Discussions about the role of small enterprise in economic development tend to remain inconclusive partly because of the difficulty of assessing the relative importance of economic and non-economic objectives and partly because of the dearth of factual information on which to base an economic calculus. It is probably true, moreover, that, because of a lack of general agreement as to the economic case for or against small enterprise, non-economic considerations, including some merely romantic attitudes toward smallness and bigness, tend to exert an undue influence on public policies. There may, of course, be no clear-cut economic case. And noneconomic considerations should and will inevitably weigh significantly in policy decisions. If, however, some of the economic questions could be settled by more and better knowledge, these decisions could more accurately reflect the opportunity costs of pursuing non-economic objectives.

The set of scientific-methodological tools to secure the mechanism of economic safety management of tourism entrepreneurship is examined as an aggregate of methods, tools, and conceptual activities directed at maintaining the high level of economic safety of tourism entrepreneurship. The features of managing the tourism enterprise and economic safety are analyzed. The basic valuation principles of the reliability and efficiency of the economic safety of the tourism enterprise are determined. The basic tasks of ensuring the economic safety of a small enterprise are outlined. The need to use the integrated approach that secures more opportunities to avoid threats and limits the danger of their emergence is emphasized. The most important principles for securing the economic safety of the tourism enterprise on the microeconomic level are described. Possible practical methods of risk management for the implementation of adopted decisions are proposed. The paper proves the fact that the complex nature of the management of the economic safety of the tourism enterprise and securing the sufficiently efficient management system of detecting and eliminating the threats are provided by the establishment of the management of the economic safety system of the tourism enterprise and its functional components. Research of the methodical approaches to the management of the tourism enterprises’ economic safety allows building and describing the functional structure of the mechanism of management of the tourist enterprise’s economic safety (it is formalized and described by 5 functions: determination of aims; planning; organization and adjusting; motivation and stimulation; control and monitoring).

The rural area is a very important multifunctional space, with landscape enhancement value and function. These factors are then necessary for the directions of development process in rural communities. The countryside creates an important part of economic and social state system. The area of work and the employment of population into the productive age present ones of significant macro-economic indicators of the capacity of national economy. Changes of economy in the market space, transformation of companies of agricultural primary production to new legal form, restructuring of production and manpower in agriculture  caused leaving of part skilled of the workers, as well as other workers to another branches of national economy. In 1990’s, especially in the beginning during the transformation of Czech economy, there was a big boom of private business and new forms of business activities and subjects emerged. Traditional lifestyle, which continues in the Czech countryside, determined that small enterprise prevails here. Current economics clearly shows that small and medium enterprises have an unsubstitutable role in our economic development and greatly contribute to creating new jobs in individual regions.
