This article explores ‘1994’ as a cultural-historical ‘moment’ in order to tease out the layered manifestation of ‘Norway’ in a globalizing world. With offset in the oral testimonies, news coverage, reports, analysis and memories of people experiencing and contextualizing the two events of the Lillehammer Winter Olympics and the Norwegian referendum on membership in the EU, the article pursues their meaning along several temporalities and on multiple spatial scales. The argument is that ‘1994’ marked a symbolic climax and watershed moment for Norwegian (cultural) patriotism and the dispersion of what ‘Norway’ meant in a national, Nordic, European and global context. But the climax’s meaning were fragmented across time and space, and the monolithic moment has increasingly come to be filled with silences, anxieties and frustrations. Indeed, the Norwegian climax of 1994 dissolved in commercialism, mediatized fragmentation, Europeanization and globalization. The recognition that neither the ‘uniqueness’ of the ‘best Olympic Winter Games ever’ nor the ideational and historical significance of the Norwegian ‘no’ was received as intended by the sender, makes their temporal manifestations in the national context all the more significant: The simultaneous resurrection and burying of these twin events of the 1994-climax can thus be understood as a significant catalyst of Norway’s cultural and political myopia through a period of hasty, tumultuous and increasingly troublesome globalization.

Abstract This study aims at defining a methodology to evaluate Ks reductions of gravel material constituting constructed wetland (CW) bed matrices. Several schemes and equations for the Lefranc's test were compared by using different gravel sizes and at multiple spatial scales. The falling-head test method was implemented by using two steel permeameters: one impervious (IMP) and one pervious (P) on one side. At laboratory scale, mean K values for a small size gravel (8–15 × 10−2 m) measured by the IMP and the P permeameters were equal to 19,466 m/d and 30,662 m/d, respectively. Mean Ks values for a big size gravel (10–25 × 10−2 m) measured by the IMP and the P permeameters were equal to 12,135 m/d and 20,866 m/d, respectively. Comparison of Ks values obtained by the two permeameters at laboratory scale as well as a sensitivity analysis and a calibration, lead to the modification of the standpipe equation, to evaluate also the temporal variation of the horizontal Ks. In particular, both permeameters allow the evaluation of the Ks decreasing after 4 years-operation and 1–1.5 years' operation of the plants at full scale (filled with the small size gravel) and at pilot scale (filled with the big size gravel), respectively.

Heterogeneous media with multiple spatial scales are finding increased importance in engineering. An example might be a large scale, otherwise homogeneous medium filled with dispersed small-scale particles that form aggregate structures at an intermediate scale. The objective in this paper is to formulate the strong-form Fourier heat conduction equation for such media using the method of reiterated homogenization. The phases are assumed to have a perfect thermal contact at the interface. The ratio of two successive length scales of the medium is a constant small parameter ε. The method is an up-scaling procedure that writes the temperature field as an asymptotic multiple-scale expansion in powers of the small parameter ε . The technique leads to two pairs of local and homogenized equations, linked by effective coefficients. In this manner the medium behavior at the smallest scales is seen to affect the macroscale behavior, which is the main interest in engineering. To facilitate the physical understanding of the formulation, an analytical solution is obtained for the heat conduction equation in a functionally graded material (FGM). The approach presented here may serve as a basis for future efforts to numerically compute effective properties of heterogeneous media with multiple spatial scales.

The paper’s main aim is to assess the measures implemented within the Rural Development Program (RDP) 2007–2013 in Poland. This programme is dedicated to the diversification of business activities in rural areas and rural livelihood and, thus, the improvement of the multifunctionality of rural areas. The analysis covered two measures from Axis 3, Improvement of the quality of life in rural areas and diversification of rural economy: M311, diversification into non-agricultural activities; and M312, Establishment and development of micro-enterprise. The study and the discussion are presented from a geographical perspective and, in a broader context, take into account several conditions (natural, urban, agricultural and historical) and the spatial diversity of the allocation of European Union (EU) funds. Models of a policy of multifunctional rural development, implemented after accession to the EU, are presented. The research’s spatial scope covers Poland’s territory on two spatial scales: the system of regions (16 NUTS2 units) and poviats (314 LAU level 1 units). The analysis covers all the projects implemented in Poland under the two measures of Axis 3 of the RDP 2007–2013. A set of conditions was prepared for all LAU1 units, forming the background for assessing the impact of the EU funds on the development of non-agricultural activities. To determine the relationship between the RDP measures and the selected groups of conditions, a synthetic index and a correlation index are used. They are also used to determine the mutual relations between the two analyzed activities in terms of the spatial scales used. Access to the EU funds (RDP) has considerably enlarged the opportunities for accelerating agricultural modernisation and restructuration towards multifunctional development, as well as the opportunities for implementing new development and work methods in the countryside in Poland. The attractiveness of the two studied RDP measures varied across regions. The beneficiaries’ activity depended on the local potential (resources), culture and tradition of the region, and size and potential of the farm. In the areas where agriculture is deeply rooted, beneficiaries were more willing to engage in ventures tapping into the resources available in their farms. Thus, they create additional livelihood of income and workplaces for household members. In turn, the beneficiaries from the areas where farms are smaller and economically weaker often undertake activities related to setting up a new business (outside farming).

This article argues that external factors of EU coverage in the media need to be reassessed against domestic factors, in particular how parties modulate media attention to EU affairs. We explain which parties may set the EU on the media agenda, and how parties interact with events depending on the level of conflict over EU issues. Drawing on the first long-term analysis of partisan agenda-setting of EU affairs in the media – based on ARIMA time-series models of monthly data collected for six newspapers from 1990 to 2015 – we determine the scale of partisan agenda-setting and find partial support for our model. Political parties do not face the intrusion of EU issues, but some of them are actively involved in this process.
