The existence of sovereign rights in the North Natuna Sea has begun to be disturbed since China's claim of traditional fishing rights was strengthened by the nine-dash line claim. This claim includes the North Natuna Sea area into China's territorial sea, which makes this area a conflict area. The problem in this research is the existence of traditional fishing ground rights in UNCLOS III 1982 and the impact of the nine-dash line claim on Indonesia's sovereign rights in the conflict area of ??the North Natuna Sea. This study uses a normative legal research method with a statutory and conceptual approach. The results of the study explained that the 1982 UNCLOS III did not regulate traditional fishing ground, and the impact of the nine-dash line claim is very significant, as can be seen from the activities of Chinese fishers in the North Natuna Sea, which are supported by Chinese coast guard vessels, which have disrupted Indonesia's enjoyment of its sovereign rights. Thus, it can be concluded that the traditional fishing ground rights with the nine-dash line claim are not based on international law but are only based on China's unilateral claims and create conflicts that impact Indonesia.

This study examined the effect of the intrusion of the Kuroshio Current (KC) into the South China Sea (SCS) and the Taiwan Strait (TS) (SCS–TS region) on changes in catches of larval A. japonica in the traditional fishing ground waters of Gaoping near southwestern Taiwan in the SCS–TS region. First, the oceanic environment and recruitment trends from 1967 to 2019 were investigated based on secondary data. Then, field surveys were conducted to obtain primary data regarding the intrusion of the KC into the SCS, as well as the changes in the fishing sites and catches of A. japonica in the fall and winter of 2014–2015. Hence, the association between oceanic conditions and the number of A. japonica migrating into the SCS–TS region was explored. From 1967 to 2019, the recruitment proportion in the fishing grounds that formed due to the Kuroshio Branch Current (PKSBC) fluctuated significantly. Overall, positive values were observed for the Oceanic Niño Index for each year with a PKSBC > 50%, corresponding to El Niño conditions. In each year with a PKSBC > 70%, a looping path and a warm–core eddy appeared.

Jakarta Bay has a variety of biota as a fishery resource, the utilization of which is continuous intensively. this study aims to obtain the data and information on stock density, species composition, size structure and fishing ground.  The research was conducted by means of exploration and observation in 2016. The results showed that the average stock density in Jakarta Bay was 11,400 kg/km2 and in the Seribu Islands 25,500 kg/km2. Stock density distribution based on vertical coastline is obtained; mouth part 13,925 kg/km2, middle 11,709 kg/km2 and the coast 8,326 kg/km2. Coastal horizontal distribution; West area 15,311 kg/km2, Central 9,256 kg/km2 and East 9,259 kg/km2. Based on area in the Seribu Islands 25,500 kg/km2, Jakarta Bay 11,320 kg/km2 and Tangerang 11,610 kg/km2. Stock composition includes; demersal fish 84.53%, Cephalopods 9.98%, Crustaceae 4.32% and others. The fishing area of gill nets is wider and more spread out than other fishing gear.

Inner Ambon Bay is part of Ambon Bay; it is semi-closed area and a small pelagic fish fishing ground, especially anchovy. The anchovy is a zooplankton predator; therefore the existence of anchovy is affected by the abundance of zooplankton. The aims of the research are to obtain information on the composition, density, and spatial distribution of the zooplankton in these waters. Data of zooplankton composition were obtained from sampling by using plankton net at ten observation stations. Meanwhile, data of densities were collected using a scientific hydroacoustic system, BioSonic DTX supported with split-beam technology, on six parallel transect lines and one cross-parallel transect line. Geostatistical analyses technique was used to describe horizontal distributions of zooplankton, and vertical distributions pattern were plot in the graphs. The result shows that the zooplankton community is dominated by Copepod and meroplankton. The highest average density was found in August (9393 ind./m2),while the lowest density was in June (903 ind./m2).

Abstract Research on the potential fishing ground for demersal fishing is a way to determine the areas that have the potential for fishing activities. Potential fishing ground mapping can be done by observing the dynamics of oceanographic parameters. The use of satellite imagery helps in providing oceanographic data in order to study the variability of oceanographic parameter. The aim of the study was to analyse the relationship between oceanographic parameter and demersal fish catch in order to validate potential fishing grounds for demersal fish. This research has been conducted in the waters of the Riau islands. Field observations and data collection including surveys of fishing grounds and identification of fish catches were carried out during March to August 2020. To support the analysis, Aqua-Modis Level-3 satellite data was used to observe the oceanographic variations. The data used in the analysis consisted of fishing grounds coordinate information, catches, sea surface temperature, chlorophyll-a, water depth, and salinity. The results showed that during the period 2010-2020, oceanographic dynamics did not experience significant changes or tended to be stable. Most of the research areas indicated appropriate categories for fishing activities based on the research parameters analysis. The correlation of the research parameters described a significant effect on fishing activities.

Abstract This paper aims to examine how to protect of artisanal fishermen fishing ground and the policies that protect them. Small-scale fisher fishing grounds has to have a special attention due to their limitation. They are using very simple fishing gear, so they can’t sail far away from the coastal waters. The Fishing law give a specific attention for this matter, by limiting fishermen with 5 gross tonnage (GT) are only able to conduct their activities within the coastal waters. This study combines legal documents and the results of interviews with fishermen on 5 GT vessel. this studi of find, then the Law Number 27/2016 changed this regulation by increasing gross tonnage for small-scale fishermen from 5 became 10 GT, and it attract more serious problems for these small-scale fishermen since they have no exclusive fishing ground anymore. It will also affect to changes of fishing lane; fishing ground and vessels authorization procedure. By increasing GT, the 10 GT vessels also have rights to sail in the same fishing ground with 5 GT vessels and it’s created a potential conflict between the fishermen. So, harmonization of law is important task for the government in avoiding the overlapping rules on vessels criteria, by choosing law that prioritize on small-scale GT vessels.

Abstract The impact of the COVID-19 pandemic in Indonesia has been perceived by all community. The global economic slowdown has an impact on Indonesia’s economic growth. Exports of Indonesian fishery products are delayed due to restrictions on imported products in Indonesia’s export destination countries. This study aims to determine the impact of the COVID-19 pandemic on the utilization of fishery resources in the Indramayu District. The data used in this study are primary and secondary. Methods of data analysis using quantitative descriptive. The results showed that fishermen in the Indramayu District continue to catch fish using the same fishing fleet and gear at the same fishing ground. The decline in business income due to the decrease in the selling price of fish causes a decrease in business capital and a decrease in the source of livelihood for small-scale fishermen. Fishermen’s income has decreased by 20-30% per trip. Fishers continue to use the same boat, fishing gear, fishing ground, operational costs, and crew. The adaptation made by small fishermen is to reduce the number of trips to avoid losses when catches are low. The adaptation carried out by large-scale fishermen is to look for alternative sources of capital for operational costs to be still carried out during the fishing season. The government can provide fishing gear assistance and financial assistance to small fishers and provide capital institutions for large-scale fishers in reducing the impact of the COVID-19 pandemic on fishers in Indramayu.

Abstract Clorophyll is the colour pigment most common found in phytoplankton. Its concentration is one of the indicator of the high of productivity of aquatic area, especially in coastal area. Information of chlorophyll concentration and distribution is very important to determine the suitable location of marine aquaculture and prediction of fishing ground. The aims of this research were to: 1) find out and analyze the concentration of chlorophyll and its distribution in Borneo Island Indonesia and 2) the pattern of chlorophyll distribution for each provinces using modis terra data for five years (from January 2016 to December 2020) in monthly and annually data series. In addition, it used Seadas 7.5.3 for data visualization. The result of this research showed that the chlorophyll concentration ranged 0,045 – 20 mg/m3 and clorophyll distribution affected by the location that seen in all variation data series. In annually time series data, the highest value of concentration shown by west borneo province and central borneo province with the distribution area were larger as well. The distribution of chlorophyll in monthly data showed almost same with annually data time series. The difference was just in large area distribution. The pattern of chlorophyll distribution also showed that in the west Kalimantan and central Kalimantan area had the highest values.
