This research was conducted to understand the implementation of models and factors that influence China's Good Neighbor Policy decision making during the reign of Hu Jintao in the Greater Mekong Sub-Region. By using an Adaptive decision-making model, this paper tries to describe the internal and external factors that influenced President Hu Jintao to choose a model of revitalization of cooperation and infrastructure development as well as economic corridors as a manifestation of the implementation of the Good Neighbors policy in GMS. This study used a qualitative approach and used secondary data as the source of the analyzed data.   Penelitian ini dimaksudkan untuk memahami model implementasi dan faktor yang mempengaruhi pengambilan keputusan pelaksanaan kebijakan Tetangga baik (Good Neighbour Policy) China Pada Masa pemerintahan Hu Jintao di Greater Mekong Sub Region. Dengan menggunakan model pemgambilan keputusan Adaptif, tulisan ini mencoba mendeskripsikan faktor internal dan ekternal yang mempengaruhi Presiden Hu Jintao memilih model revitalisasi kerjasama dan pembangunan infrastruktur serta koridor ekonomi sebagai wujud implementasi kebijakan Tetangga yang Baik di GMS. Penelitian ini menggunakan pendekatan kualitatif dan menggunakan data sekunder sebagai sumber data yang dianalisis.

This chapter offers instructions on how to find the data needed for a particular public health improvement program. The chapter starts by defining two systems of data collection: primary and secondary. However, it is important to remember that all data has limitations. There is no such thing as perfect data. The use of primary data in practice or policy decision-making is often constrained by resources and time, as collecting robust data typically takes years. Although secondary data poses limits, such that it might be data not collected specifically for a particular health question, or not being representative of the population of interest, or perhaps there is a lag in data availability. However, the chapter concludes, things can always be improved even if perfection is never reached.

This chapter discusses “The Science of Muddling Through”, a 1959 paper by Charles E. Lindblom that has influenced several generations of thinking about public policy decision-making in complex situations such as government and bureaucracy. The focus of Lindblom’s paper is on incrementalism, which he originally developed in the early 1950s as a decision-making model. Incrementalism refers to the study of “muddling through” behavior on the part of actual administrators and executives and is also called the method of “successive limited comparison” or “marginal” analysis by Lindblom. This chapter examines the impact of “The Science of Muddling Through” on the development of incrementalism and decision-making studies in the policy sciences. It also considers the influence of incrementalism on budgeting and management and on “punctuated equilibrium” thinking about decision-making outcomes. It concludes with an analysis of criticisms against incrementalism.

Abstract: After gaining its independence in 2002, Timor Leste struggled for joining ASEAN�s membership. Timor Leste changed foreign policy orientation from PIF to ASEAN. Then, Timor Leste had put its decision in 2011 which officially enrolled as member of ASEAN. This article seeks to analyze Timor Leste�s decision to join ASEAN�s membership. The authors sought to find the answers by using foreign policy decision-making model. This article focused on international factors which are derived from two important variables namely international context and economic and military conditions. The authors found from international context that Timor Leste decided to join ASEAN due to ASEAN�s attractiveness as prospective regional organization and strong support emanating from Indonesia as an influential state regionally. Economic conditions comprise close economic relations of Timor Leste with ASEAN countries. Military conditions are analyzed from Timor Leste�s military capability amidst neighbor�s military capability and its need to collective security.
