Queen of the Bands: Carnival and “Monarchy” in the (416) is a solo multimedia gallery installation which explores the complexity of Queenliness through the audio and photographic documentation of four women who perform as the head female masqueraders within the complex political framework of Toronto Caribbean Carnival's 2017 King and Queen competition. The Canadian national narrative reserves Queenliness for historically dominant European figures such as the Queen of England, so what does it mean to be a woman of colour performing as a queen in a Canadian carnival celebration? The complexity of this history and the prominence of African masking traditions in carnival Mas’ making, among other cultural influences in the Caribbean, contribute to the notion of Queenliness within the framework of carnival. <div>The purpose of my photographic investigation is both to capture a tangible element of carnival’s relationship to Emancipation Day history in Toronto and, among other things, to examine the women’s representation and power in Afro-Caribbean communal celebrations. My additional objectives were the following: First, to evaluate how the historical framework of Emancipation Day in Ontario has shaped the current production of these celebrations in Toronto. Second, to contextualize the head female masquerader’s position within the historical framework of emancipation and carnival. Third, to determine the role carnival celebrations play in defining a racialized woman’s identity in Canadian society. Fourth, to investigate how employing documentary photography practices can shape the understanding of Emancipation Day and contextualize African Canadian history. Lastly, to investigate the effect British monarchal representation in Canada has on Queenliness when performed by women of colour.</div>

Abstract Neo-conservative laments about the state of Canadian history abound. Yet the old history with its preoccupation with white male elites and its common failure to interrogate power relations and address the reality of oppression within Canadian society has rarely been equipped either to characterize the reality of the past or to address the many pressing questions of the day. The treatment of the experience of women and gender, the whole question of "race", and the place of class in Canadian society in our founding journals provides bountiful evidence of a restricted vision. It is at the very least presumptuous, and inevitably short-sighted, to believe that our profession can offer advice on Canada's on-going "national question" without first of all addressing the meaning of the oppressive relations which have produced, for example, with much else that we have ignored, our ugly inheritance of child abuse, and violence in general. When historians expand their vision, through an acknowledgement of privilege and the creation of a pluralistic community of scholars, we will be a good deal closer to coming to terms with Canadian life. This is the first step towards constructing ways of living together, whatever their exact constitutional form, that no longer require some voices to be disadvantaged while others are allowed to monopolize decision-making about what constitutes truth, citizenship and identity.

Many racialized immigrants, particularly Caribbean immigrants, leave their countries in hope of attaining a better life in Canada. In addition, skilled immigrants are lured to Canada by an aggressive immigration policy which promotes the notion that there is potential for immigrants to improve their lives and succeed as well rounded citizens who contribute to the Canadian society (Teelucksingh and Galabuzi, 2005). However, when many racialized immigrants try to enter the Canadian labour market, they face various challenges which sometimes continue after finding employment. This study will address the concerns relating to the barriers that Canadian labour market policies can present in the labour market, and the ways in which some Caribbean immigrants understand the policies, and experience its impact through systemic barriers. With the use of interviews by key informants from the Caribbean community, this paper seeks to explore the ways in which some racialized immigrants are acutely affected by Canada’s labour market policies.

In this article, I illustrate how the national narrative in Canada's Museum of History has evolved over 50 years. Located in the national capital of Ottawa, the new Canada's History Hall presents a concise overview of a nation, stretching from time immemorial to the present. It was opened on 1 July 2017 as a signature exhibition in celebration of Canada's sesquicentennial. It also represents a fourth manifestation of a national museum narrative for Canada. From humble beginnings in 1967 (when Canada celebrated its centennial), the narrative has changed substantially in response to national policies and societal values. Adopting a critical discourse analysis methodology, and drawing from archival evidence, I analyse how this national narrative has evolved. Canada's History Hall presents Canadian students with a concise national template for remembering Canada's past. Over the past 50 years, this narrative has changed, as curators have employed artefacts and museum environments to construct patriotic pride in their nation. Until 2017, this narrative was blatantly exclusionary of Indigenous voices. More recently, the Truth and Reconciliation Commission of Canada has called for reconciliation in education, including public forums for education. The Canadian Museum of History has responded to this call by weaving Indigenous voices into the national narrative of the new Canadian History Hall. In so doing, I argue, the museum has successfully entwined patriotism with reconciliation against past wrongs.

The level of out-migration from the Caribbean is very high, with migration of tertiary-level educated populations from Caribbean countries being the highest in the world. Many clinicians in receiving countries have had limited diagnostic and therapeutic experience with Caribbean migrants, resulting in diagnostic and therapeutic controversies. There is an urgent need for better understanding of these cultural differences. The paper explores issues of clinical and cultural competence relevant to assessing, diagnosing, and treating Caribbean migrants with a focus on three areas: cultural influences on illness phenomenology; the role of language differences in clinical misunderstandings; and the complexities of culture and migration. Clinical issues are illustrated with case studies culled from four decades of clinical experience of the first author, an African Jamaican psychiatrist who has worked in the Caribbean, North America, Europe, and New Zealand.

This article approaches the question of inclusivity in contemporary Canadian society through the lens of official language policy. Although Canada has well-developed bilingual policies for English and French at the federal and provincial levels, the only jurisdictions which (at the time of writing) afford official language status to Aboriginal languages in addition to English and French are the Northwest Territories (nine First Nations and Inuit languages) and Nunavut (the Inuit language/s). The article situates the development of these territorial language policies within the contexts of Canadian history, the emergence of language policy more generally in Western societies, and the human rights revolution, and offers a tentative evaluation of them in terms of inclusivity, noting the paradox that inclusive recognition of the territories’ indigenous languages has not been extended to the immigrant languages, whose speakers partly outnumber the smaller Aboriginal-language communities, as well as the daunting problems faced in turning official recognition into practical implementation.

Several recent historical works have challenged interpretations of the civil rights movement in the United States as a strictly domestic story by considering its connections to anti-racist struggles around the world. Adding a Canadian dimension to this approach, this article considers linkages between African Canadian anti-discrimination activism in the 1950s and early 1960s and African American civil rights organizing. It argues that Canadian anti-discrimination activists were interested in and influenced by the American movement. They followed American civil rights campaigns, adapted relevant ideas, and leveraged the prominent American example when pressing for change in their own country. African Canadian activists and organizations also impacted the American movement through financial and moral support. This article contributes to the study of African Canadian history, Canadian human rights history, and the American civil rights movement by emphasizing the local origins of anti-discrimination activism in Canada, while also arguing that such efforts are best understood when contextualized within a broader period of intensive global anti-racist activism that transcended national borders.
