This article aims to perform the logistic viability analysis of PAC for West Africa using the AHP multicriteria method. This port contributes largely in the country's economy through customs and tax revenues, the formation of the Gross Domestic Product (GDP) and also in international trade. Four criteria (quality of infrastructure and services, equipment productivity, and logistics cost of cargo) were modeled. With the result, the port infrastructure criterion is most important, followed by the port equipment criterion. Showing the importance of each port logistics viability criterion (infrastructure, service, equipment, cost), the alternative long-term logistics viability is preferable to the medium-term and short-term. The application of the AHP shows in its result that for long-term port logistics viability, it is preferable to invest more in modern and quality infrastructure and equipment.

This article aims to analyze: Employee professionalism in terms of organizational aspects in publik services. The method used in this article is a qualitative method. The results of the article show that the tendency of apparatus to be less professional in carrying out their duties and functions is partly due to the low motivation to make changes and innovate. The apparatus tends to be reluctant to make changes due to a lack of encouragement from the leadership. In realizing a professional, accountable, and transparent apparatus, it requires a leader role as a guide and has a visionary spirit and vision in the Gorontalo City One Stop Integrated Services and Investment Service. Concrete steps for leaders in creating a democratic climate where subordinates are included in every policy making related to improving organizational performance and building two-way communication in every activity will make subordinates feel that they are an important part of the organization. The attitude of the leader to foster a responsive spirit in every employee can improve the quality of licensing and non-licensing services in Gorontalo City. Efforts that can be made to foster the professionalism of the personnel are by making long-term, medium-term and short-term work programs and setting priority scales in every activity aimed at improving the quality of publik services.Artikel ini bertujuan untuk menganalisis tentang profesionalisme pegawai ditinjau dari aspek pengorganisasian dalam pelayanan publik. Metode yang digunakan dalam artikel ini yakni metode kualitatif. Hasil artikel menunjukan bahwa kecenderungan aparat kurang profesional dalam menjalankan tugas dan fungsinya antara lain disebabkan oleh rendahnya motivasi untuk melakukan perubahan dan berinovasi. Aparat cenderung enggan melakukan perubahan dikenakan kurangnya dorongan dari pimpinan. Dalam mewujudkan aparat yang profesional, akuntabel, dan transparan maka dibutuhkan peran pemimpin sebagai pengarah dan memiliki jiwa dan pandangan yang visioner pada Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kota Gorontalo. Langkah-langkah konkrit pemimpin dalam menciptakan iklim demokrasi dimana bawahan disertakan dalam setiap pengambilan kebijakan yang berkaitan dengan peningkatan kinerja organisasi serta membangun komunikasi dua arah dalam setiap kegiatan akan membuat bawahan merasa dirinya adalah bagian penting dalam organisasi. Sikap pemimpin untuk menumbuhkan jiwa responsif pada setiap pegawai dapat meningkatan kualitas pelayanan perizinan dan non perizinan di Kota Gorontalo. Upaya yang dapat dilakukan untuk menumbuhkan profesionalisme aparatur adalah dengan membuat program kerja jangka Panjang, jangka menengah, dan jangka pendek serta menetapkan skala prioritas dalam setiap kegiatan yang bertujuan meningkatkan kualitas pelayanan publik.

The articles reveals the essence of project and technological activity of future handicraft teachers at professional training classes of the culinary cycle, in particular, the requirements for students’ project training are outlined (the problem, the significance of project activity, the variety of independent work types, the allocation of structural parts of the project, the introduction of research teaching methods); types of creative projects are shown (informative, creative, practice-oriented, game, research, mixed; personal, paired, group; short-term, medium-term, long-term); approximate topics of creative projects of the culinary cycle subjects are given; culinary and confectionery products stages of design are identified (organizational and preparatory, design technological, final); criteria for evaluation the quality of projects in the disciplines of the culinary cycle are defined (current work of students, product quality and explanatory notes, project defense); requirements for material, technical and didactic equipment of the culinary training workshop have been established.

Network dimensioning is a critical task in current mobile networks, as any failure in this process leads to degraded user experience or unnecessary upgrades of network resources. For this purpose, radio planning tools often predict monthly busy-hour data traffic to detect capacity bottlenecks in advance. Supervised Learning (SL) arises as a promising solution to improve predictions obtained with legacy approaches. Previous works have shown that deep learning outperforms classical time series analysis when predicting data traffic in cellular networks in the short term (seconds/minutes) and medium term (hours/days) from long historical data series. However, long-term forecasting (several months horizon) performed in radio planning tools relies on short and noisy time series, thus requiring a separate analysis. In this work, we present the first study comparing SL and time series analysis approaches to predict monthly busy-hour data traffic on a cell basis in a live LTE network. To this end, an extensive dataset is collected, comprising data traffic per cell for a whole country during 30 months. The considered methods include Random Forest, different Neural Networks, Support Vector Regression, Seasonal Auto Regressive Integrated Moving Average and Additive Holt–Winters. Results show that SL models outperform time series approaches, while reducing data storage capacity requirements. More importantly, unlike in short-term and medium-term traffic forecasting, non-deep SL approaches are competitive with deep learning while being more computationally efficient.

In several recent papers the sex difference in regret predicted by sexual strategies theory has been supported: men more than women report regret passing up short-term sexual opportunities (inaction regret), while women regret having had sexual encounters (action regret). However, the adaptive function of regret, to improve future behavioral choices, has not been tested. In this first longitudinal test of behavioral change following regret, we consider whether regret actually results in adaptive shifts of behavior: will men who regret passing up sex engage in more short-term sex following regret? Will women who regret short-term encounters either choose better quality partners, reduce number of one-night stands or shift their strategy to long-term relationships? Across two waves (NT1 = 399, 65.4% women and NT2 = 222, 66.2% women) students responded to questions about casual sex action regret and inaction regret, along with possible outcomes, intrapersonal traits, and concurrent contextual predictors. There was no clear evidence for the proposed functional shifts in sexual behavior. Casual sex regret was associated with respondent sex and stable individual differences, such as sociosexual attitudes, regret processing and metacognitions, but the effect of these predictors were not consistent across the two waves. Among the tested concurrent contextual predictors, sexual disgust was the most consistent across waves. Regret is considered a gauge of the value and quality of the short-term sexual encounter. However, tentatively we conclude that after this first test of function using longitudinal data, we find no evidence of a mating strategy shifting effect following sexual regret.

AbstractIn the Rio de la Plata salinity, temperature, chlorophyll a (chl a), and densities (ind. m−3) of the copepods Acartia tonsa and Paracalanus parvus were measured from January to November in 2003 by following a nested weekly and monthly design. Such sampling yielded two separate datasets: (i) Yearly Dataset (YD) which consists of data of one sampling effort per month for 11 consecutive months, and (ii) Seasonal Weekly Datasets (SWD) which consists of data of one sampling effort per week of any four consecutive weeks within each season. YD was assumed as a medium-term low-resolution (MTLR) dataset, and SWD as a short-term high-resolution (STHR) dataset. The hypothesis was, the SWD would always capture (shorter scales generally captures more noise in data) more detail variability of copepod populations (quantified through the regression relationships between temporal changes of salinity, temperature, chl a and copepod densities) than the YD. Analysis of both YD and SWD found that A. tonsa density was neither affected by seasonal cycles, nor temporal variability of salinity, temperature and chl a. Thus, compared to STHR sampling, MTLR sampling did not yield any further information of the variability of population densities of the perennial copepod A. tonsa. Analysis of SWD found that during summer and autumn the population densities of P. parvus had a significant positive relationship to salinity but their density was limited by higher chl a concentration; analysis of YD could not yield such detailed ecological information. That hints the effectiveness of STHR sampling over MTLR sampling in capturing details of the variability of population densities of a seasonal copepod species. Considering the institutional resource limitations (e.g. lack of long-term funding, manpower and infrastructure) and the present hypothesis under consideration, the authors suggest that a STHR sampling may provide useful complementary information to interpret results of longer-term natural changes occurring in estuaries.

BackgroundAllergy is a form of immune-mediated exaggerated sensitivity (hypersensitivity) to a substance that is either inhaled, swallowed, injected or comes into contact with the skin. Foreign substances that provoke allergies are called allergens. It has been claimed that multiplex allergen testing may help in diagnosing the cause of symptoms in patients with an unclear cause of allergy or who are allergic to more than one substance.ObjectivesTo evaluate multiplex allergen testing [devices that can measure the presence of multiple immunoglobulin E (IgE) antibodies in a patient’s blood at the same time], by assessing (1) clinical effectiveness (allergy symptoms, incidence of acute exacerbations, mortality, adverse events of testing and treatment, health-care presentations or admissions, health-related quality of life); (2) effects on treatment (diet, immunotherapy medications, other potential testing); (3) any additional diagnostic information provided by multiplex allergen testing; and (4) cost-effectiveness (cost of different assessment strategies).MethodsFifteen databases were searched from 2005 to April 2015, including MEDLINE (via OvidSp), MEDLINE In-Process Citations, MEDLINE Daily Update, PubMed (National Library of Medicine), EMBASE, Cochrane Database of Systematic Reviews (CDSR), Cochrane Central Register of Controlled Trials (CENTRAL), Database of Abstracts of Reviews of Effects (DARE), Health Technology Assessment (HTA) database, Science Citation Index (SCI), Conference Proceedings Citation Index-Science (CPCI-S), BIOSIS Previews, Latin American and Caribbean Health Sciences Literature (LILACS), National Institute for Health Research (NIHR) HTA programme, and the US Food and Drug Administration (FDA); supplementary searches of conference proceedings and trials registries were performed. Review methods followed published guidance from the Cochrane Collaboration and the Centre for Reviews and Dissemination, University of York, UK. The methodological quality of included studies was assessed using appropriate published tools or a review-specific tool designed by the project team. Studies were summarised in a narrative synthesis. Owing to a lack of data on the clinical effectiveness of multiplex allergen testing, no long-term cost-effectiveness model was developed. A conceptual model structure was developed and cost analyses were performed to examine the short-term costs of various possible diagnostic pathways.ResultsFifteen studies were included in the review. The very limited available data indicated that the addition of multiplex allergen testing [ImmunoCAP®Immuno Solid-phase Allergen Chip (ISAC), Thermo Fisher Scientific/Phadia AB, Uppsala, Sweden] to standard diagnostic work-up can change the clinicians’ views on the diagnosis, management and treatment of patients. There was some indication that the use of ImmunoCAP ISAC testing may be useful to guide decisions on the discontinuation of restrictive diets, the content of allergen-specific immunotherapy (SIT) prescriptions, and whether or not patients should receive SIT. However, none of the studies that we identified reported any information on clinical outcomes subsequent to changes in treatment or management. There was some evidence that ImmunoCAP ISAC may be useful for discriminating allergens that are structurally similar and are recognised by the same IgE antibody (cross-immunoreactive). No data were available for Microtest (Microtest Matrices Ltd, London, UK). Detailed cost analyses suggested that multiplex allergen testing would have to result in a substantial reduction of the proportions of patients receiving single IgE testing and oral food challenge tests in order to be cost-saving in the short term.ConclusionsNo recommendations for service provision can be made based on the analyses included in this report. It is suggested that a consensus-based protocol for the use of multiplex allergen testing be developed. The clinical effectiveness and cost-effectiveness of the proposed protocol should then be assessed by comparing long-term clinical and quality of life outcomes and resource use in patients managed using the protocol with those managed using a standard diagnostic pathway.Study registrationThis study is registered as PROSPERO CRD42015019739.FundingThis project was a Diagnostic Assessment Report commissioned by the NIHR HTA programme on behalf of the National Institute for Health and Care Excellence.

Abstract Introduction Smartphone applications for health (M-Health) seem to overcome barriers to access Cardiovascular Rehabilitation Programs (CRP), because of their high degree of acceptance and also their potential to influence the frequency of physical exercise in weight loss. Objective To analyze the effectiveness of the combination of M-Health and CRP compared to CRP alone on functional capacity, adherence to CRP, management of cardiovascular risk factors in cardiac patients. Design Systematic Review and Meta-Analysis. Methods The following databases were used Medline via Ovid, EMBASE, Central, PEDro and SPORTDiscus via EBSCOhost from their inception until July/2020. We included randomized controlled trials investigating the effects of M-Health in combination with CRP compared to CRP alone in adults with heart disease, and the interventions with M-Health consisted of text messages, e-mails, and applications. The primary outcome of this review was functional capacity, measured by VO2peak, or self-reported physical activity (METs.min/week). PEDro scale was used to assess the methodological quality of the studies and the GRADE approach to assess the overall quality of evidence. Pooled estimates were calculated using a random effect model to obtain mean difference (MD) or standardized mean differences (SMD) and their respectives 95% confidence intervals (CI). Results Nineteen RCTs were eligible, the median risk of bias was 7 out of 10 points. The primary endpoint was analyzed by subgroups, time of intervention and kind of type CRP, eigthteen of these studies assessed functional capacity. CRP in combination with a m-health intervention was more effective than CRP alone in improving VO2peak, ml/min/kg, (MD: 0.84, CI: 0.30 to 1.38; I2=0%, high quality evidence, 12 trials, n=1889) at short-term follow-up, but at medium-term follow-up (MD: 0.84, CI: −0.26 to 1.41; I2=0%, high quality evidence, 8 trials, n=927,). Similarly, CRP associated with m-health was superior to CRP alone in increasing self-reported at short-term, METs.min/week, (MD:1.31, CI: −0.24 to 2.37; I2 = not aplicable, very low quality evidence, 1 trial, n=18), and at medium-term follow-up (MD: 0.18, CI: −0.01 to 0.36; I2=56%, moderate quality evidence, 4 trials, n=1107). Conclusion High quality of evidence shows that M-Health improves cardiorespiratory fitness at short-term follow-up. In addition, supervised program showed to be more effective than non-supervised. BACKGROUND: Intralymphatic immunotherapy (ILIT) is a new route of allergen-specific immunotherapy. Data confirming its effect is restricted to a small number of studies. METHODOLOGY: A systematic review with meta-analysis was conducted. The short-term (less than 24 weeks), medium-term (24-52 weeks), and long-term (more than 52 weeks) effects of ILIT in patients with allergic rhinoconjunctivitis (ARC) were assessed. The outcomes were combined symptom and medication scores (CSMS), symptoms visual analog scale (VAS), disease-specific quality of life (QOL), specific IgG4 level, specific IgE level, and adverse events. RESULTS: Eleven randomized controlled trials and 2 cohorts (483 participants) were included. Compared with placebo, short term benefits of ILIT for seasonal ARC improved CSMS, improved VAS and increased specific IgG4 level but did not change QOL or specific IgE level. Medium-term effect improved VAS. Data on the long-term benefit of ILIT remain unavailable and require longer term follow-up studies. There were no clinical benefits of ILIT for perennial ARC. ILIT was safe and well-tolerated. CONCLUSION: ILIT showed short-term benefits for seasonal ARC. The sustained effects of ILIT were inconclusive. It was well tolerated.

Abstract According to behavioral finance theory, investor sentiment generally exists in investors’ trading activities and influences financial market. In order to investigate the interaction between investor sentiment and stock market as well as financial industry, this study decomposed investor sentiment, stock price index and SWS index of financial industry into IMF components at different scales by using BEMD algorithm. Moreover, the fluctuation characteristics of time series at different time scales were extracted, and the IMF components were reconstructed into short-term high-frequency components, medium-term important event low-frequency components and long-term trend components. The short-term interaction between investor sentiment and Shanghai Composite Index, Shenzhen Component Index and financial industries represented by SWS index was investigated based on the spillover index. The time difference correlation coefficient was employed to determine the medium-term and long-term correlation among variables. Results demonstrate that investor sentiment has a strong correlation with Shanghai Composite Index, Shenzhen Component Index and different financial industries represented by SWS index at the original scale, and the change of investor sentiment is mainly influenced by external market information. The interaction between most markets at the short-term scale is weaker than that at the original scale. Investor sentiment is more significantly correlated with SWS Bond, SWS Diversified Finance and Shanghai Composite Index at the long-term scale than that at the medium-term scale.
