RECONCILING ADULT EDUCATION NEEDS FOR SUSTAINABLE DEVELOPMENT: THE CASE OF TRINIDAD AND TOBAGO SMALL SCALE FISHERIES

The critical role of fisheries to food security and coastal livelihoods, as well as its impact on dwindling marine resources, motivate an examination of the degree to which education and training needs in the fisheries sector are met. This paper investigates the specific case of Trinidad and Tobago small scale fishers, a particularly vulnerable population whose livelihoods are bidirectionally linked to sustainable development. The challenges of declining fish stocks, increasing market prices and the fierce competition presented by technology-based fishing techniques, present a persuasive case for context-appropriate education and training for Trinidad and Tobago small scale fisherfolk. Research was conducted to examine the training needs of these fisherfolk, as articulated by key industry stakeholders, including the fishers themselves; and to set these needs off against available training provisions. A reconciliation strategy for education and training was developed to respond to the needs of the industry as well as to the Caribbean priorities of sustainable development and fisheries management. In the Camamu-Almada basin, marine fishery is exclusively small-scale, with several structural deficiencies such as boats with low or absent navigational technology, lack of credit and low income. Local fishers complain that shrimp and lobster trawling fishing is the main factor responsible for low stock abundance, but they still persist in these activities as these two species command the highest market prices. So they feel that the target species are already over-fished. We suggest that proper management action, alternative ways of income generation and the payment of job insurance would help to mitigate the problem.

Abstract. This paper represents a perspective on the education and training needs related to hydrology and water resources science within the sub-Saharan Africa region and discusses the requirements of the region, some of the relatively recent developments and initiatives and some of the constraints that exist and remain difficult to surmount. The requirements include the development of academic research capacity and technical skill for both the private and public sector at a variety of levels. Some of the constraints that exist include a lack of adequate funding, lack of follow-up after short training courses, lack of institutional support to continue training, and competition for major water resources development projects from organizations outside the region. One of the main conclusions is that to sustain both educational and practical expertise in hydrology and water resources science within the region there is a need to build a "critical mass" of local expertise. Part of this could be achieved by increasing networking within the region and promoting the sharing of information, tools and expertise. There is also a need to promote institutional support.

AbstractTechnical Vocational Education and Training (TVET) serves as a pillar for economic stability globally. Entrepreneurship education provides young people with essential skills that can be used in a positive manner, thus enabling them to be employers rather than employees. Marrying TVET and entrepreneurship education can help Trinidad and Tobago (T&T) in tremendous ways. These two subjects TVET and entrepreneurship can lift T&T to global prestige. Given this context, the study explored the benefits of exposing Post-Secondary TVET students to entrepreneurial training. An investigation was carried out using a mix-methods approach. The use of regression analysis and Spearman’s Correlation Analysis were used that determine the relationship between exposing Post-Secondary Technical Vocational Education and Training Students (PSTVETS) to entrepreneurship education and their interest in entrepreneurial training. Additionally, qualitative data was incorporated by utilising content analysis, focus groups and semi-structured interviews. The data revealed there was an absence of entrepreneurship education. Upon further investigation there was no real entrepreneurship culture or framework implemented within the PS schools. The results also showed the more students are exposed to entrepreneurship education more they are inclined to pursue entrepreneurship endeavours. Data also allowed the reader to grasped copious challenges experienced within TVET in T&T, that impacts on entrepreneurial training within post-secondary institutions in T&T. The researchers put forward an entrepreneurship education model that can be incorporated in the training of post-secondary schools. Additionally a strategy was articulated as to how entrepreneurship education can be adopted within the training of post-secondary institutions. Providing an adequate framework for entrepreneurial training within entrepreneurship education, and TVET provides originality and contribution to the field of TVET and entrepreneurship education.

The 17 Sustainable Development Goals (SDGs) and Agenda 2030 adopted by the global community in September 2015 are applicable to all countries with the commitment “that no one is left behind.” As an agenda for “people, planet, prosperity, peace and partnership”, Agenda 2030 provides a vision for people and planet-centered, human rights-based, and gender-sensitive sustainable development. It promises “more peaceful and inclusive societies” which are free from fear and violence. Small scale farmers and agricultural biodiversity are critical to the achievement of aspects of most of the SDGs. In addition to being essential for the resilience and stability of agricultural production systems and our ability to adapt to climate change and other stressors; agricultural biodiversity is fundamental to the livelihoods, health and nutrition of billions Despite its importance to the health of both people and the planet, this broad understanding of what agricultural biological diversity is and the critical role played by its custodians, gets no explicit mention in the SDGs. In fact, awareness of this is low outside specialized institutions and agreements and explicit mention of both is rare in the context of sustainable development This paper uses the example of small-scale farmers and agricultural biodiversity to illustrate how they are the living links amongst the SDGs as well as being critical components in their achievement and to the vision of Agenda 2030.
