“The Gray Great Wall” formed by haze pollution is an increasingly serious issue in China, and the resulting air pollution has brought severe challenges to human health, the socio-economy and the world ecosystem. Based on the facts above, this paper uses China’s province-level panel data from 2009 to 2016, systematically measures the heterogeneous structure of regional ecological economic (eco-economic) treatment efficiency through a Super Slacks-Based Measure (SBM) model and dynamic threshold models, and analyzes the forcing mechanism of haze pollution pressure on regional eco-economic treatment efficiency from an environmental regulation perspective. Results indicated that China’s eco-economic treatment has been vigorously promoted, which is significantly conducive to green growth upgrading. However, the process has a large developmental scope due to regional heterogeneity. Interestingly, the forcing impact of haze pollution on regional eco-economic treatment efficiency is limited by the “critical mass” of environmental regulations: a weak degree of regulation will facilitate an increase in regional eco-economic treatment efficiency through the forcing effect of haze pollution pressure. Once environmental regulation reaches a critical level, a stronger degree of regulation will suppress the forcing effect of haze pollution in turn and it will decrease the regional eco-economic treatment efficiency. This paper endeavors to clarify the differences, suitability and dependency in the process of ecological transformation for Chinese local governments in different regions and provide policy references for a regional ecological transformation matching system.

:The aim of this paper is to examine the impact of local government competition and environmental regulation intensity on regional innovation performance and its regional heterogeneity. Based on the theoretical mechanism of the aforementioned variables, this study uses the Chinese provincial panel data from 2001 to 2016. We use the super-efficiency data envelopment analysis (SE-DEA) to evaluate regional innovation performance. To systematically examine the impact of local government competition and environmental regulation intensity on regional innovation performance, we build a panel date model using the feasible generalized least squares (FGLS) method. The results indicate that: the regional innovation performance can be significantly improved through technological spillover; local governments compete for foreign direct investment (FDI) to participate in regional innovative production. Moreover, improvements in environmental regulation intensity enhance regional innovation performance through the innovation compensation effect. Our results show that the local governments tend to choose lower environmental regulation intensity to compete for more FDI, which has an inhibitory effect on regional innovation performance. Furthermore, due to regional differences in factor endowments, economic reforms and economic development levels in Chinese provinces, there exists a significant regional consistency in the impact of local government competition and environmental regulation intensity on regional innovation performance. Therefore, institutional arrangements and incentive constraints must be adopted to enhance regional innovation performance as well as to guide and foster the mechanism of green innovation competition among local governments. At the same time, considering the regional heterogeneity of local government competition and environmental regulation intensity affecting regional innovation performance, policy makers should avoid the “one-size-fits-all” strategy of institutional arrangements.

Many studies have found that FDI can reduce the pollutant emissions of host countries. At the same time, the intensity of environmental regulation would affect the emission reduction effect of FDI in the host country. This study aims to reveal the internal mechanisms of this effect. Specifically, this paper studies the impact of FDI on technological innovation in China’s industrial sectors from the perspective of technology transactions from 2001 to 2019, and then analyzes whether the intensity of environmental regulation can promote the relationship. Results indicate that FDI promotes technological innovation through technology transactions. In addition, it finds that the intensity of environmental regulation significantly positively moderates the relationship between FDI and technological innovation, which is achieved by positively moderating the FDI–technology transaction relationship. Regional heterogeneity analysis is further conducted, and results show that in the eastern and western regions of China, FDI can stimulate technological innovation within regional industrial sectors through technology trading. Moreover, environmental regulation has a significant positive regulatory effect on the above relationship, but these effects are not supported by evidence in the central region of China.

Abstract Based on statistical data on 30 provincial administrative regions in China from 2000 to 2016, this paper conducts an empirical study of the impact of industrial agglomeration on haze pollution using the spatial Dubin model (SDM), spatial lag model (SLM), and spatial error model (SEM). The findings are as follows: (1) Industrial agglomeration can effectively reduce the degree of haze pollution. (2) Haze pollution has an inverted U-shaped relationship with economic development and population agglomeration. (3) The secondary industry has a positive correlation with haze pollution, while the tertiary industry can reduce haze pollution but not in an obvious manner. (4) The level of innovation and urbanization can help to reduce haze pollution, and the level of economic opening up and carbon dioxide emissions can exacerbate haze pollution. (5) Due to the insufficient commercialization of scientific and technological achievements, investment in science and technology is not obviously effective in preventing and controlling haze pollution. The relationship between environmental regulation and haze pollution is still unclear due to regional differences and the varied effectiveness of law enforcement. The study suggests that the government should guide industrial agglomeration in a reasonable manner, improve joint prevention and control across regions, and strengthen environmental regulation to prevent and control haze pollution.

Currently, the world is facing two significant challenges: low-carbon development and overcapacity. Government departments must reexamine their development strategy of energy industry. Implementing environmental regulatory policies and technological innovation can help alleviate coal industry’s overcapacity, while sustainable development requires joint actions of governments, enterprises, and the market. Based on the evolutionary game theory, this study constructs a tripartite evolutionary game model of local government, power industry, and coal enterprise. Under the premise of bounded rationality, the evolution path of each player in the game under the market incentive environmental regulation is analyzed, and the influence of the change of parameters of each player on the result is numerically simulated. The study found that strengthening environmental regulation by local governments is an inevitable choice to promote the transformation and upgrading of coal industry and power industry. In addition, reducing law enforcement costs and technological innovation costs are the fundamental point of the coordinated development of the three parties. Technological innovation in the power industry will reduce the probability of coal companies’ choosing clean production strategies, while seeking low-cost clean production technology and financial support is the key to coal companies’ optimization of production capacity.

Resource utilization not only meets the needs of economic development, but also has a far-reaching negative impact on the environment. Environmental regulation is regarded as the key measure to solve environmental pollution. However, the rent-seeking behavior of local enterprises will seriously weaken the implementation effect of environmental regulations. Under the background of the development of big data era, the massive micro enterprise data provided by China's private enterprise survey database provides favorable conditions for this paper to study its impact effect from the direction of big data. This paper uses OLS model and Tobit model to investigate the impact of rent-seeking on the implementation effect of environmental regulation. The results show that environmental regulation will make honest enterprises actively reduce output to control the emission level. However, rent-seeking enterprises will further expand their output to gain greater profits because they are sheltered by local governments.

Particulate matter contributes much to the haze pollution in China. Meteorological conditions and environmental management significantly influenced the accumulation, deposition, transportation, diffusion, and emission intensity of particulate matter. In this study, temporal and spatial variations of PM10 and PM2.5—and the responses to meteorological factors and environmental regulation intensity—were explored in Xi’an, China. The concentrations of PM10 were higher than those of PM2.5, especially in spring and winter. The mean annual concentrations of PM10 and PM2.5 markedly decreased from 2013 to 2017, but the decreasing trend has plateaued since 2015. The concentrations of PM10 and PM2.5 exhibited seasonal differences, with winter being the highest and summer the lowest. Air quality monitoring stations did not reveal significant spatial variability in PM10 and PM2.5 concentrations. The concentrations of PM10 and PM2.5 were significantly influenced by precipitation, relative humidity, and atmospheric temperature. The impact of wind speed was prominent in autumn and winter, while in spring and summer the impact of wind direction was obvious. Additionally, the emission intensity of SO2, smoke and dust could be effectively decreased with the increasing environmental regulation intensity, but not the concentrations of particulate matter. This study could provide a scientific framework for atmospheric pollution management.

The report of the 19th National Congress of the Communist Party of China emphasized the need to promote green development and strengthen the environmental protection system. China’s introduction of foreign investment has gradually shifted from emphasis on “quantity” to “quality” in the context of the new normal. In view of this, this paper discussed the mechanism of impact of FDI on China’s regional GTFP with the relationship between FDI and the regional GTFP as the logic starting point. The research results show that FDI has in general exerted a “pollution halo” effect in China, which affects the regional GTFP through technology and human capital spillover effects; FDI has non-linear impact on GTFP at different levels of environmental regulation and marketization; “pollution haven", “bottom line competition” and other phenomena will occur at low levels of environmental regulation and marketization; FDI will inhibit the increase in China’s regional GTFP; the impact of FDI on GTFP is regionally different, and the western and northeastern regions are “pollution havens” in China.

Industrial green technology progress is an effective way to realize high-quality economic development in China. The different competitive incentives of local governments make a difference in the intensity of environmental regulation between regions. The intensity of environmental regulation is different in different areas of the same industry, leading to the inter-regional transfer of pollution enterprises. The regional distribution of industries is different, which determines the different industries’ needs to coordinate different regions. Only when various industries realize the coordination of regional governance can they jointly promote the progress of industrial green technology. Based on data from 33 industrial sectors in China from 2001 to 2015 and considering the institutional evolution of governance synergy, this study comprehensively investigated the influence mechanism of local government environmental regulation on the industrial green technology progress using the mediating effect model. We found that environmental regulation promoted industrial technological progress through governance synergy and a low degree of inter-regional regulation coordination hindered the industries’ green technology progress. With the change in inter-regional governance synergy levels, we further discovered that the impact of environmental regulation on industrial green technology progress changed substantially. At a low level of governance synergy, environmental regulation inhibited industrial green technology progress. At a high level of governance synergy, environmental regulation promoted industrial green technology progress. While strengthening environmental regulation, we should promote inter-regional cooperation at the industry level. Only by collectively enforcing pollution regulations in industrial level can industrial green technology progress be promoted.
