Nowadays, leading world companies widely use methodology, standards, and project management tools in many areas of project-oriented activities, including investment, innovation, and information projects. Last years the implementation and functioning of the country’s enterprises’ project management system have been actively discussed in Kazakhstan.This work aims to identify critical processes of project management planning that affect the effectiveness of projects at the enterprise of the military-industrial complex of Kazakhstan. For this purpose, a survey of top managers of defense industry companies was conducted. A total of 28 respondents were interviewed, working at 18 enterprises of the military-industrial complex of the Republic of Kazakhstan and directly participating in the implementation of projects. Data were personally collected by a questionnaire survey conducted during 2019. To verify the formulated model’s assumptions and success, correlation analysis, and other relevant tests were used. Using the model of project management planning quality (PMPQ), process efficiency has been assessed, and critical factors for the effectiveness of defense industry projects have also been identified. The results show that the Republic of Kazakhstan’s defense industry complex projects has a low level of efficiency and an average score for the use of project planning processes. Project efficiency evaluation has also revealed critical knowledge areas for defense projects like human resource management, schedule development, and define scope. The research expands knowledge in PM, revealing the importance of planning processes for the defense industry that need more focus to achieve top-level success and effectiveness of projects. The results of studies of the impact of improving the interaction of management personnel and executors on the effectiveness of project implementation presented. In carrying out the research, hypotheses were forward that the complexity of projects in the field of research and development the present time, in the context of the transition to a new information economy, is increasing. As result of research, it revealed that projects in the field of research and development include numerous streams of various types of information. Information is related to management, planning, budgeting, structural and scientific information. Therefore, when performing a large number of projects at the same time very numerous information flows arise. To improve the efficiency of project implementation, a system for generating information flows in the project management system been applied, for which subsystems have been proposed that ensure the distribution of information flows in accordance with the management hierarchy in the design unit consists of the following subsystems.

This article discusses the features of project management, the possibility of its application in the organizations of the agro-industrial complex. The analysis of the structure of the agro-industrial complex was made, which allowed to allocate the fourth sphere of organization and management. The features of cost accounting in crop production are revealed and the limitations of the possibility of using the current classification as a source of information in project management are proved. The ways of updating of accounting information are offered. The factors contributing to the spread of project management in agriculture are identified. The allocation of innovative work and undertakings to projects implies the application of project management methods to them, which differ from operational management techniques. Using project management methods allows you to fulfill three main limitations of the project – meet deadlines, do not exceed the budget and perform the amount of work with the declared quality. Purpose – determination of methods for the application of project management in the agricultural sector. Methodology the article used statistical and economic analysis methods. Results: the most used methods and techniques of cost accounting are identified that are the result of organizational, technological and industry-specific features of production. Practical implications the obtained results should be applied to agricultural entities in order to implement the principles of project management.

The socio-medical features of fatal industrial injuries in the agro-industrial complex (AIC) were studied based on the materials of a special investigation conducted in the Saratov region. The statistical population was 940 people. The results of the study showed that the level of fatal injuries was the highest in the construction subdivisions of the agro-industrial complex (3.39 0.34 cases per 10 thousand workers).

In the current conditions of unstable financial situation in the world, the most important task should be to increase the efficiency of agricultural production, which is the basis of the country's stability. The introduction of project management in the agro-industrial sector can become a growth point not only for individual organizations, but also for the economy of the region as a whole. The purpose of this study is to develop practical recommendations for using project activities in the management of the agricultural sector at the regional level. In studying the project management problem, the following methods were used: general scientific methods for analyzing science works, methods of systemic, comparative analysis, abstract-logical, expert-analytical and sociological methods. The algorithm of university's project activities implementation, on the basis of which its strategic goals are achieved, is considered in detail. A model of modern agricultural project management at the regional level is presented; its problems and solutions are identified. The effect of introducing project-oriented activities in the agricultural sector at the regional level, as well as the need to improve the economic mechanism for developing agriculture in the region, is substantiated. The results of the study are consistent with the hypothesis put forward. In accordance with it, the proposed measures will contribute to the effective implementation of project-oriented management in the regional economy of the agro-industrial complex on the part of factors of managing agricultural sector in the region. The implementation of the proposed development areas will significantly improve existing methods of managing the agro-industrial complex of the region, since the introduction of project management will allow not only to concentrate financial and managerial resources, but also to obtain sustainable indicators of agricultural development.

The article is devoted to the analysis of the distinctive features of the design approach and the study of the optimal use of such at the enterprises of the agro-industrial complex. The structure of the agro-industrial complex has been studied. An approach is considered that allows agro-industrial complex organizations to build a clear positioning of their activities, to obtain the desired level of profit, highlighting their products from similar competitors’ proposals.
