November 27, 2018, marked the 100th birth anniversary of an outstanding scientist, Boris Ye. Paton, a permanent president of the National Academy of Sciences of Ukraine since 1962, an initiator and the president for several years of the International Association of Academies of Sciences, the world-renowned specialist in the field of metallurgy and metal technology, the author of more than 1000 publications, and the founder and the head of a major scientific school. On his birthday, a meeting of the Presidium of the Russian Academy of Sciences was held, and the ceremony was conducted in absentia of B.Ye. Paton, who has always been and remains a permanent friend and admirer of the Russian Academy of Sciences. Here we present a review of speeches at the meeting of Russian colleagues, close associates of B.Ye. Paton, who gathered to mark the remarkable anniversary of an outstanding man and a scientist, an excellent organizer of science.

The author investigates the organizational measures of modern Ukrainian society on the way of forming an effective system of science in accordance with the requirements of civilization development. Chronological boundaries of the study - the beginning of the nineteenth century until the present. The methodological basis for the study is the theoretical concept of the cyclical development of historical phenomena in relation to the world and local cultural spaces. The research is aimed at the cultural view of the modern problem of the modernization of the institute of science within the historically formed educational and scientific spaces of Ukraine. Taking a public view of the functioning of science in society for Ukraine is to identify it organizationally with the National Academy of Sciences of Ukraine. The Ukrainian Academy of Sciences (UAN) was founded on November 1, 1918. The Commission was responsible for the rationale for the creation of the Academy to draft a bill on the founding of the Academy of Sciences in Kyiv. The Commission included representatives of the Ukrainian scientific elite of that time, led by V.I. Vernadsky. The main functions of the UAN were the organization and coordination of the scientific forces of the state. The history of the development of the UAN testifies to the civilization content of the strategy for the development of national science for the entire period of the twentieth century. The beginning of the XXI century declared a new system of relations in the world society. The meaningfulness of such relationships is marked by a new post-industrial society. For Ukraine, the reform of the institute of science after world shifts is becoming urgent. The modern scientific space of Ukraine can be characterized as functioning of the coordinate system "universityacademy". An appeal to the principles of scientific democracy should ensure a balance between the development of science in the university sector and academic institutions. The financial self-determination of universities has an opportunity to actualize scientific research. The University is able today to ensure the development of the humanitarian component of science, which reproduces the traditions of national culture. The academic structure needs to reload the strategy for reforming the material and technical support of research work for the branches of science, which have high ratings in the countries of the world.

The article is dedicated to the outstanding scientist of the twentieth century, Academician of the National Academy of Sciences of Ukraine Volodymyr Logvynovych Rvachev, who would have turned 95 in 2021. At one time VL Rvachev was the first rector of HIRE, in 1970 he became head of the Department of Theoretical and Mathematical Physics of KhPI (now it is the Department of Applied Mathematics). The name of this famous scientist is included in the golden pages of the history of mathematics and mechanics. The R-functions theory, as the main scientific discovery of his life, forever glorified VL Rvachev as a great scientist. He created also scientific school which is world-famous due to the numerous implementations and uniqueness of the RFM method. The main biographical data of the famous scientist are presented in the work, the versatility of the talented person, the depth of his life views, the breadth of horizons are emphasized. Particular attention is paid to the development and further application of the R-functions theory to solve modern problems. The response of close people, students and followers who remember their great Teacher is presented in words of gratitude to Volodymyr Logvynovych.

Oleg Mikhailovich Belotserkovsky is an outstanding scientist and teacher, a full member of the world-famous Russian Academy of Sciences, a mathematician and mechanic, the founder of a number of scientific areas in numerical methods for solving problems of continuum mechanics, mathematical modeling of physical processes, rector of the Moscow Institute of Physics and Technology, director of the Institute of Automation Design of the Russian Academy of Sciences Oleg Mikhailovich Belotserkovsky.

The earliest of the manuscripts available in the world, "Kitab al-Qanun fi-t-tibb" ("Canon of Medicine"), by the great Abu Ali ibn Sina (980-1037), dating back to the 12th century, is kept in the Institute of Oriental Manuscripts of the Russian Academy of Sciences in St. Petersburg. This major work has been the most complete encyclopedia of medicine for a millennium. As early as in the 12th century, it was translated in Europe from Arabic into Latin by the Italian Gerard of Cremona (1114-1187) and then disseminated in many manuscripts. "The Canon of Medicine," Avicenna began writing when he was twenty years old and completed this work in 1020-at the age of forty, when Avicenna's medical and life experience was vast. This article is just an attempt to lift the veil over the mystery of the genius' formation, and how this priceless folio, created in the ancient Uzbek land, came to St. Petersburg.

March 15, 2021 Chief Researcher, Head of the Laboratory of Hydrological Processes of the P.P. Shirshov Institute of Oceanology of the Russian Academy of Sciences, DSc, ex-president of the International Association for Physical Ocean Sciences (IAPSO) Evgeny Morozov is 75 years old. E.G. Morozov is a prominent scientist and organizer of world-class science in the field of studying the temporal and spatial variability of hydrological processes and internal waves in a wide range of scales. He was the first to build a map of the amplitudes of tidal internal waves of the World Ocean. His monograph “Oceanic Internal Waves” published in 1985 in Russian, as well as his article “Semidiurnal internal wave global field”, published in the Deep Sea Research in 1995, are among the most cited on the problem of internal tidal waves. Unique results were obtained by E.G. Morozov in the study of internal waves in the Arctic, including under the ice and near the front of glaciers sliding into the ocean on Spitsbergen. He made a significant contribution to the study of various currents: the Gulf Stream, the Kuroshio and their rings, the Antarctic Circumpolar Current, the California Current, the Falkland Current, the Lomonosov and Tareev subsurface equatorial currents. Since 1999 he has been a member of the Executive Committee of the International Association for the Physical Sciences of the Ocean (IAPSO) and since 2011 he has been elected President of the IAPSO, represented the IAPSO in this capacity on the Executive Committee of the International Geodetic and Geophysical Union (IUGG) and on the Executive Committee of the Scientific Committee on Oceanic research (SCOR). E.G. Morozov is the chairman of the Ocean Physical Sciences Section of the National Geophysical Committee of the Russian Academy of Sciences.

Book Review: P.A. Vodop’yanov, V.S. Krysachenko. (2018). Strategiya bytiya chelovechestva: ot apokaliptiki k noosfernomu veku [The strategy of humanity’s existence: from the apocalyptic to the noospheric age]. Minsk: Belaruskaya nauka. p. 306. [in Russian]. I am pleased to hold in my hands the elegant edition of the new book by philosophers and political scientists who are known not only in their countries — Belarus and Ukraine. It was created with the efforts of academic publishing in the anniversary series dedicated to the 90th anniversary of the National Academy of Sciences of Belarus, a corresponding member of which is one of the authors. Each creator of this book is known for his fundamental work in the fields of philosophy of science, social ecology, study of global issues and geopolitics and known for his own scientific school. Both Pavel Vodop’yanov and Valentyn Krysachenko, by the way, are full members of the National Academy of Sciences of Ukraine. Earlier, the previous work of these two authors, « Velikiy den gneva: Ekologiya i eskhatologiya [The Great Day of Wrath: Ecology and Eschatology]» (1983) (Minsk: Universitet. p. 282.), was awarded by a joint prize of three presidents: the National Academy of Sciences of Ukraine, the National Academy of Sciences of Belarus and the Academy of Sciences of Moldova. Therefore, from the new monograph the reader expects no less interesting content, a clear logic presentation, significant generalizations. And these expectations are fully justified. The book consists of introductory considerations, five chapters and summaries. In its content, it is completely ontological. The fundamental generalizations of human thought are considered by the authors through the prism of whether our reality exists, who is responsible for its destiny, what person`s place and value are in the course of the development of the universe, and what are the further perspectives of the earthly existence of man. And all this is analyzed and traced with the involvement of concepts and empirical material from a wide variety of fields of knowledge, beginning from the Holy Scripture to the latest futuristic reflections. The ontology of the crisis state causes concern as for the validity of moral and ethical regulators of interpersonal relations, internal degradation and disharmonization of the modern civilization. Eternal human values- goodness, justice, honesty, mutual assistance, etc. — are increasingly conceding to violence, malice, hatred and other bifurcation agents. So, does humanity have a real chance of the settled future. Isn’t this just an illusory dream? Monograph by P.O. Vodop’yanov and V.S. Krysachenko is a notable phenomenon in the scientific world, it is a fundamental study that delineates the in-depth foundations of human existence and, at the same time, it is imbued with anxiety and feelings for our common future. One attracts the style and manner of the material presentation, the encyclopedic awareness and, at the same time, the constructive ability to justify its position. It will interest not only humanities and naturalists, but also politicians and public figures and just people who concern or worry about the world’s current human collisions.

Yu. R. Sheliah-Sosonko, an outstanding Ukrainian scientist in the field of geobotany, phytocenology, floristry, phytogeography, phytosozology, ecology, a public figure, academician of the National Academy of Sciences of Ukraine, doctor of biological sciences, professor, honored worker of science and technology of Ukraine, laureate of the State Prize of Ukraine in the field of science and technology and the N.G. Kholodny Prize of the National Academy of Sciences of Ukraine, Head of the Department of Geobotany of the N.G. Kholodny Institute of Botany of the National Academy of Sciences of Ukraine passed away at the age of 87, on December 14, 2019. The main areas of scientific research of Yu. R. Sheliah-Sosonko include the development of typology, the composition of cenopopulation, cenogenesis and protection of nemoral forests of the European part of the USSR. The name of Yuri Romanovych Sheliah-Sosonko is associated with the research into the theory of geobotany and classification of vegetation, zoning, mapping, species association, evolution of vegetation cover. He developed a theory of the formation of the cenopopulation structure of species, as well as the classification of species and phytocoenotypes. He put forward and grounded the idea of phytocenogenetic classification of vegetation, the foundations of the evolutionary-cenotic study of vegetation formations. Under the supervision of Yurii Romanovych, the world’s first "Green Book of Ukraine" was compiled and published, laying the foundation for the Convention on Biodiversity. He was the first to suggest a method of paradigmatic analysis of geobotanical knowledge. The results of thorough geobotanical and phytocenological studies are summarized in the monographs: "Common oak forests on the territory of Ukraine and their evolution" (1974), "Methodology of geobotany", "Green Book of the Ukrainian SSR" (1987), "Red Book of Ukraine. Plant world "/ Yu. R. Sheliah-Sosonko (editor-in-chief) (1996) and others. He is the author of over 500 scientific works, including 34 monographs. He supervised 8 doctors and 37 candidates of biological sciences, and the scientific geobotanical school he founded is recognized by the world scientific community. The scientists, teachers and students of Ternopil Volodymyr Hnatiuk National Pedagogical University express their condolences. This is a great loss for the whole botanical science of Ukraine, Europe and the world. Finally, it should be mentioned that as long as there are such scientists as Academician Yurii Romanovych Sheliah-Sosonko and his grateful students, Ukrainian science will never cease to thrive. The memory of Academician of the National Academy of Sciences of Ukraine Yurii Romanovych Sheliah-Sosonko, an outstanding scientist-geobotanist, a public figure, a man of honour, will forever remain in the hearts of his relatives, friends, colleagues and students.
