In the last two decades, intelligent computer systems based on fuzzy set theory, fuzzy logic and soft computing are widely used in various fields of science and technology to solve problems of control, identification, modeling of complex physical and economic phenomena, classification, pattern recognition, etc. Modern research in the field of creation and development of fuzzy systems (FS) of control and decision-making is conducted mainly in the direction of development of highly effective methods and information technologies of their synthesis and structural-parametric optimization. This paper is devoted to the development and research of information technology for the synthesis and optimization of highly efficient rule bases (RB) with the optimal set of consequences and optimal number of rules for Mamdani-type FSs in terms of incomplete source information. The developed information technology allows to conduct iterative search of the optimal vector of RB consequences based on a sequential search of the consequences of each rule, as well as to identify and exclude rules from RB, that do not affect the system operation, to reduce the total number of rules to optimal. To study the effectiveness of the proposed information technology in this work, the synthesis and optimization of the fuzzy automatic control system (ACS) for the multi-purpose mobile robot (MR), which is able to move on inclined and vertical ferromagnetic surfaces, is carried out. The obtained results of computer simulation showed that the fuzzy ACS of MR with optimized RB based on the developed information technology has higher quality indicators of control compared to the ACS with a similar RB developed on the basis of experts knowledge. Also, the optimized RB by means of the proposed information technology has fewer rules than the full RB, which is synthesized on the basis of experts knowledge, which, in turn, significantly simplifies the further software and hardware implementation of the developed fuzzy ACS of MR. In addition, in the process of synthesis and optimization of the RB for the fuzzy ACS of MR, presented information technology did not require significant computational costs, which generally confirms its high efficiency and feasibility of application to design rule bases of control and decision making FSs of different types.

This paper proposes the universal information technology for designing the rule bases (RB) with the formation of optimal consequents for fuzzy systems (FS) of different types on the basis of ant colony optimization (ACO) techniques. The developed ACO-based information technology allows effectively synthesizing rule bases of various dimensions both for the MISO and MIMO fuzzy systems taking into account the particular features of the RB consequents formation in the conditions of insufficient initial information. In order to study and validate the efficiency of the presented information technology the design of the RB for the adaptive fuzzy control system of the ship steering device is carried out in this work. The computer simulations results show that adaptive control system with developed RB provides achievement of high enough quality indicators of rudder angle control. Thus, application of the proposed ACO-based information technology allows designing effective RB with optimal consequents by means of minor computational costs that, in turn, confirms its high efficiency.

Recent developments in information technologies, providing new ways to disseminate and use information, may help alleviate congestion, reduce user cost and time, and enhance safety. This influence of technology use, however, is mediated by telecommunication and information technology ownership and use. A multivariate probit model specification is used to determine how these parameters influence traveler decision making when one is confronted with information about traffic problems before making a trip to work or school, en route to or from work or school, and before making a trip from work or school. Addressed is the key relationship between telecommunication and information technology ownership and use with travel decisions when information about traffic problems is available. Data from the Puget Sound region for 1997 are used in the analysis. The results suggest technology ownership and use influence travel decision making in different ways for each stage of travel—before leaving home, en route, and returning home.

This article addresses an area which holds considerable promise for enhancing the effective utilization of advanced information technologies: the feasibility of using system-directed multi-modal user support for facilitating users of advanced information technologies. An application for automating the information technology facilitation process is used to compare group decision-making effectiveness of human-facilitated groups with groups using virtual facilitation in an experiment employing auditors, accountants, and IT security professionals as participants. The results of the experiment are presented and possible avenues for future research studies are suggested.

Introduction: the authors discuss the topic of digitalization as potentially one of the most effective ways to fight against corruption in modern Russia. Various forms of information technology application are analyzed, including “egovernment”, “e-Parliament”, and “e-justice”. Pointing to the certainly positive side of this phenomenon, such as the impossibility of the use of private agreements in the decision-making process in favor of one side or another, etc., the authors note the shortcomings of the procedure of digitalization, such as, for example, the ability of a human judge to “let all the circumstances of the incident go through himself”, to very humanely evaluate the motives of the crime, the attitude of the perpetrator towards the offense, the possibility of socializing the specified person; and on this basis to determine a fair and reasonable form and amount of punishment. The purpose of the research: to reveal the importance of introducing modern information technologies in the work of all branches of government as one of the areas of anticorruption. Objectives: to reveal the content of the term “e-justice”, to consider the main trends in the research on the issues related to the proliferation of digital technologies in the administration of justice and to assess the adequacy of their magnitude to modern realities; to emphasize the question of practical implementation of information technology as an effective mechanism of the fight against corruption. Methods: system, structural and functional, analysis, synthesis, expert assessment. Results: the authors describe one of the trends of the modern interdisciplinary research, which is not sufficiently covered in the scientific literature, and is manifested in an attempt to see the novelty in the relations through the use of the latest technical means; the activities carried out in electronic form and/or through the use of digital technologies, dedicated to the digitalization of the judicial system, aimed at improving the quality of the work of the courts, ensuring maximum transparency of their decision-making and reducing corruption in the justice system. Conclusions: the digitalization of cases will reduce all document flow and ensure the safety of all available criminal cases and materials, allowing us to improve the quality of preliminary investigation or preparation for trials, reduce the risks of possible falsification of evidence, and the introduction of “electronic justice” will reduce the manifestation of any forms of corruption in the justice sector.

Access to and retain information has become easier with the emergence of information technology. All of the processes of analyzing the data of the enterprises by using information technologies and making them more meaningful and useful are called business intelligence. It will be very useful for enterprises to benefit from business intelligence solutions in marketing, campaigning and decision-making processes. In this study, business intelligence concept and the required infrastructure for benefiting from business intelligence applications were examined. According to the investigation, a sample application for retail sector was developed as well as how the businesses will benefit from business intelligence applications and its contributions to the applied sectors were emphasized.

AbstractDecision-making environment often encounters complexity along its processes, especially in the context of multidisciplinary scientific research. This can commonly be seen in engineering, computing, finance, astrology and other different areas. It is of great restriction in dealing with the practical problems which have diverse demands and properties. There is a growing body of literature that recognizes the importance of dealing with the complexity in decision making environment. The reliability and the transparency are the dominant feature of the integration of fuzzy network and Z-numbers. However, much of the research up to now has been descriptive in nature of the features. Hence, this proposed method is unique and novel because it offers some interesting insight of dealing with reliability and transparency of information in Z-hesitant fuzzy network decision-making environment. The fuzzy networks have the functionality under rule bases of fuzzy systems where it is recognized by its transparency and precision. The proposed method makes use of fuzzy network with the incorporation of hesitant fuzzy sets to assimilate decision information towards alternatives. For the validation and applicability purposes of the proposed method, the case study of stock evaluation assessed by a number of decision makers has been utilized as a real-world problem. The performance of the proposed method is evaluated respectively by applying the Spearman’s rho correlation. The result shows that the proposed method performs as the established method with the consideration of additional dominant features.

The article provides an analytical review of new information technologies that are most relevant and important for systems analysis and modeling in their historical development. The relevance of the topic is determined by the need to systematize knowledge in the field of information technologies and their application for effective management of socio-economic processes. Traditionally established and new information technologies used in the socio-economic space are considered at the substantive level: technologies of databases (DB) and database management systems (DBMS), automated systems (AS) and automated workstations (AWS), data warehouses and data mining; technologies of teamwork in the office, telecommunication technologies for accessing information remote from the user, technologies for using integrated application packages (PPP), neuro-mathematical and neuro-information technologies and networks, engineering, hypertext, etc. The purpose is considered and the main functions and capabilities of each technology are formulated. They also analyzed their impact on the processes of socio-economic development. The examples of effective use of information technologies in various socio-economic spheres: financial, management, services of trade enterprises, commercial and government organizations are given. The interaction of new information technologies with artificial intelligence methods in the context of globalization is shown, as a result of which they become the main factor that changes the traditional decision-making criteria and the possibilities of world business (pricing, costs, location, etc.). In conclusion, the trends in the development of information technology of activity are listed. The main trend is the formation of a market for new information technologies, consisting of the main segments: private consumption (entertainment, personal services, etc.); business support (production, sales, marketing, etc.); intellectual professional work (automatic formalization of professional knowledge, etc.). Thus, the analysis showed that information technology is becoming a major factor in globalization, changing the traditional decision-making criteria and opportunities for global business.
