Donald A.B. Lindberg, M.D., brought with him when he joined NLM an inquisitive mind, tech savvy, and new ideas. He was an early advocate of both outreach and evaluation innovation at NLM. Dr. Lindberg initiated and supported multiple pilot test and implementation projects to strengthen NLM’s health information outreach to healthcare providers, research scientists, health science and hospital librarians, and the general public, including minority and underserved populations. He helped steer NLM’s transition to the Internet, and NLM’s development of a robust framework for evaluating Internet and Web-based health information dissemination and outreach to its many audiences. Dr. Lindberg’s leadership led to numerous landmark accomplishments, including the capacity-building “Measuring the Difference” outreach evaluation Guide, and a multi-dimensional approach to Internet and website evaluation that placed NLM at the forefront of federal agencies using these new and emerging technologies to support their missions.

Traditional forms of health information dissemination have previously involved a few key organizations originating health-related information and disseminating this to clinicians and the community. This information was typically disseminated via private, formalized and non-digital interactions between health information sources (HIS) and clinicians and consumers. With the introduction of the Internet, Web-based health information dissemination led to some changes with greater availability of online health information. However the recent adoption and uptake of social media has led to many more parties, both organizations of varying types, and individuals, participating in public health information dissemination; and this has also led to new forms of sharing health-related information, particularly involving a greater role for individuals. In this paper we introduce empirical findings in relation to how organizations and individuals are now using social media for sharing health information, and from this suggest themes to describe the changes from traditional to contemporary health information dissemination, as well as the new emerging roles and forms of interaction for health information dissemination.

ABSTRACT "Publication forms the core structure supporting the development and transmission of scientific knowledge" (Galbraith2015). Yet, with the WorldWideWeb a dominant part of current scientific publication and information-dissemination, internet "publication" is still paper-based in its style and methods, even when it uses a digital medium. Such a paper-based publishing "model" is NOT adequate for a Web-based world. In 2006, an estimated 3,700 peer-reviewed scientific articles were published per day (Bjork2009)! This totals about 1.35 million articles per year. A similar estimate for 2011 was 1.8 million (Outsell2013), which is almost 5,000 per day. The total number of English-language scholarly documents accessible on the Web was estimated in 2014 to be at least 114 million (Khabsa2014). The methods and features described here are clearly needed now, and will be absolutely necessary in the future, when even more articles are available. In this context of an overload of information from scientific articles, described here is the idea of Knowledge-Step Forums as the basis for creating new peer-reviewed, compended "Literature-Guides", each on a very narrow topic and in a MultiLevel Format (Knowledge-Step Compendia). A multitude of Forum-Compendors, who need not be a senior faculty member (as is the case in traditional literature-reviews), but can be pre-docs, post-docs, and senior medical/surgical residents, will be aided by their mentors and online experts to create these Knowledge-Step Compendia. All participants (students and faculty) will be motivated by their own self-interest and thus each gains from the activity, it being a means to self-organize groups of like-minded scholars that can be the basis for reviews of new data, discovering new ideas, and finding jobs. The Software for Knowledge-Step Forums will also be useful to speed publication on the Web because it will easily support Publication of Preprints with automatic collection of online "peer-review" comments.

SummaryIn this paper two major tasks of health telematics are identified: telemedicine to support the physicians and collaborative health information systems additionally incorporating the patient. In the field of telemedicine, exemplary scenarios of teleconsultation/teletherapy but also the creation of joint electronic patient records by several healthcare providers are described in detail and analysed. Those are teleradiology, telepathology, and telesurgery. On the other side, collaborative health information systems provide several means to actively incorporate the empowered patient in the care process. We illustrate the approach of sharing a patient's electronic medical record with the patient and distinguish it from alternative approaches, such as email communications between patients and doctors or patient empowerment through web-based information services. For all such applications, recent trends in research and implementation are analysed and the technological as well as legal requirements are discussed.

Objective As appointments become more rushed, it is crucial that primary care clinicians consider new and effective ways to provide preventive health education to patients. Currently, patient education is often handouts printed from the electronic medical record system; however, these pieces of paper often do not have the desired impact. Well-established advertising methods reveal that repeated exposure is key in recall and swaying consumer decisions. The Creating Health Education for Constructive Knowledge in Underserved Populations (CHECK UP) Program is a medical student-led program that aims to improve patient recall of health information, health promoting behaviors and health outcomes by applying modified advertising concepts to the delivery of health education. Methods Patients were given large magnets containing health education information. These patients were interviewed 3–4 months afterwards to assess use and effectiveness of magnets as a means to provide health education. Results In total, 25 of the 28 patients given CHECK UP magnets agreed to participate. The majority of participants (23/25) kept the magnets and reported that they, as well as others in their households, see the magnets daily. All 23 participants recalled at least 1 health tip from 1 of the magnets. Conclusions The use of non-traditional materials for patient education allowed for repeated exposure and recall of health information. Consideration for modified use of evidence-based advertising and marketing strategies for the delivery of patient education may be an easy and effective way to provide information to patients outside of the clinical setting and promote health behavioral changes.
