The article provides an analytical review of new information technologies that are most relevant and important for systems analysis and modeling in their historical development. The relevance of the topic is determined by the need to systematize knowledge in the field of information technologies and their application for effective management of socio-economic processes. Traditionally established and new information technologies used in the socio-economic space are considered at the substantive level: technologies of databases (DB) and database management systems (DBMS), automated systems (AS) and automated workstations (AWS), data warehouses and data mining; technologies of teamwork in the office, telecommunication technologies for accessing information remote from the user, technologies for using integrated application packages (PPP), neuro-mathematical and neuro-information technologies and networks, engineering, hypertext, etc. The purpose is considered and the main functions and capabilities of each technology are formulated. They also analyzed their impact on the processes of socio-economic development. The examples of effective use of information technologies in various socio-economic spheres: financial, management, services of trade enterprises, commercial and government organizations are given. The interaction of new information technologies with artificial intelligence methods in the context of globalization is shown, as a result of which they become the main factor that changes the traditional decision-making criteria and the possibilities of world business (pricing, costs, location, etc.). In conclusion, the trends in the development of information technology of activity are listed. The main trend is the formation of a market for new information technologies, consisting of the main segments: private consumption (entertainment, personal services, etc.); business support (production, sales, marketing, etc.); intellectual professional work (automatic formalization of professional knowledge, etc.). Thus, the analysis showed that information technology is becoming a major factor in globalization, changing the traditional decision-making criteria and opportunities for global business.

The article highlights the impact of information technology on the economic security of regions and threats to economic security of the region that arise from the use of information technology. The system of economic security of the region in the context of development and application of information technologies is considered, which should include the following elements: diagnostics and identification of the existing state of economic security of the region; identification of threats to the economic security of the region from the use of information technology by business entities and from trends and problems in the development of the IT sector in the region; assessment of identified threats; development of effective mechanisms for their prevention; ensuring the increase of the level of economic security of the region with observance of the balance of national, regional and local interests; monitoring the level of economic security of the region. The main tasks of monitoring the economic security of the region in the context of development for the use of information technology are analyzed: monitoring the state of development of the IT sphere of the region and the level of ICT use in the activities of enterprises; timely detection of changes occurring in the IT sphere of the region and in the activities of economic entities of the region in the process of using information technology, and the reasons that caused them; prevention of negative trends leading to the formation and development of tensions in the IT sphere and socio-economic space of the region to prevent threats to its economic security; implementation of short-term forecasting of trends in the most important processes in the IT sphere of the region and in the functioning of economic entities from other sectors of the economy, due to the widespread use of IT in commercial, management and production activities; assessment of the effectiveness of methods, organizational structures and processes of managing the economic security of the region in terms of information development of society and the deep penetration of IT in various areas of management and economic activity at the regional level. The principles of monitoring the economic security of the region in the context of development and application of information technologies are revealed. The requirements to be met by the mechanism of economic security of the region, related to the intensification of informatization processes and the development of the IT sphere, are described. The functions that should be performed by the mechanism of economic security of the region (MESR) related to the intensification of informatization processes and the development of the IT sphere are substantiated. The main groups of computer crimes with the use of information computer technologies are identified, which have an extremely sharp impact on the economic condition of both a particular enterprise and the region as a whole.

Recent developments in information technologies, providing new ways to disseminate and use information, may help alleviate congestion, reduce user cost and time, and enhance safety. This influence of technology use, however, is mediated by telecommunication and information technology ownership and use. A multivariate probit model specification is used to determine how these parameters influence traveler decision making when one is confronted with information about traffic problems before making a trip to work or school, en route to or from work or school, and before making a trip from work or school. Addressed is the key relationship between telecommunication and information technology ownership and use with travel decisions when information about traffic problems is available. Data from the Puget Sound region for 1997 are used in the analysis. The results suggest technology ownership and use influence travel decision making in different ways for each stage of travel—before leaving home, en route, and returning home.

In this chapter, we consider the relationships between social identity and e-democracy in organizations that exist in the constantly changing global business and technological environment. We also consider the inevitability of organizational e-democracy in organizations undertaking information technology (IT) changes, the technology at the base of e-democracy. Through an examination of employees’ experiences of change, we investigate their perceptions of changes in effective communication during major organizational change implementation in a hospital context. While the changes were far reaching, we mainly focus on the introduction of information and communication technology (ICT). We use an empirical examination of an Australian public hospital’s IT change experience as the backdrop to assess the accuracy of the statement that there is an improvement in the autonomy within organizations as a result of IT changes. We discuss our findings in light of the implications that arise for HR practitioners.

This chapter explains how austerity has led to an increasingly fragmented and disparate economy and geography of welfare. These changes have affected people's ability to access services, leaving some of them isolated and excluded from activities that they previously enjoyed. The chapter then questions the use of new information technology (IT) systems and the related expansion of cybernetic relations to register, administer, manage, and target some of the most vulnerable members of society. It argues that these virtual systems emerge as a way of dealing with cases that need physical and in-depth contact in the context of austerity budgets rather than a tested way of pooling information to save lives. This argument suggests that they can also be a way to exclude service users from decision-making about their entitlement and ultimately their lives, reconfiguring the power relations between the public and the state.

In many companies the process of new Information Technology (IT) identification and assessment lacks the rigor associated with experimentation. The realities of maintaining daily operations and the expense and expertise involved distract firms from conducting experiments. The authors explore cases of how companies introduce a new IT for the business use of digital social media. Because social media technologies are new, interest in its use is broad and diffused leading organizations to be unsure about how best to implement social media, prompting organizations to follow a mindful process of experimenting with these technologies. The cases illustrate that the extent of mindfulness influences how new technology implementations are introduced, supporting wider boundaries in assessments, richer interpretations of the IT's usefulness, multi-level foci concerning benefits and costs, persistence to continue exploration, and a greater use of fact-based decision-making. The authors observe that following a mindful introduction process reaps some of the benefits of experimentation, such as greater stakeholder satisfaction and organization-wide learning and understanding of the technology's potential.

As far as the current state of the information and communication technologies usage is concerned, the information systems of the companies cover the major part of the transaction processes and the large amount of the processes at the level of the tactical decision-making.Intensive implementation of the information technologies in many areas of the human activities cause gathering of the large amount of the data. The volume of the internal and external databases grows rapidly and the problem is to take advantage of the data they contain. But the problem is not only the growing volume of the databases but also the different and database structures. To get the new information from the large and incompatible database sources is possible but very inefficient. A manager often needs the information very fast to achieve competitive advantage and to solve problems at the level of strategic decision-making. Another problem is the fact that the databases often contain information that is hidden there and there is no way known how to get this information out of the database. In this case, the user needs at least suitable tools in order to perform experiments and to explore and identify patterns and relationships in the data.The transformation process of the data to information and to knowledge that is used in the process of decision-making is called Business Intelligence. Modern database tools offer wide support for building the data warehouse, OLAP analysis and data mining.Our contribution focuses on the application of one of the data mining techniques such as neural networks and artificial intelligence. The application of those methods will be based on the assessment of the food quality and composing of the corresponding trend indicator.

The development of our country’s financial industry can not do without new information technology. In this information age, all industries require the application of information technology. The arrival of the information age not only affects human life, but also promotes the effective development of economy and brings a lot of help to the development of financial economy. The imperfect construction of financial information management leads to a series of problems, which limits the progress of the construction of financial informatization. In the current economic context, decision making requires complex and multiple actions on the part of the policy makers, who are more challenged than in previous situations, due to the crisis that we are facing. Decision problems cannot be solved by focusing on manager’s own experience or intuition, but require constant adaptation of the methods used effectively in the past to new challenges. Thus, a systemic analysis and modeling of arising issues is required, resulting in the stringent use of Decision Support Systems (DSS), as a necessity in a competitive environment. DSS optimize the situation by getting a timely decision because the decision making process must acquire, process and interpret an even larger amount of data in the shortest possible time. A solution for this purpose is the artificial intelligence systems, in this case Decision Support Systems (DSS), used in a wider area due to expansion of all the new information technologies in decisionmaking processes. These substantial cyber innovations have led to a radical shift in the relationship between enterprise success and quality of decisions made by managers.
