Nowadays, leading world companies widely use methodology, standards, and project management tools in many areas of project-oriented activities, including investment, innovation, and information projects. Last years the implementation and functioning of the country’s enterprises’ project management system have been actively discussed in Kazakhstan.This work aims to identify critical processes of project management planning that affect the effectiveness of projects at the enterprise of the military-industrial complex of Kazakhstan. For this purpose, a survey of top managers of defense industry companies was conducted. A total of 28 respondents were interviewed, working at 18 enterprises of the military-industrial complex of the Republic of Kazakhstan and directly participating in the implementation of projects. Data were personally collected by a questionnaire survey conducted during 2019. To verify the formulated model’s assumptions and success, correlation analysis, and other relevant tests were used. Using the model of project management planning quality (PMPQ), process efficiency has been assessed, and critical factors for the effectiveness of defense industry projects have also been identified. The results show that the Republic of Kazakhstan’s defense industry complex projects has a low level of efficiency and an average score for the use of project planning processes. Project efficiency evaluation has also revealed critical knowledge areas for defense projects like human resource management, schedule development, and define scope. The research expands knowledge in PM, revealing the importance of planning processes for the defense industry that need more focus to achieve top-level success and effectiveness of projects. The main objective of the article is to substantiate a systematic approach to the introduction of all types of innovations in the development of the military-industrial complex of the Russian Federation. The relevance of the study is due to the fact that in the modern world it is especially important to ensure the national security of the country and the defense industry plays a crucial role in this. At the same time, one cannot but note the importance of the defense industry in the production of high-tech civilian products and dual-use products, which enhances the country's competitiveness in the world market. In addition, the relevance of the topic is due to the presence of rather serious problems in the Russian defense industry, which require immediate resolution. The article uses the methodology of structurally functional analysis, the institutional approach and the method of comparative assessments. The authors conclude that technological innovation alone will not be able to achieve strategic results for ensuring national security, only in conjunction with organizational, product, social and marketing innovations, the domestic defense industry is able to solve its tasks.

The article considers the evolution of the term «sustainable development» in the context of the United Nations (UN), identifies inaccuracies and contradictions. The paper investigates the reflection of the UN concept of sustainable development in the national legislation of Russia, reveals the high variability of the used combinations of the terms «sustainability», «development», and the lack of definitions, limiting the understanding and the possibility of application of the considered norms. It is proposed to consider people as an economic category separately from the factors of production, since such categories as labor; management, scientific, entrepreneurial, intuitive and creative abilities; goodwill – are unique characteristics of the person, due to socio-cultural, medical, biological and environmental factors. On the basis of consideration of interrelations in the system «biosphere-society-stateeconomy-industrial complex «the author's definitions of the terms» sustainable development of the militaryindustrial complex (MIC) «in the broad and narrow sense,»the mechanism of sustainable development of the MIC» are proposed. The term «sustainable development» in relation to the functioning of the military-industrial complex (MIC) is understood by us as the ability of the defense industry system to achieve its goals indefinitely, to develop integrity and improve, while having the ability to resist the external influence that prevents it. The mechanism of sustainable development of the military-industrial complex, including the algorithm of sustainable development and levels of sustainability. The absence of applicable to the military-industrial complex techniques, methods, criteria, measures and standards of sustainability of development is revealed, the system of characteristics is proposed. It is proposed to use predictive-corrective management method for sustainable development of the defense industry, as providing the highest quality. The necessity of transition to a new social paradigm of understanding the role of the economy in the considered system of interrelations.

In modern conditions, an integrated quality management system (ISMC) that meets the requirements of several international standards and contributes to improving the efficiency of enterprise management, creating conditions for its sustainable development, as well as the competitiveness of the enterprise and its products is becoming more and more popular. The monograph considers theoretical and methodological approaches to quality management at the enterprise. The relevance of the application of an integrated quality management system, including at the enterprises of the military-industrial complex (MIC), consisting in the most effective management of the enterprise, energy efficiency and resource conservation, is justified. The assessment of the use of quality management tools at the defense industry enterprises was carried out, the trends in the development of defense industry enterprises were substantiated, a marketing approach was applied to the classification of defense industry enterprises, in particular by market type, which allows identifying potential consumers of enterprises ' products, the degree of production diversification. Organizational and economic approaches to the formation of an integrated quality management system are presented. The procedure for creating an ISMC is considered. The methodology and criteria for evaluating the effectiveness of ISMC are substantiated. The presented material is of practical importance and can be useful to specialists in quality management, graduate students, researchers, teachers.

The paper formulates the main areas of human capital development in the Russian military-industrial complex in the context of digital transformation. To remedy the current situation, it is necessary to change the system of training of employees of the defense industry, including scientific and pedagogical personnel and specialists. To do this, it is necessary to change the regulatory framework that determines the training of personnel for the defense industry enterprises, to develop methodological recommendations for a comprehensive assessment of the state of human resources in the defense industry; to develop new training programs that take into account the needs of the digital economy, to ensure a close connection of educational institutions with the employer of the military-industrial complex, to form a system of corporate training, a knowledge management system.

Topicality, aim and tasks. The purpose of the article is to develop theoretical and applied proposals that should justify the feasibility of systemic long-term measures to stimulate the processes of greening the military-industrial complex of Ukraine as one of the forms of its modernization in the context of European and world requirements defense industry and military formations. The urgency of the problem of stimulating the introduction of greening of the military-industrial complex is growing today due to the need for support of activities of domestic enterprises of the defense industry and military formations of Ukraine in hostilities in eastern Ukraine and annexation. Research results. The tools of the mechanism of ecologically conscious management of the components of the military-industrial complex of Ukraine in accordance with the main vectors of development of the defense sector in the field of environmental protection are considered. There is a well-founded difference in the tools for stimulating greening processes for different subjects of the military-industrial complex. A set of measures to increase resource conservation and minimize the negative environmental impact of military formations, defense companies and other military-industrial complex entities are considered. Conclusion. One of the vectors of modernization of the domestic military-industrial complex and competitiveness of Ukrainian weapons and military equipment on the world market is the introduction of environmentally friendly development of the defense sector, introduction of resource conservation technologies and use of renewable energy sources. Ways to implement environmental requirements through the appropriate environmental management tools at the level of individual components of the military-industrial complex, which creates new opportunities for the development of the domestic defense sector in accordance with European and world requirement, are proposed. Prospects for future research in the field of stimulating the greening of the military-industrial complex are associated with the formation of an appropriate effective system of environmental management in each component of the defense sector.

Nowadays the main requirement for the national military-industrial complex which has been focused on the export of its products for many years, is to meet the needs of the Armed Forces of Ukraine and other military formations in armaments and military equipment quickly and efficiently.But the implementation of the main function of the military-industrial complex is hampered by both chronic problems of the defense industry (a small number of closed research-production cycles for the development and manufacture of weapons, depreciation of industrial equipment and outdated technologies, lack of human, financial, material resources, a large number of counterparties) and new challenges, for the successful overcoming of which, it is necessary to take a number of measures at the legislative level to reform the military-industrial complex and create appropriate conditions for its development, to attract private partners who could provide significant assistance to the defense industry in Ukraine in solving current tasks and related problems due to active implementation of various projects in the military-industrial sphere within the framework of public-private partnership. This is what actualizes the issue of this study.Recent research and publications analysis. The analysis of national and international publications showed that the issues connected with the topic of research are currently covered in the studies of many authors, namely: A. Kalyaev, Y. Shimov, T. Korolyuk, Y. Gusev, A. Abramovichus, M. Zhorokhov and other scientists. However, issues related to the problems of the development of the military-industrial complex of Ukraine and ways of overcoming them have not been studied sufficiently. Highlighting previously unsettled parts of the general problem. The purpose and objectives of the article are to analyze the problems of development of the military-industrial complex of Ukraine as an important component of the country's security as well as to identify ways of improving the situation in the field of the military-industrial complex.Paper main body. Nowadays, in order to defeat the aggressor – Russia, defense enterprises need to unite their assets, resources or technologies. We have been at war for 7 years and during all this period of time each defense enterprise has been strengthening the defense capabilities of our country seperately, because the current legislation which regulates the work of Ukroboronprom does not allow them to get united. The reform of Ukroboronprom will allow enterprises to achieve better results in the production of weapons and military equipment by getting their assets, resources and technologies united. And this in its turn will help simplify and reduce the cost of production processes.Reforming of Ukroboronprom makes it possible to attract foreign direct investments, to create additional value for our products. The Ukrainian military-industrial complex will become an attractive and reliable partner in domestic and foreign markets. The league of defense enterprises will give an opportunity to establish a full cycle of production: precision-guided munitions, radars, ammunition and special chemicals, armored vehicles as well as aircraft and ship repair services.Conclusions of the research and prospects for further studies. The given analysis makes it possible to find out that the future of the Ukrainian military- industrial complex depends on foreign investors, who, despite the war, are providing financial resources for the development and modernization of armaments.Ukraine will benefit from cooperation with foreign investors as all developments will remain the intellectual property of Ukrainian companies. This allows developing samples of military armaments.The current situation with military exports is not hopeless. There are some branches where Ukraine can compete with Russia or Eastern Europe. Everything will depend on the efficiency of Ukroboronprom's top managers and private initiative as small companies have been given the opportunity to enter foreign markets without total control by the state monopolist.The successfully implemented reforms of Ukroboronprom will provide an opportunity to bring defense enterprises as well as design bureaus of Ukraine to life by attracting investments. In fact, they will be attracted by a defense company which will replace the current Ukroboronprom. As long as our companies continuously manufacture, modernize and repair armaments for the needs of our army as the main internal customer, the defense company mentioned above will act as a corporate center or a strategic architect of the entire reform. That is, it will help to get the corporate model of management "on the rails" without stopping the production .Thus, the defense company will take the leadership in all transformations, will control and be responsible for the realisation of the strategy, business plans, the implementation of the established rules and policies. But above all, it will help state-owned defense enterprises to make a quantum leap into the future that has already come.

In the context of the systemic reform of the Russian economy, there is a tendency to the emergence of corporations in various sectors of the national economy. The military-industrial complex is no exception. The article deals with the specifics of property management of corporations of the military-industrial complex in the production of high-tech products. To achieve the strategic goals of the corporation, it is necessary to develop a strategy based on objective forecasts of the development of the arms market, taking into account potential external and internal risks, as well as an analysis of the strengths and weaknesses of the corporation. Corporate governance is based on the existing norms in the field of financial activities, securities, labor relations in the labor market, contractual obligations, and contractual activities between enterprises. It is proved that the adaptive development of corporations of the military-industrial complex directly depends on the competent organization of financial activities, as well as within its framework of credit and investment activities. The article presents the balance sheet model of financing of the defense industry corporation, which allows to form the budget of the defense industry corporation, based on the allocation of financial resources for the operation and development of the main activities of the defense industry corporation. One of the most important tasks of managing the property of corporations of the military-industrial complex is to provide opportunities for scientific and technological development, which, after commercialization, can create key strategic competitive advantages for enterprises of the defense industry corporation.

Strengthening national defense by building up military and economic potential was the most important vital task of the Soviet Union during the whole period of its existence. The price of enormous effort of labor, research and design teams, huge material and financial costs in the course of the prewar five-year plans in the Soviet Union was paid and incurred to create the military-industrial complex (MIC) - sector of social production, designed to provide security for the state in armed struggle. The core of the DIC were four industry: Commissariat of Aviation Industry (NCAP), the People’s Commissariat of ammunition (NBC) weapons Commissariat (IEC) and the People's Commissariat of the shipbuilding industry (NCSP), formed in accordance with the Decree of the Presidium of the Supreme Soviet on January 11, 1939 by separation of the People's Commissariat of Defense Industry of the USSR. They became a separate group of central government, designed to provide measures for the implementation of strategic decisions of the military and political leadership of the country. Objective assessment of commissariats effectiveness were the results of their operations in wartime. From this point of view it is necessary to ascertain performance of its mission - to supply front with modern means of warfare. Largely due to this fact, the Soviet Union won in serious confrontation with the military-industrial complex military industry of Nazi Germany and its satellites. On the basis of archival documents and testimony of contemporaries the article shows the contribution of the defense industry in the Soviet Union's victory in the Great Patriotic War.
