The purpose was to explore the gap between China and the international world in efficiency measurement of hospitals with Data Envelopment Analysis, and to improve the standardization of healthcare efficiency measurement in China. A systematic review was conducted using appropriate search strategies. Studies were included containing DEA approaches regarding general hospital efficiency, published in international literature and in both Chinese and English about Chinese hospitals from January 2004 to October 2014. The results showed that statistical significances were found in indicators such as number of DMUs, percentage of allocative efficiency studies, ratio of studies with multiple years, number of studies with monetary indicators in input and output sets, etc. The statistical insignificance in some indicators such as the number of input and output indicators were also found among China, Europe, USA and others. Some problems were found in current DEA-based hospital efficiency studies in China, such as inappropriate selection of input-output indicators, no bias-correction on efficiency scores, etc. The standardization of DEA methods applied in China’s hospital efficiency research needs to be improved. Chinese researchers should pay more attention to latest international research findings, so as to keep pace with the cutting edge hospital efficiency research.

Background: A healthcare system refers to a typical network production system. Network data envelopment analysis (DEA) show an advantage than traditional DEA in measure the efficiency of healthcare systems. This paper utilized network data envelopment analysis to evaluate the overall and two substage efficiencies of China’s healthcare system in each of its province after the implementation of the healthcare reform. Tobit regression was performed to analyze the factors that affect the overall efficiency of healthcare systems in the provinces of China. Methods: Network DEA were obtained on MaxDEA 7.0 software, and the results of Tobit regression analysis were obtained on StataSE 15 software. The data for this study were acquired from the China health statistics yearbook (2009–2018) and official websites of databases of Chinese national bureau. Results: Tobit regression reveals that regions and government health expenditure effect the efficiency of the healthcare system in a positive way: the number of high education enrollment per 100,000 inhabitants, the number of public hospital, and social health expenditure effect the efficiency of healthcare system were negative. Conclusion: Some provincial overall efficiency has fluctuating increased, while other provincial has fluctuating decreased, and the average overall efficiency scores were fluctuations increase.

This paper aims to provide a novel construct that is based on data envelopment analysis (DEA) range adjusted measure (RAM) of efficiency and demonstrate its practical implementation by evaluating the financial performance of a sample of three upper-class contracting license (Classes 5–7) Greek construction firms. In a two-step framework, firm efficiency (i.e., composite indicators (CIs)) is produced firstly by means of RAM using single financial ratios, which are selected by grey relational analysis (GRA), and then Tobit regression is employed to model the CIs. In light of the results, only 4% of the sampled firms are efficient, and the firm ranking is consistent with the ranking of Grey Relational Grande (GRG) values produced by GRA. Moreover, the firms with a contracting license of the highest level (Class 7) appear not to be superior in efficiency to their counterparts that belong to Classes 5–6.

This study aims to analyze the level of efficiency and determine the factors that affect the efficiency of the National Zakat Management Organization (OPZ). This research is descriptive quantitative research. Samples in this study are six National Zakat Management Organizations with research period from 2012-2016. The analysis technique used is two-stage data envelopment analysis. First stage, using DEA to measure OPZ efficiency level with production approach and assumption of output-oriented CRS and VRS. The input variables used are amil salary, operational costs, and socialization costs, the output variables used are collected funds and funds disbursed. Second stage, using tobit regression model to see the factors that affect OPZ efficiency. Based on the results of DEA, during the period of 2012-2016 OPZ efficiency experienced a positive trend. In general there had been an increase in OPZ performance efficiency from 2012 to 2016. BNUIS BNI became the most efficient OPZ compared to other OPZ. Based on the results of Tobit regression, the total of human resources has a significant negative effect on the level of efficiency, transparency and OPZ type significantly positive, while the zakat payment system and ACR ratio do not affect the efficiency level of OPZ.

PurposeThe efficient use of organizational resources is integral to the existence of prime firms. This study, using Malmquist data envelopment analysis (DEA), aims to assess in the level of operational and financial efficiency and its determinants for ensuring and sustaining excellent performance in 33 Egyptian private hospitals.Design/methodology/approachThis study adopted a Malmquist DEA approach to assess the changes in operational and financial efficiency in Egyptian hospitals. Tobit regression was also used to identify the significant variables affecting their efficiency. In addition, a sensitivity analysis is carried out for model validations.FindingsOut of 33 hospitals, 17 were found inefficient due to the decline in their technical efficiency. Moreover, the total value of the software programs and operational expenses and the total number of employees are common factors affecting both operational and financial efficiency. In addition, the number of physicians significantly affects the hospital's financial efficiency.Practical implicationsThe study sheds light on the value of using DEA to assess efficiency. DEA in the context of emerging economy such as Egypt's can be a useful tool for decision-makers and practitioners in identifying and addressing performance weaknesses and thus supports continuous improvement in performance.Originality/valueSeveral studies have adopted the DEA approach to assess the overall efficiency of hospitals in Europe and the United States. However, in the MENA region, these studies are uncommon. This study is thought to be one of the earliest attempts to assess hospitals' efficiency in Egypt.

AbstractWith hospital budgets remaining tight and healthcare expenditure rising due to demographic change and advances in technology, hospitals continue to face calls to contain costs and allocate their resources more efficiently. In this context, efficiency has emerged as an increasingly important way for hospitals to withstand competitive pressures in the hospital market. Doing so, however, can be challenging given unpredictable fluctuations in demand, a prime example of which are emergencies, i.e. urgent medical cases. The link between medical urgency and hospitals’ efficiency, however, has been neglected in the literature to date. This study therefore aims to investigate the relationship between hospitals’ urgency characteristics and their efficiency. Our analyses are based on 4094 observations from 1428 hospitals throughout Germany for the years 2015, 2016, and 2017. We calculate an average urgency score for each hospital based on all cases treated in that hospital per year and also investigate the within-hospital dispersion of medical urgency. To analyze the association of these urgency measures with hospitals’ efficiency we use a two-stage double bootstrap data envelopment analysis approach with truncated regression. We find a negative relationship between the urgency score and hospital efficiency. When testing for non-linear effects, the results reveal a u-shaped association, indicating that having either a high or low overall urgency score is beneficial in terms of efficiency. Finally, our results reveal that higher within-hospital urgency dispersion is negatively related to efficiency.
