This paper will challenge the traditional approach to providing bus transit, particularly on busy high-frequency arterial routes. It posits that conventional bus services are unable to meet contemporary urban sustainability and mobility challenges. Emerging approaches, such as the various forms of bus rapid transit, hold promise as ways to improve the perception of the bus and its usefulness to current transit riders and potential riders. This study uses a survey of best practice in bus transit improvements, as well as key informant interviews with professional service planners in the transit industry. Key findings are directed at the need for new and interdisciplinary ways of working, interdepartmental coordination, a high degree of active public engagement, and physical changes to bus transit systems. The findings informed a series of recommendations to help address the image and performance of bus transit in Toronto.

Active water loss management has become one of the primary interests of the water utilities in the world. Due to efforts of the IWA Task Force in the last decade, traditional approach of water loss expression in percentage of system input values has been proven to be misleading in may cases, and new way of performance measuring and benchmarking is proposed. This paper presents the basic principles of this methodology and results of the first step in attempt to approach Serbian water utilities performance according to new standards. Pirot water supply system is used as a case study to estimate pressure reducing impact on technical performance indictor values before introducing active leakage control.

This paper presents an electrical infrastructure planning method for transit systems that operate with partially grid-connected vehicles incorporating on-board batteries. First, the state-of-the-art of electric transit systems that combine grid-connected and battery-based operation is briefly described. Second, the benefits of combining a grid connection and battery supply in Bus Rapid Transit (BRT) systems are introduced. Finally, the planning method is explained and tested in a BRT route in Medellin, Colombia, using computational simulations in combination with real operational data from electric buses that are currently operating in this transit line. Unlike other methods and approaches for Battery Electric Bus (BEB) infrastructure planning, the proposed technique is system-focused, rather than solely limited to the vehicles. The objective of the technique, from the vehicle’s side, is to assist the planner in the correct sizing of batteries and power train capacity, whereas from the system side the goal is to locate and size the route sections to be electrified. These decision variables are calculated with the objective of minimizing the installed battery and achieve minimum Medium Voltage (MV) network requirements, while meeting all technical and reliability conditions. The method proved to be useful to find a minimum feasible cost solution for partially electrifying a BRT line with In-motion Charging (IMC) technology.

AbstractThe Oncology Care Model (OCM) is a US Centers for Medicare & Medicaid Services (CMS) specialty model implemented in 2016, to provide higher quality, more highly coordinated oncology care at the same or lower costs. Under the OCM, oncology clinics enter into payment arrangements that include financial and performance accountability for patients receiving chemotherapy treatment. In addition, OCM clinics commit to providing enhanced services to Medicare beneficiaries, including care coordination, navigation, and following national treatment guidelines. Nutrition is a component of best-practice cancer care, yet it may not be addressed by OCM providers even though up to 80% of patients with cancer develop malnutrition and poor nutrition has a profound impact on cancer treatment and survivorship. Only about half of US ambulatory oncology settings screen for malnutrition, registered dietitian nutritionists (RDNs) are not routinely employed by oncology clinics, and the medical nutrition therapy they provide is often not reimbursed. Thus, adequate nutrition care in US oncology clinics remains a gap area. Some oncology clinics are addressing this gap through implementation of nutrition-focused quality improvement programs (QIPs) but many are not. What is needed is a change of perspective. This paper outlines how and why quality nutrition care is integral to the OCM and can benefit patient health and provider outcomes.

AbstractThis paper presents a stylized model of interaction among boundedly rational heterogeneous agents in a multi-asset financial market to examine how agents’ impatience, extrapolation, and switching behaviors can affect cross-section market stability. Besides extrapolation and performance based switching between fundamental and extrapolative trading documented in single asset market, we show that a high degree of ‘impatience’ of agents who are ready to switch to more profitable trading strategy in the short run provides a further cross-section destabilizing mechanism. Though the ‘fundamental’ steady-state values, which reflect the standard present-value of the dividends, represent an unbiased equilibrium market outcome in the long run (to a certain extent), the price deviation from the fundamental price in one asset can spill-over to other assets, resulting in cross-section instability. Based on a (Neimark–Sacker) bifurcation analysis, we provide explicit conditions on how agents’ impatience, extrapolation, and switching can destabilize the market and result in a variety of short and long-run patterns for the cross-section asset price dynamics.

Six Spanish legumes, Cytisus balansae, C. multiflorus, C. scoparius, C. striatus, Genista hystrix and Retama sphaerocarpa, were able to form effective nodules when grown in six south-western Australian soils. Soils and nodules were collected from beneath natural stands of six native Australian legumes, Jacksonia floribunda, Gompholobium tomentosum, Bossiaea aquifolium, Daviesia horrida, Gastrolobium spinosum and Templetonia retusa. Four combinations of soils and bacterial treatments were used as the soil treatments: sterile soil (S), sterile inoculated soils (SI), non-treated soil (N) and non-treated inoculated soils (NI). Seedlings of the Australian species were inoculated with rhizobia cultured from nodules of the same species, while seedlings of the Spanish species were inoculated with cultures from each of the Australian species. All Australian rhizobia infected all the Spanish species, suggesting a high degree of 'promiscuity' among the bacteria and plant species. The results from comparing six Spanish and six Australian species according to their biomass and total nitrogen in the presence (NI) or absence (S) of rhizobia showed that all species benefitted from nodulation (1.02–12.94 times), with R.�sphaerocarpa and C. striatus benefiting more than the native species. Inoculation (SI and NI) was just as effective as, or more effective than the non-treated soil (i.e. non-sterile) in inducing nodules. Nodules formed on the Spanish legumes were just as efficient at fixing N2 as were those formed on the Australian legumes. Inoculation was less effective than non-treated soil at increasing biomass but just as effective as the soil at increasing nitrogen content. Promiscuity in the legume–bacteria symbiosis should increase the ability of legumes to spread into new habitats throughout the world.

Background: There remains significant opportunities to reduce door-to-needle (DTN) times for stroke despite regional and national efforts. In Chicago, Quality Enhancement for the Speedy Thrombolysis for Stroke (QUESTS) was a one year learning collaborative (LC) which aimed to reduce DTN times at 15 Chicago Primary Stroke Centers. Identification of barriers and sharing of best practices resulted in achieving DTN < 60 minutes within the first quarter of the 2013 initiative and has sustained progress to date. Aligned with Target: Stroke goals, QUESTS 2.0, funded for the 2016 calendar year, invited 9 additional metropolitan Chicago area hospitals to collaborate and further reduce DTN times to a goal < 45 minutes in 50% of eligible patients. Methods: All 24 hospitals participate in the Get With The Guidelines (GWTG) Stroke registry and benchmark group to track DTN performance improvement in 2016. Hospitals implement American Heart Association’s Target Stroke program and share best practices uniquely implemented at sites to reduce DTN times. The LC included a quality and performance improvement leader, a stroke content expert, site visits and quarterly meetings and learning sessions, and reporting of experiences and data. Results: In 2015, the year prior to QUESTS 2.0, the proportion of patients treated with tPA within 45 minutes of hospital arrival increased from 21.6% in Q1 to 31.4% in Q2. During the 2016 funded year, this proportion changed from 31.6% in Q1 to 48.3% in Q2. Conclusions: Using a learning collaborative model to implement strategies to reduce DTN times among 24 Chicago area hospitals continues to impact times. Regional collaboration, data sharing, and best practice sharing should be a model for rapid and sustainable system-wide quality improvement.
