Provincial Immigration Policies: The Case of Ontario’s Pilot PNP

This paper explores the involvement of provincial governments in the selection, recruitment and settlement of immigrants to Canada, focusing on Provincial Nominee Programs (PNPs). Taking as a case study the pilot PNP that the province of Ontario launched in 2007, it asks the question: what are these expanding and increasingly popular programs accomplishing for Canada's immigration project that the federal immigration program isn't? The study argues that PNPs have been able to overcome some of the shortcomings of federal policy of immigrant selection through matching immigrants with jobs, involving receiving communities and institutions in the integration process, bringing immigrants in a relatively short timeframe, and leading to more balanced geographic distribution of immigrants while attracting immigration to provinces and areas unpopular with the general immigrant stream.

This paper is focused on development strategies of peripheral areas. In particular, the issue of integration effects on (internal) border regions after the completion of the internal European market is addressed. After a review of recent EC policies, it is claimed that there is an urgent need for the design and evaluation of active development strategies for former internal border areas. A case study on two Dutch (peripheral) border provinces is described to see how the indigenous development potential of such areas can be exploited as a strategic vehicle for enhancing their international competitiveness. A multiple criteria analysis is used to identify the most plausible and desirable development scenarios for these regions.

Traditional theories deal with ethnic business mainly from the perspectives of structural opportunities and ethnic group characteristics. While they explain very well why some ethnic groups have higher rates of business formation and ownership than others, much less attention has been paid to the role of government policies in regulating the inflow of business immigrants and channelling ethnic entrepreneurs and related resources into different business sectors. Using Canada as a case study, this paper examines how changes in immigration policies have influenced business immigrant flows and ethnic business development (since most ethnic businesses are initiated and run by immigrants). This study found that the recent changes in Canada’s immigration programs have resulted in substantial decrease in the inflow of business immigrants, and may turn many resourceful business immigrants to the competing countries of the U.S., Australia and the UK, which all have more affordable and less restrictive investment requirements. The paper suggests that future studies of ethnic business should be expanded to include immigration policies as an explicit facilitating or restricting factor.

Although the implementation of the acquis is a crucial element of the EU integration process, it is recognised as its ‘weakest link’. The implementation deficit is especially apparent with the EU environmental acquis, both in the existing member states and the accession countries. Most recently, following the accession of Croatia, the EU faces prospective enlargement to other Western Balkans countries. The author argues that there are specific problems in implementing the environmental acquis in accession countries and that the case of Serbia, or other countries of the Western Balkans, is not particularly unique. The case study used to support this argument is the implementation of the waste acquis in Serbia as it represents a highly demanding and costly policy area for national authorities and the country faces extensive legal, institutional, economic and financial challenges in implementing the environmental acquis.

This article underlines the specificities of public–private mergers by presenting the interactions between the institutional logics at stake and the cultural dynamics during the integration process of a public–private merger. The article presents a longitudinal case study of a public–private merger of two listed French companies over two years. Our study completes and enriches Schultz’s model by showing its dynamic nature and highlighting the crucial role of the state as a trigger for the interactions between institutional logics and cultural dynamics. Points for practitioners By highlighting the interactions between cultural dynamics and institutional logics, we trace how cultural dynamics influence the decision-making process and how institutional logics influence integration by becoming dominant. We demonstrate how the state influences the interactions between these forces during the integration process.

With discourse on immigration policies being brought to the forefront in U.S. education, educational leaders need to be more conscious than ever of changing demographics, diversity, and the multilingual and multicultural value of their students and community. This case study focuses on how educational leaders engage with Latino/a parents and how caregivers in Southwest borderland rural communities can assist in the academic success of their Latino/a students from a culturally responsive approach. The principal and the PEA (Parent Education Association) encourages administrators to engage in conversations regarding immigration policies and parental involvement in hopes of better understanding cultural disparities in parental involvement.

PurposeThe study presents the findings from a study over a four-year period of the emergence of an integrated healthcare organisation in response to policy changes within the United Kingdom (UK). The aim of the research was to understand the process of healthcare organisation integration through the lens of actor–network theory (ANT).Design/methodology/approachAn instrumental case study approach to data collection was selected. Three methods of data collection were used to trace the healthcare organisation integration process: in depth semistructured interviews using a virtual patient journey across services with 36 purposefully selected informants, document analysis and field observations and notes.FindingsThe findings of this study suggest that neither the context nor the actors were the sole determinants of the outcome of the integration. Rather it was the dynamic interplay between the actors, their context, the shared agency and the resources available to them as the change emerged shaped the end result.Research implicationsThe findings denote that organisations need to attend to frontline workers as key contributors to change and development that is meaningful for service users. Methodologically, combining the ANT and constructive case study to understand the integration process provided us with new perspective to understand the trajectory of change process.Originality/valueThis original case study fills a gap in information about the role of healthcare professionals in healthcare policy process and the interactive relationship between all stakeholders of policy process including nonhuman actors.
