a whole.

The article considers the methodology of business process development in the digital business transformation. The aim of the study was to determine the dependence of sustainable enterprise development on the organisation of stakeholder engagement in the context of the digital ecosystem and the organisation of effective digital asset management.Taking into account the aim of the study, the main objectives are to study international experience of managing business development in digital transformation, determine the impact of ecosystems on business organisation and management of business processes and sustainability, and develop recommendations for business model formation and its alignment with the ecosystem market needs.The study resulted in the development of a sustainability framework in the digital ecosystem and proposals for digital ecosystem configurations that focus on giving and generating “value” when applying new ways and methods of “platform” interaction in the digital economy. Sustainability in digital transformation and ecosystematic business organisation depends on how digital assets are managed and approaches used to resource management. This process requires consideration of the methodology for business process development and research into changes in the external environment, identifying the possibility of integrating actors into the digital ecosystem development processes and defining tools for business process management.

The relevance of the research of digital economy problems and related concepts is determined by the fact that the share of industries that rely on digital technologies is constantly growing. There are processes of penetration of digital technologies into other spheres of society, in particular, into international trade and the organization of international deliveries on the basis of digital technologies, which radically change their technological structure. Some activities have already been completely transformed under the influence of digital technologies. It is to be expected that e-commerce will soon dominate at the household level, and approaches to the organization of trade itself will change greatly. At the same time, the dynamism of the digital economy and the diversity of its manifestations are the reason why many areas of the economy and the impact of digitalization on them remain poorly understood. One of such areas is the organization of international cargo delivery. This explains the choice of the topic of scientific research, the relevance of which does not require additional argumentation, because it is obvious.

The coronavirus pandemic caused significant damage to the economy of the regions. The comprehension of the impact of pandemic on industrial development of the territory is the goal of many scientific studies. The purpose of this article is to identify trends in the development of certain industrial sectors in the South of Russia and to suggest managerial measures arising from the experience of the COVID-19 pandemic. The study was founded on monitoring data from the Federal Service for State Statistics of Russia. The object of the research was the old industrial regions in the South of Russia. During the study, it was determined that at the beginning of the pandemic, the economy of the regions under analysis was characterized by a low potential for innovative development and a low level of return on assets. With a high demand for digital technologies, they have become most widespread in the automation of internal business processes of enterprises. The impact of the COVID-19 crisis on individual sectors of industry turned out to be multidirectional. The most affected industrial sector was oil production. The economic growth was demonstrated by enterprises of agricultural engineering, metallurgy and a number of others. It is shown that the recovery of industrial production is complicated by a low level of development of its material and technical basis; high import dependence of production on components, raw materials, spare parts; high competition from foreign market players; shortage of human capital. It is concluded that industrial ecosystem structures are the drivers of economic growth in the conditions of the pandemic. Management recommendations which are aimed at the development of industrial ecosystems are provided. They are focused on the environmental component of industrial production, development of cooperative business interactions to maintain the sustainability of the supply chain, digitalization of business processes with the simultaneous development of smart competencies of personnel, import substitution production and focus on the domestic market.

In line with the previous surveys, conducted in developed economies, we selected a group of variables for the construction of the VAR model. We tested the link between variables of global financial market and domestic macroeconomic variables. In the VAR model we set the restriction in the way that domestic economic variables cannot affect global variables. We have chosen variables from leading global market – the USA. The key exogenous variables where federal funds rate, index of implied volatility, VIX, while S&P 500 was the control variable. We measured the impact of foreign interest rate and volatility i.e. uncertainty on domestic variables: wages, CPI, employment and industrial production. The world financial market and the real sector in Bosnia and Herzegovina are connected. Federal Fund Rate (FFR) has the influence on wages, employment and industrial production in Bosnia and Herzegovina. Shock in FFR (growth in FFR) leads to contraction of economic activity in Bosnia and Herzegovina; industrial production decrease, employment and also wages. Growth in global financial market volatility, i.e. growth in VIX index, negatively influences the domestic macro variables, but this influence is weaker than the influence of FFR, and is significantly lower. Changes in FFR and VIX have week and statistically insignificant impact on domestic consumer price level in Bosnia and Herzegovina, because domestic CPI is determined by price level in euro zone and by price level of world commodities. We have confirmed the working hypothesis about connection of domestic economy with key variables in the world financial market, and our final conclusion is that the interest rate channel (FFR) has a very strong influence on domestic economy at the significance level of 95% and 68%. The economy of Bosnia and Herzegovina, although in much less extent then FFR, is also affected (at around 68% level) by uncertainty in the global financial market, measured by volatility i.e by using VIX. The new research on this topic should establish a link between key variables in euro zone and macroeconomic performance of domestic economy.

The article presents the methodology of cost management of the industrial sector of the economy on the basis of a system of rules, each of which corresponds to its own model of the relationship of production, labor, innovation, financial potential. The hypothesis is being tested that the relationships describing industrial production from different groups will determine the strength of the impact of system regulators on the amount of costs in order to achieve the basic concepts of industrial development. The results of the calculations reflect that the development of the industrial sector of the economy for the period from 2007 to 2017, improved, but the level of technological development of the basic sectors of industry can be estimated as low, in addition, the actual problem is the weak innovative activity of the industrial sector of the economy, which affects the effectiveness of economic policy measures. The structuring of information with allocation of features of development of industrial production is developed. Defined system of rules, recommendations for the interpretation of findings in order to control costs of production. The proposed tool is intended to be used as a justification for the adoption of a number of programs for the development of industrial production. The results obtained by the author can be used as a basis for further theoretical and applied research in the field of cost management.

Calculation of the aggregated "consensus" industrial production index has made it possible to date cyclical turning points and to measure the depth and length of the main industrial recessions in Russian Empire/USSR/Russia for the last century and a half. The most important causes of all these recessions are described. The cyclical volatility of Soviet/Russian industry is compared to that of American one.

The paper provides new survey evidence on effects of concentrated ownership upon investment and performance in Russian industrial enterprises. Authors trace major changes in their ownership profile, assess pace of post-privatization redistribution of shareholdings and provide evidence on ownership concentration in the Russian industry. The major econometric findings are that the first largest shareholding is negatively associated with the firm’s investment and performance but surprisingly the second largest shareholding is positively associated with them. Moreover, these relationships do not depend on identity of majority shareholders. These results are consistent with the assumption that the entrenched controlling owners are engaged in extracting "control premium" but sizable shareholdings accumulated by other blockholders may put brakes on their expropriating behavior and thus be conductive for efficiency enhancing. The most interesting topic for further more detailed analysis is formation, stability and roles of coalitions of large blockholders in the corporate sector of post-socialist countries.

Subject. The emergence of new ways of interaction between sellers and buyers, the formation of new sales channels and product promotion based on the use of digital economy tools is at the heart of improving the business processes. Social networks became a tool for development; their rapid growth necessitates theoretical understanding and identification of potential application in enterprise's business process digitalization. Objectives. We explore the role of social media in the digitalization of business processes, systematize the impact of social networks on business processes of enterprises in the digital economy. Methods. The theoretical and methodological analysis of social networks as a tool for digitalization of company's business processes rests on the content analysis of domestic and foreign scientific studies, comparison, generalization and systematization. Results. We highlight the key effects of the impact of social networks on the business processes of the company; show that the digitalization of business processes should be considered in the context of a value-based approach, aimed at creating a value through the algorithmization of company operations. We determine that social networks are one of the most important tools for digitalization of company's business processes, as they have a high organizational and management potential. We also systematize the effects of social media on company's business processes. Conclusions. We present theoretical provisions of the impact of social networks on business processes of enterprises, which will enable to model and organize ideas about the development of digital ecosystems and the formation of business models.

Subject. The study focuses on the impact of the digital economy determinants of the education transformation. Objectives. The article provides our own approach treating the education capital as a specific asset of the digital economy, which has an acceleration effect and sets up new trends in education through integrative networks. Methods. The study is based on principles of the systems integration, cross-disciplinary and multidisciplinary approaches. Results. The socio-economic progress was found to be determined with properties of human capital, which are solely specific to the digital economy. In new circumstances, it gets more important for actors of global, national, corporate and social networks to more actively cooperate within distributed networks in order to train high professionals, who would have skills in information networks. Thus, they would raise a new form of human capital – the capital of network education (network-based education capital). We describe positive externalities that arise when the educational sector joins communication processes. We illustrate how educational forms evolves, which are typical of a certain phase of the socio-economic development. The education capital was discovered to grow into a specific asset generating the quasi-rent and working as a social ladder only provided more actors are involved into the network. Conclusions and Relevance. Studying the evolution of educational forms through the cross-disciplinary method, we discovered the need for a system approach, which would help substantiate its transformation in the time of the digital economy, and the emergence of network-based education. These are technologies and tools of the digital economy that become unique factors generating the acceleration effect of the educational capital and ensuring the use of diverse network effects for the formation of intellectual capital and their social transformation.
