Reagan and Thatcher’s Special Relationship offers a unique insight into one of the most controversial political relationships in recent history. The Falklands War, the US invasion of Grenada, the Anglo-Guatemalan dispute over Belize and the US involvement in Nicaragua are vividly reconstructed as Latin American crises that threatened to overwhelm a renewal in US-UK relations in the 1980s. Reagan and Thatcher’s efforts to normalise relations, both during and after the crises, reveal a mutual desire to strengthen Anglo-American ties and to safeguard individual foreign policy objectives whilst cultivating a close personal and political bond that was to last well beyond their terms in office. This ground-breaking reappraisal analyses pivotal moments in their shared history by drawing on the extensive analysis of recently declassified documents while elite interviews reveal candid recollections by key protagonists providing an alternative vantage point from which to assess the contentious ‘Special Relationship’. Anglo-American relations could not be termed as particularly ‘special’ during the 1970s. This was a decade of overall decline in the Special Relationship. The relationship ebbed and flowed and experienced moments of improved cooperation and development, but these were largely overshadowed by diverging political and economic interests, growing US isolationism and a decline in British influence in world affairs.1 It can come as no surprise that the Latin American region held little importance to wider Anglo-American relations at this time. In fact, the region was marginalised by both the US and the UK governments in the 1970s as various domestic issues came to the fore. There was one exception, and that was Chile; US–UK relations with Chile were predicated upon a desire to closely monitor the regime of General Augusto Pinochet Ugarte. This chapter will examine the tone of Anglo-American relations in the 1970s as a benchmark from which to appreciate the importance of the subsequent Reagan–Thatcher relationship. It will also briefly examine relations between Thatcher and Carter from 1979 to 1981 as a period of indifferent quality in bilateral relations.

In 1946, the entertainer and activist Paul Robeson pondered America's intentions in Iran. In what was to become one of the first major crises of the Cold War, Iran was fighting a Soviet aggressor that did not want to leave. Robeson posed the question, “Is our State Department concerned with protecting the rights of Iran and the welfare of the Iranian people, or is it concerned with protecting Anglo-American oil in that country and the Middle East in general?” This was a loaded question. The US was pressuring the Soviet Union to withdraw its troops after its occupation of the country during World War II. Robeson wondered why America cared so much about Soviet forces in Iranian territory, when it made no mention of Anglo-American troops “in countries far removed from the United States or Great Britain.” An editorial writer for a Black journal in St. Louis posed a different variant of the question: Why did the American secretary of state, James F. Byrnes, concern himself with elections in Iran, Arabia or Azerbaijan and yet not “interfere in his home state, South Carolina, which has not had a free election since Reconstruction?”

The US-led invasion of the Caribbean island of Grenada at the alleged behest of the Organisation of Eastern Caribbean States (OECS) on 25 October 1983 had a profound negative impact upon the development of the Special Relationship under Reagan and Thatcher. The dubious legality of the intervention was widely criticised by the international community, most notably the UK. And yet, it was the Thatcher government that bore the scars of considerable domestic criticism regarding the unlawful US involvement in the internal affairs of a member of the British Commonwealth. The US invasion of Grenada, or operation ‘Urgent Fury’ as it is otherwise known, raised important questions regarding the limits of British credibility and importance within the Anglo-American alliance.

The oil crisis of 1973–1974, followed by trade deficits, depression, and high inflation, helped promote revolutionary ideas among the landless peasants and urban poor of many Latin American countries. Under Jimmy Carter, with his interest in promoting human rights, a more active and enlightened US policy towards Latin America might have been expected. However, his aims were inconsistent, as the moral cause of human rights clashed with local realities and other American interests. The chapter first considers the Reagan Doctrine and Ronald Reagan’s meddling in El Salvador before discussing the United States’s involvement in Nicaragua and the ‘Contragate’ scandal. It concludes with an assessment of the US invasions of Grenada and Panama.

ABSTRACT:The reconstruction of Managua following the 1972 earthquake laid bare the contradictions of modernization theory that justified the US alliance with Latin American dictators in the name of democracy in the Cold War. Based on an idealized model of urban development, US planners developed a plan to ‘decentralize’ both the city of Managua and the power of the US-backed Somoza dictatorship. In the process, they helped augment the power of the dictator and create a city its inhabitants found intolerable. The collective rejection of the city, the dictator and his alliance with the United States, helped propel Nicaragua toward its 1979 revolution and turned the country into a Cold War battleground.

There has always been a certain attitude in Washington having to do with Latin America. It is that Latin America is not quite a grown-up place and, therefore, is worthy of intense US interest only when the region, or part of it, falls into a crisis that crosses paths with one of the US hot-button issues of the moment: drugs, immigration, human rights, communism (until recently) and, farther back, fascism. In other words, Latin America has been worthy of attention only when the United States decided to “do good” (e.g., human rights crusades), incorporate the region into efforts at solving US domestic problems (e.g., drugs), or needed firm support from the region in some international effort (e.g., the Cold War and World War II).
