Among more dramatic effects, the COVID-19 scenario also raised the need for new online information and communication services, promoting the spread of software solutions whose usefulness will last well beyond the pandemic situation. Particularly in the cultural heritage domain, it has been unveiled the relevance of new AI-based approaches, able to dynamically aggregate information and making them available for a customized fruition aimed to the individual cultural growth. Here, we integrate machine learning techniques for the automatic generation of contents for an intelligent tutoring system grounded on automated planning techniques. We present a solution for semantic, intelligent creation of personalized cultural contents, born as a lesson-making assistant, but developed as to become a multi-function “cultural crossover”, useful in the frame of a wide range of planning, dissemination, and managing activities for cultural heritage contents.

Every day, information and communication technologies (ICT) are extending their influence on knowing and transmitting knowledge. They act on humankind at different levels: the individual, the society, and the community/organization. The Internet more than other instruments in the past is changing human customs and knowledge strategies mostly due to the online information systems developed during last few years.

In health care, the word ‘communication’ covers a wide range of interactions, including interpersonal communication, communication technology, medical education, health policy and mass communication. It takes many forms, from a brief informal talk between colleagues to formalised written documents between professionals. The essence of this verbal and written communication is the sharing of information. To make our information exchange more useful and to give it more meaning, the information communicated needs an appropriate framework. For example, the meaning of the diagnosis ‘schizophrenia’ is greatly enhanced by knowledge of the individual patient within the context (the framework) of his or her past history and family background.

The interpretation of the cultural heritage is presented in the context of the possibilities of ICT for the promotion of tangible and intangible cultural heritage. Examples for the use of Augmented reality (AR) for the presentation of European cultural heritage are explored. There were presented opportunities for interpretation of the cultural heritage through visual research with information and communication technologies (ICT) in real “in situ” and museum environment by examples from Bulgaria for the use of the “Method of interaction of the arts in interpreting and presenting the cultural heritage through Information and Communication Technologies “and in particular with the use of augmented reality, introduced with the dissertation work “Protecting Bulgaria’s cultural heritage in the context of the synthesis of architecture and Fine Arts” (Nenov 2016). The possibilities of the method are discribed in the projects for “Revitalization of Ancient and Medieval fortress Hotalich Sevlievo” and a project for virtual presentation of the archaeological sites of the cultural heritage with category “national significance” – “Ancient and Medieval Fortress in the Horizon neighbourhood” and “Temple of Kibela Balchik” – an interactive and children’s museum in open and indoor, created by a team with head arch. Ivelin Nenov. These sites have created an environment for interpretation and presentation of the cultural heritage through visual interactions in a real “in situ” and museum environment. The specific methodology used by the team to investigate the examined objects could serve as a basis for a new approach for documention, exhibition, preservаtion and socializiation of ruinous cultural heritage. The Information and Communication Technologies (ICT) that have been used are presented as an extremely flexible tool for the promotion of tangible and intangible cultural values among a wide range of target groups of local and foreign socio-cultural communities.

The importance of communication increases development of information and communication technology in world so rapidly, especially in telecommunications equipment. Mobile phone or smart phone is one type of communication tools that provide communication services to a wide range of features offered but the services offered are not free. Handy Talky is applications and services to communicate for free with the use of smart phones based on Android and has a wifi enable this feature. This communication utilizing wifi network at a frequency of 2.4 GHz as to communication network. Test the application is done by trying on some of the features on a smart phone application with different specifications. From the test produced a smart phone that can run the application properly in some smart phones with Android operating system version 4.2 and above, and the smartphone is connected to a wifi network

Smartphones are used to access a wide range of different information and communication services and perform functions based on data transfer. A number of subscription contracts for smartphones is rapidly increasing, and the development of mobile communications network provides higher speed of data transfer. The continuous increase in the average amount of data traffic per one subscriber contract leads to an increase in the total Mobile Data Traffic (MDT), globally. This research represents a summary of factors that affect the amount of smartphone MDT. Previous literature shows only a few of the factors individually that affect the realization of smartphone MDT. The results of the research clarify the ways which influence the amount of MDT generated by a smartphone. This paper increases the awareness of the users of the methods of generating smartphone MDT. The research also allows users to specify parameters that affect the prediction of generated MDT of a smartphone.

Text classification has grown into more significant in managing and organizing the text data due to tremendous growth of online information. It does classification of documents in to fixed number of predefined categories. Rule based approach and Machine learning approach are the two ways of text classification. In rule based approach, classification of documents is done based on manually defined rules. In Machine learning based approach, classification rules or classifier are defined automatically using example documents. It has higher recall and quick process. This paper shows an investigation on text classification utilizing different machine learning techniques.
