This study aims to determine and analyze the application of the principle of transparency and the implementation of excellent service at the Kendari City Investment and One Stop Integrated Service Office. This study uses a descriptive qualitative approach, data analysis uses interactive model analysis techniques consisting of data collection, data reduction, data presentation and conclusion drawing/verification. The results showed that the application of the principle of transparency at the Kendari City Investment Office and PTSP from the informative (informative) aspect of the agency was good enough in providing convenience to the public to obtain information either directly or indirectly about services in the field of investment and licensing, in terms of openness has been good enough in conveying information to the public openly, and is easily accessible through several channels of information delivery, on the other hand, the agency still needs to be more intense in explaining all service requirements both technical and administrative in a clear and easy to understand manner using the system. and simple language to the public, from the aspect of disclosure, it is still not optimal in informing the public of financial details and annual reports regarding revenue, financial management and assets of the organization. In terms of the implementation of excellent service in terms of the dimensions of service procedures, service costs, completion time, service products, infrastructure, the overall competence of service providers is good, with the Public Service Standards  that have been standardized in 2018.

Owing to the advancements in communication and computation technologies, the dream of commercialized connected and autonomous cars is becoming a reality. However, among other challenges such as environmental pollution, cost, maintenance, security, and privacy, the ownership of vehicles (especially for Autonomous Vehicles (AV)) is the major obstacle in the realization of this technology at the commercial level. Furthermore, the business model of pay-as-you-go type services further attracts the consumer because there is no need for upfront investment. In this vein, the idea of car-sharing ( aka carpooling) is getting ground due to, at least in part, its simplicity, cost-effectiveness, and affordable choice of transportation. Carpooling systems are still in their infancy and face challenges such as scheduling, matching passengers interests, business model, security, privacy, and communication. To date, a plethora of research work has already been done covering different aspects of carpooling services (ranging from applications to communication and technologies); however, there is still a lack of a holistic, comprehensive survey that can be a one-stop-shop for the researchers in this area to, i) find all the relevant information, and ii) identify the future research directions. To fill these research challenges, this paper provides a comprehensive survey on carpooling in autonomous and connected vehicles and covers architecture, components, and solutions, including scheduling, matching, mobility, pricing models of carpooling. We also discuss the current challenges in carpooling and identify future research directions. This survey is aimed to spur further discussion among the research community for the effective realization of carpooling.

Abstract The rapid accumulation of single-cell RNA-seq data has provided rich resources to characterize various human cell types. Cell type annotation is the critical step in analyzing single-cell RNA-seq data. However, accurate cell type annotation based on public references is challenging due to the inconsistent annotations, batch effects, and poor characterization of rare cell types. Here, we introduce SELINA (single cELl identity NAvigator), an integrative annotation transferring framework for automatic cell type annotation. SELINA optimizes the annotation for minority cell types by synthetic minority over-sampling, removes batch effects among reference datasets using a multiple-adversarial domain adaptation network (MADA), and fits the query data with reference data using an autoencoder. Finally, SELINA affords a comprehensive and uniform reference atlas with 1.7 million cells covering 230 major human cell types. We demonstrated the robustness and superiority of SELINA in most human tissues compared to existing methods. SELINA provided a one-stop solution for human single- cell RNA-seq data annotation with the potential to extend for other species.

The present paper intends to provide an overview and a critical assessment of the administrative simplification policies implemented in Portugal over the past 20+ years. Throughout these decades, the major instruments for administrative simplification have been: (i) Decree-Law n. 135/99, of 22 April; (ii) the Simplex programme; (iii) the 2015 new Code of Administrative Procedure and its 2021 amendment; and (iv) the COVID-19 legislation. Although Decree-Law n. 135/99 (i) was the first attempt to specifically address simplification, it was a very thin one. The Simplex programme (ii), created in 2006, was the first cross-sectoral robust policy of simplification; its motto is “the simpler the better” and it encompassed reforms in all government areas aiming at cutting red tape, promoting administrative efficiency, and making the citizens’ and the corporations’ lives easier when dealing with State. The new Code of Administrative Procedure (iii), approved in 2015, brought about specific normative solutions to simplify procedures, namely, prior communications, administrative assistance, procedural conferences, and the electronic one-stop shop. Finally, the COVID-19 legislation (iv) was made necessary by the COVID-19 pandemic and by the fact that public health restrictions made it impossible for citizens to establish personal contact with the administration in many cases.

The fourth technological revolution is here, tailgated by stratospheric advances in emerging technologies meant to improve the daily lives of individuals which come with various functionalities, uses and varieties. We are talking of smartphone applications or Apps and they are a rage nowadays given the unrivaled degree of informativeness, convenience, connectivity and networking opportunities they offer, and have been developed to address the needs of consumers in various sectors namely, banking, shopping, travel, fitness and health, food delivery, mapping, news and education, just to name a few. At the same time, the growing demand for Halal consumption fueled by the boom in the global Halal industry and ethical consumerism, consumers are in dire need of a one-stop medium where information about Halal products is available within reach so as to safely maintain their religious commitments and dieting requirements. Therefore, given the uniqueness of Halal-based Apps and more so the peculiar requirements of Halal consumers, it has become imperative to have studies which investigate the factors which influence Muslims to adopt Halal-based Apps, and the literature clearly lacks in terms of such assessments. Hence, the present research is one of the very first to come up with a conceptual framework which can be used to study the predominant factors which would motivate users to adopt Halal-based App. This research has taken the case of a Halal-based App, named HalaalMoris in a Small Island Developing State (SIDS) like Mauritius.

Introduction: Metabolic Syndrome is a prevalent condition in New Zealand and worldwide, affecting adult populations, especially those who are in long-term  antipsychotic medications for severe mental illness. Registered nurses play a crucial role in improving the health of this population. Methods: Five registered nurses with at least two years of working experience in the mental health settings participated in this qualitative, exploratory study, underpinned by the Kakala Research Framework. Semi-structured face-to-face interviews with the participants were undertaken to gather research data and thematic analysis was used to find common themes. Findings: Registered nurses in mental health services are experiencing clinical and professional enablers as well as professional, organisational and systematic barriers in assessing people with severe mental illness for metabolic syndrome. Conclusion: Skilled registered nurses in mental health services are required to take the responsibility for providing a “one-stop-shop” for people with metabolic syndrome.

Penelitian yang dilakukan dengan tujuan agar dapat diketahui proses dan faktor yang mempengaruhi implementasi kebijakan dan adakah pengaruh terhadap peningkatan pendapatan asli daerah (PAD) pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Pangkep. Metode penelitian yang dilakukan bersifat kualitatif dengan metode deskriptif kualitatif. Yaitu memberikan pengamatan dan penggambaran terhadap aspek- aspek penelitian, kemudian meneskripsikan aspek tersebut. Untuk menentukan fakta maka peneliti melakukan wawancara, observasi beberapa informan kunci meliputi pelaksana kebijakan IMB, anggota DPRD, dan masyarakat yang bermohon. Hasil penelitian menunjukkan pada Implementasi kebijakan Izin Mendirikan Bangunan di Kabupaten Pangkep belum berjalan dengan efektif dan belum sesuai dengan keinginan pemerintah daerah. Hal ini dikarenakan belum maksimalnya penerapan kebijakan IMB ditandai dengan tidak diterapkannya waji IMB, ketentuan wajib memenuhi syarat tata bangunan. Adapun faktor yang menyebabkan tidak efektifnya implementasi kebijakan adalaah kualitas dan kwantitas staf yang masih kurang, pengawasan dan dukungan politik dari legislatif masih kurang dan komunikasi yang belum efektif yang belum berjalan dengan baik.Penerimaan retribusi IMB terhadap PAD masih sangat rendah, penerimaan retribusi selama tiga tahun terakhir tidak mengalami kenaikan sesuai target yang diharapkan pemerintah. Setiap tahunnya retribusi IMB yang diterrima Rp. 900.000.000 dimana hanya tercapai 60% dari target yang ditentukan pemerintah Kabupaten Pangkep. Nilai kontribusi tersebut belum signifikan terhadap peningkatan PAD di Kabupaten Pangkep. The research was conducted with the aim of knowing the processes and factors that influence policy implementation and whether there is an effect on increasing local revenue (PAD) at the One Stop Integrated Service and Investment Service (DPMPTSP) Pangkep Regency. The research method carried out is qualitative with a qualitative descriptive method. That is to provide observations and descriptions of aspects of the research, then describe these aspects. To determine the facts, the researchers conducted interviews, observed several key informants including IMB policy implementers, DPRD members, and the people who applied. The results showed that the implementation of the building permit policy in Pangkep Regency had not run effectively and had not been in accordance with the wishes of the local government. This is because the implementation of the IMB policy has not been maximized, which is marked by the non-applicability of the mandatory IMB, the provisions of which must meet the building structure requirements. The factors that cause the ineffective implementation of policies are the quality and quantity of staff that are still lacking, political supervision and support from the legislature are still lacking and communication is not yet effective which has not gone well. Receipt of IMB levies on PAD is still very low, retribution receipts for three years The last one did not increase according to the target expected by the government. Each year the IMB levy received is Rp. 900,000,000 where only 60% of the target set by the Pangkep Regency government was achieved. The value of this contribution has not been significant to the increase in PAD in Pangkep Regency.

Penelitian yang dilakukan bertujuan untuk mengetahui Evaluasi Kebijakan Reformasi Birokrasi Kabupaten Pangkajene dan Kepulauan di Dinas Penanaman Modal Pelayanan Sistem Satu Pintu (DPMPTSP). Metode penelitian yang digunakan adalah penelitian kualitatif  bertujuan untuk mengamati aspek yang akan diteliti, kemudian meneskripsikan aspek tersebut. Untuk menentukan fakta maka peneliti melakukan wawancara, observasi beberapa informan kunci. Hasil penelitian menunjukkan bahwa pelaksanaan kebijakan reformasi birokrasi di DPMPTSP Kabupaten Pangkep belum dapat dilaksanakan secara maksimal, hal ini dapat terlihat kurangnya perubahan yang terjadi baik dari sitem penatalaksanaan, proses pelaksanaan yang masih kurang efektif dan efisien, tidak terukur terukur dan belum sesuai dengan prinsip Good Governance, masih kurangnya SDM aparatur yang berintegritas, netral, kompeten, profesional, dan berkinerja tinggi.Penatalaksanaan SAKIP di DPMPTSP Kabupaten Pangkep mekanismenya sesuai dengan tahap-tahap pelaksanaan SAKIP, hal ini dilihat dari capaian kinerja DPMPTSP setelah diterapkan SAKIP  sudah masuk dalam kategori Sangat Baik, dengan perolehan Nilai Capaian Kinerja sebesar 94,76 (Sangat Baik), serta dukungan Pemerintah Daerah terhadap penatalaksanaan SAKIP. This study aims to determine the evaluation of the Bureaucratic Reform Policy in Pangkajene and Islands Districts at the One Stop System Investment Service (DPMPTSP). The research method used is qualitative research aimed at observing the aspects to be studied, then describing these aspects. To determine the facts, the researchers conducted interviews, observed several key informants. The results showed that the implementation of bureaucratic reform policies in DPMPTSP Pangkep Regency could not be implemented optimally, this can be seen from the lack of changes that occur both from the management system, the implementation process is still less effective and efficient, not measurable and not in accordance with the principles of Good Governance. , there is still a lack of human resources for apparatus with integrity, neutral, competent, professional, and high-performing. The management of SAKIP in DPMPTSP Pangkep Regency is in accordance with the stages of implementing SAKIP, this can be seen from the performance achievements of DPMPTSP after SAKIP has been implemented, it is already in the Very Good category, with the achievement of a Performance Achievement Score of 94.76 (Very Good), as well as support from the Regional Government for the management of SAKIP
