Background: The New Environmental Health is an approach to environmental health adopted in 1999. The new approach was in response to emerging health risks from the pressures that development placed on the environment, climate change, and increasing vulnerabilities of local communities. The new approach heralded a change in perception and roles within environmental health. Twenty years on, it seems these changes have not been embraced by local government. Methods: To determine whether this was the case, we assessed the use of the term “environmental health” in local government annual reports, and where environmental health functions sit within the organisational structure of councils. Results: We found that the New Environmental Health has not been adopted by councils and environmental health relates solely to the delivery of statutory services and legislative compliance. Conclusions: One result of this is local environmental health practitioners, who constitute the major health protection capability of councils, are defined by the narrow legislative obligations imposed on councils. This represents a significant lost opportunity as public health is not protected in the way that was envisaged with the adoption of the New Environmental Health.

Abstract Organisational Structure of Municipal Offices - Key Determinats The multitude of tasks and problem issued faced by local governments necessitates their evolution towards improvement of the existing organisational structures. Comparison of the existing organisational structures of various municipal offices could create a misleading that their organizational structures do not undergo any transformations. In reality, the type of an organisational structure remains unchanged while its elements change very frequently. These changes are activated when, according to the office management, they do not ensure proper performance of tasks faced by local government administration and appropriate customer service. Also note that, in the applied solutions, there is a strive for perfection which can be noticed, in a sense. It expresses the concept that this is not a structure which can effectively play its role today and is prepared for challenges of tomorrow. However, the process of transformations has not developed any new solutions. To this end, the local government must develop organisational structures appropriate for identifying and reaching its objectives. For this reason, it’s worthwhile to consider solutions which combine elements of the existing and modern solutions or address new opportunities created by process-oriented structures. However, these transformations must, first and foremost, cause a transformation of bureaucratic-style municipal offices into modern organisations which apply modern methods of management. These are organisations which introduce deep-reaching organisational changes, i.e. transform their hierarchic interorganisational relations into more partner relations and transform their structural solutions into more flexible solutions as well as change their employees’ way of thinking. Without such transformations in local government, municipal offices will be still referred to as bureaucracy and civil servants as bureaucrats.

China has undergone rapid urban expansion in recent decades. At the same time, environmental pollution and its risk to public health have increased. However, the relationship between urban land-use changes and health is ambiguous and insufficiently understood. Based on a typical city-scale case—namely, Changzhou, China—this research aimed to interpret the evolution of health risks alongside land-use change during the process of urbanization. We gathered data from multiple sources, including population mortality data, socioeconomic data, remote-sensing images, data for the points of interest of enterprises, and relevant information on environmental health events and cancers. The results showed that Changzhou’s urbanization was typical insofar as it was characterized by massive growth in industry, a rapid increase in the urban population, and urban land expansion. Health risks related to environmental pollution increased considerably with urban land expansion over time, and they increased with proximity to the pollution. The results from a generalized linear model confirmed that Changzhou’s urbanization triggered increasing health risks. Our study interpreted the relationship between urban land expansion and health risks from a spatiotemporal perspective. It can be used as a reference for urban planning and policymaking with regard to urban environmental health.

The response of local government (LG) to issues of rising rates of noncommunicable diseases (NCDs) is an important one given their roles as place managers. This article explores the experiences of LG built environment and community health practitioners to identify barriers and enablers to the implementation of healthy planning and associated active living promotion efforts. The role of Australian LG in community health is presented, followed by findings from practitioner surveys and policy analysis undertaken, with subsequent discussion of the barriers and enablers. Six key enablers and barriers to successful project implementation were identified: (1) internal LG functioning, (2) the promotion of co-benefits, (3) partnerships, (4) the value of recognition and good news, (5) placing a mandate for action on LG and (6) funding and resourcing.
