The neoclassical economic growth model and its extensions in the fields of environmental economics and endogenous growth theory typically represent welfare as a single argument function of consumption when the models are analytically solved. This simplified welfare specification is narrower than those described in the quality-of-life literature and emphasized by proponents of sustainable development. The purpose of this paper is to analytically solve for the properties of a growth model based on a broader quality-of-life measure. The welfare measure includes two arguments, consumption and the stock of nature capital. This formulation enables an analysis of the consequences of the dynamic tension between conventionally defined economic growth and nature capital preservation. We find that a static model without technical progress yields diverse steady states, stability properties, and comparative statics, while a model with exogenous technical progress exhibits unusual comparative dynamics and balanced growth paths. These unusual outcomes have a number of policy-relevant implications for sustainable development.

The aim of this article is to introduce selected issues raised by Prof. Stefan Kozlowski, for the benefit of environmental protection. During fifty years of his professional activity, many important, memorable issues have appeared. The article points at Kozlowski’s attempt to outline problems concerning nature conservation, which, in spite of beautiful tradition, was perverted by the political system of that time. This leads to many cases of abuse in natural resources management and excessive exploitation of those resources. Another important question is Kozlowski’s striving to establish area forms of nature conservation. Realizing these aims, he brings to formulate a full legal system of all-natural components protection. The last subject, that is mentioned in the article, is Kozlowski’s contribution to the implementation of sustainable development rules. Such development should be a superior rule in environmental policy leading by state. Kozlowski often advances courageous thesis, that was constructed in the taste of constructive criticism. Proposed solutions often have system features.

The transition of the economic growth model towards a green and sustainableone is a process that requires a reasonable and efficient combination of growth factors. The Vietnam’s economic growth in the period of 2001-2013 created an impression of the economic growth in the economic transition period. The economic growth in the last decade has been mainly in breadth and relied on investment capital and labor expansions. The growth has also relied on natural resources which exacerbated the environmental pollution. This requires Vietnam to change the economic growth model towards a green and sustainable ones. Green growth and green economic development are towards a low-carbon economy, enriching natural resources, reducing emission and increasing greenhouse gases absorption which are an inevitable tendency in the socio-economic development. The green economy enhances the living quality, social equality and significantly reduces the environmental risks and ecological scarcity. This is a new economic model which has a low emission level, uses natural resources efficiently and towards a social equality.

The question of energy and enviorment is a hot question in the world, it is a hot and difficult problem in China also.To issue the sustainable growth of economy is the problem that all countries in the world care about including our country. So, this text sets up endogenous economic growth model by restricted energy and enviorament and discusses the condion of the economy sustainable development, and obtains the balanced economic growth path and some policy meanings.
