- This article analyses the European Commission's efforts to encourage the development of efficient rail sector. The potential of railways for expanding their share of both passenger and freight transport was seriously limited by rail systems fragmented into national market shaped by national transport policies. The Commission stressed the importance of the necessary transformation of railway market that requires the following priorities: liberalization, free access market and competition, interoperability including both high speed and conventional rail networks. In this paper, a computational scheme in conjunction with the moving element method has been proposed to investigate the dynamic response of a high-speed rail system in which the discrete sleepers on the subgrade support the railway track. The track foundation is modeled as a beam supported by uniformly spaced discrete spring-damper units. The high-speed train is modeled as a moving sprung-mass system that travels over the track. The effect of the stiffness of the discrete supports, train speed, and railhead roughness on the dynamic behavior of the train–track system has been investigated. As a comparison, the response of a continuously supported high-speed rail system that uses a foundation stiffness equivalent to that of a discretely supported track has been obtained. The difference in results between the “equivalent” continuously supported and the discretely supported high-speed rails has been compared and discussed. In general, the study found that a high-speed train that travels over a discretely supported track produces more severe vibrations than that travels over a continuously supported track of equivalent foundation stiffness.

Very few contributions in the literature have dealt with the issue of social exclusion related to High Speed Rail systems. The objective of this manuscript is to understand what are the factors excluding users from choosing High Speed Rail services considering as case study Spain. For this purpose, a Revealed Preference survey was employed in November and December 2015. A questionnaire was submitted to users of the Spanish transport systems travelling for long distance-journeys. The aim was that of investigating their perception of High Speed Rail system and the factors inhibiting passengers or excluding them from its use. Data about their socioeconomic characteristics were collected as well. The main result of the survey has been that a relationship between social exclusion and High Speed Rail in Spain is present, especially in terms of geographical exclusion.DOI: http://dx.doi.org/10.4995/CIT2016.2016.3100

This paper discusses how the CEE-10 countries complied with the EU conditionality in the field of regional policy, examining whether the territorial reforms implemented were carried out leading to the enrooting of sub-national regional governance structures. Following the discussion of the EU requirements in the field of regional policy, I turn to a case by case analysis of how the meso-level government tiers were set up in the CEE-10 countries. The analysis leads to the finding that the limited interest in the CEE-10 countries to develop extensive regional governance structures by creating new autonomous sub-national governance structures coupled with the frequent contradictory and often unofficial requirements by the European Commission during negotiations, has led to a weak institutionalization of meso-level governments when compared to the institutional and policy structures within the EU-15.

The development of new technologies has significantly influenced railways modernization and has caused the appearance of high-speed rail which represent a safe, comfortable and ecologically sustainable way of transportation. The high-speed rail present a big step in a relation to conventional railways, where the biggest difference is speed which even entails a change of other organizational and operational parameters, better utilization of trains, higher performance of manpower and better service to users.  That is visible in many cities around the world where high-speed trains are used by billions of users. In the EU there is no unique high-speed railway network, besides that in many EU member countries various operational models are applied. The future of the high-speed railways market depends on political, economical and technical factors and challenges as high infrastructure costs, various rates of return on investment and the negative effects of economic crises. The main objective of the paper is to analyze infrastucture costs of high-speed rail in Europe and benefits such us  time savings, higher reliability, comfort, safety, reducing pollution and the release of capacity in the conventional rail network, roads and airport infrastructure.
