The article is devoted to the analysis of the distinctive features of the design approach and the study of the optimal use of such at the enterprises of the agro-industrial complex. The structure of the agro-industrial complex has been studied. An approach is considered that allows agro-industrial complex organizations to build a clear positioning of their activities, to obtain the desired level of profit, highlighting their products from similar competitors’ proposals.

Nowadays, leading world companies widely use methodology, standards, and project management tools in many areas of project-oriented activities, including investment, innovation, and information projects. Last years the implementation and functioning of the country’s enterprises’ project management system have been actively discussed in Kazakhstan.This work aims to identify critical processes of project management planning that affect the effectiveness of projects at the enterprise of the military-industrial complex of Kazakhstan. For this purpose, a survey of top managers of defense industry companies was conducted. A total of 28 respondents were interviewed, working at 18 enterprises of the military-industrial complex of the Republic of Kazakhstan and directly participating in the implementation of projects. Data were personally collected by a questionnaire survey conducted during 2019. To verify the formulated model’s assumptions and success, correlation analysis, and other relevant tests were used. Using the model of project management planning quality (PMPQ), process efficiency has been assessed, and critical factors for the effectiveness of defense industry projects have also been identified. The results show that the Republic of Kazakhstan’s defense industry complex projects has a low level of efficiency and an average score for the use of project planning processes. Project efficiency evaluation has also revealed critical knowledge areas for defense projects like human resource management, schedule development, and define scope. The research expands knowledge in PM, revealing the importance of planning processes for the defense industry that need more focus to achieve top-level success and effectiveness of projects. The authors consider the system of legal regulation and implementation of project management and digital transformation of economic interaction of organizations in the agricultural sector. On the basis of previously obtained studies aimed at studying the current regulatory framework and identifying the influence of legal norms on the economic relations of the agro-industrial complex organization, the authors highlighted modern problems of legal support for the economic interaction of agro-industrial complex organizations in the context of the design-digital approach. The authors also formulated practical proposals aimed at overcoming these problems and improving the institutional environment for the implementation of the design-digital approach. These proposals were discussed and tested within the framework of a number of scientific and practical conferences and practical seminars of heads and specialists of agro-industrial complex organizations.

In accordance with the plan of the Russia strategic development until 2030, it is expected to ensure its presence among the top ten countries in the world in terms of research and development, including by creating an effective system of higher education. In such circumstances, the educational sector is forced to offer products that meet the new requirements of the labor market. The article attempts to consider the main changes taking place in the socio-economic life of society and, in accordance with that, to characterize the directions that should be taken into account while implementing the higher education programs. The analysis is made by the example of the educational program 38.04.02 “Management”, the professional directions “Corporate Management” and “Project Management” (master’s level). The article discusses the prerequisites associated with their opening, talks about researching the educational service market. In particular, the author reveals the distinctive features and competitive advantages of the above products, describes the content of their constituent academic disciplines and optional courses, and notes the place and role of digital technologies in the process of training masters. The authors emphasize the relevance of taking into account the realities of modern times and the wider implementation of “Industry 4.0” technologies in the practice of the RSUH.
