The reflection of ecosystem services in environmental policy has recently become a key aspect in solving environmental problems occurring as a consequence of their overburdening. However, decision makers often pay attention predominantly to results of quantitative (monetary valuation) methods. This article explores a new way of combining quantitative and qualitative methods that has proven to be a useful practice for achieving better environmental governance. We combine the (quantitative) choice experiment method and (qualitative) institutional analysis as full and equal complements. In our approach, the goal of qualitative institutional analysis is not to verify the adequacy of willingness-to-pay results but rather to better address cultural and social perspectives of society representatives. Such an approach increases the robustness of policy recommendations and their acceptance in comparison with isolated applications of both methods. To verify this general premise, both methods were applied in the territory of the Eastern Ore Mountains in the Czech Republic to capture preferences and attitudes of local stakeholders as well as tourists towards small-scale ecosystems. The results confirm that preference calculations regarding aesthetic values of ecosystems need to be complemented with facts about institutional settings and barriers in order to better address locally relevant recommendations for decision makers, such as the introduction of new economic instruments (e.g., local taxes or entrance fees). The findings of this study can also be considered for governance of larger local, common-pool resources such as (public) forests or protected areas.

Abstract In order to integrate ecosystem services (ES) in designing agri-environmental policy, we investigated both the demand for, and supply of, ES from agricultural environments in Finland. Using the discrete choice experiment method, we measured citizens’ willingness to pay (WTP) for four different ES and analysed farmers’ compensation request (willingness to accept [WTA]) for producing these services. Biodiversity and water quality gathered the highest WTA of farmers, but also the highest WTP of citizens. Overall, the average WTA exceeded the WTP for almost all attributes and levels, but 20–27 per cent of farmers were willing to produce the ES with the compensation lower than citizens’ WTP.

This chapter examines the evolution of concepts used in the environmental policy domain since the emergence of modern environmental governance. It includes a general discussion of environmental concepts including root terms which have generated 'families' of environment-related concepts: 'environment', 'sustainable', 'eco' or 'ecological' and 'green'. This is followed by a discussion of different types of concepts and an examination of concepts that play a particularly important role in structuring the policy realm. Examples here include meso-level analytic or management concepts such as the 'polluter pays principle', 'the precautionary principle', 'ecosystem services', resilience' , 'environmental security', and so on. Finally, the chapter explores the temporal evolution of the conceptual field tracing the evolution of the categories used to think about the environmental domain.

Conceptual innovations are a central feature of global environmental governance. Confronting degradation and unsustainability, scholars and practitioners turn to new concepts to identify, make sense of, and chart new directions towards meaningful governance solutions. But why do some concepts create lasting changes to governance institutions and governance practices, while others do not? Ideational theories of international relations highlight the importance of normative fit. In this paper we analysis the concept of ecosystem services to show that normative fit is just one dimension of governance fitness, which also includes practical fitness. Ecologists and economists coined the concept of ecosystem services to make biodiversity conservation intelligible to decision-makers versed in economic thinking. It has gained rhetorical traction, but ultimately failed to change how we treat nature because it lacks practical fitness. We interviewed fifty-six individuals working in twelve international organizations that have sought to translate the concept of ecosystem services into practice. Our analysis reveals forces limiting practical fit and constraining institutional uptake at three levels of analysis: structural, organizational, and agent. We present a cautionary tale that pushes scholars to carefully consider practical fit alongside normative fit when suggesting new concepts as organizing frames for how we govern global environmental challenges.

Usaha perikanan tangkap laut skala kecil mendominasi struktur perikanan Indonesia, mencakup > 90% dari struktur perikanan tangkap yang ada di Indonesia. Permasalahan utama dalam pengembangan usaha perikanan pada kelompok ini adalah keterbatasan aset dan permodalan serta sifat musiman dan resiko ketidak pastian sebagai akibat keterbatasan kapasitas yang dimiliki. Hal ini diperparah oleh minimnya keberpihakan penentu kebijakan pada kelompok usaha tersebut. Tulisan ini merupakan bagian dari penelitian Panel Kelautan dan Perikanan Nasional (PANELKANAS) yang bertujuan menyediakan database yang akurat di tingkat mikro yang mampu merepresentasikan kinerja pembangunan sektor kelautan dan perikanan. Secara spesifik penulisan artikel ini bertujuan untuk merumuskan rekomendasi kebijakan peningkatan efektivitas dan efisiensi pengelolaan perikanan tangkap laut skala kecil melalui fasilitasi peta perkiraan ‘fishing ground’. Data primer dan sekunder digunakan dalam penelitian ini. Data primer diperoleh melalui survei monitoring terhadap 30-40 contoh responden rumah tangga nelayan terpilih dengan menggunakan bantuan kuesioner terstruktur di lokasi Sibolga, Sampang dan Bitung; sedangkan data sekunder diperoleh dari laporan tahunan berbagai institusi terkait maupun hasil-hasil penelitian terdahulu. Analisis statistik deskriptif digunakan dalam penelitian ini, sedangkan penyajian dilakukan secara deskriptif eksploratif dengan bantuan teknik tabulasi silang. Hasil kajian memberikan ilustrasi dinamika musim penangkapan ikan di laut di lokasi terpilih, dinamika penguasaan aset dan investasi berdasarkan tipologi penangkapan, dinamika struktur biaya dan pendapatan serta rumusan rekomendasi kebijakan peningkatanan efektivitas dan efisiensi pengelolaan perikanan tangkap laut skala kecil melalui fasilitasi peta perkiraan ‘fishing ground’. Title: Improving Effectivity and Effienciency of Small-Scale Fisheries Business Through Facilitating the Estimated Fishing Ground Map. Small-scale fisheries business dominated the structure of Indonesian fisheries covering more than 90% of the structure of marine fisheries in Indonesia. Primary problems in the development of the sector were limited assets and capital as well as the seasonal nature and the uncertainties as a result of lack of capacity in managing the business. This situation compounded by lack of decision makers support to small scale fisheries. This paper is a part of Research Panel of the National Marine and Fisheries (PANELKANAS) which aims to provide an accurate data base at micro level by which are able to represent performance of the development of marine and fisheries sector. Specifically, this article aims to formulate policy recommendations to improving the effectiveness and efficiency marine capture fisheries management through facilitating an estimated ‘fishing ground’ map for small-scale fishers. Primary and secondary data were used in this study. Primary data were obtained through monitoring survey of 30-40 samples of selected fisher households by using a structured questionnaire at the Sibolga, Sampang and Bitung regencies, while secondary data were obtained from various institutions related to the annual report and the results of previous studies. A Descriptive statistics analysis was used in this study while the report was presented descriptive-exploratory by using cross tabulation techniques. Results of the study illustrate the dynamics of fishing season at selected locations, dynamic of control assets and investments based on the marine capture fisheries typology, dynamics of cost and revenue structure and formulation policy recommendations to improving the effectiveness and efficiency of marine capture fisheries management through the facilitation of small-scale map of the estimated ‘fishing ground’.
