Globally, assessing sustainable development methodology is kept in sustainable society index (SSI) format, but at the level of meso- and microsystems it remains undeveloped. The aim of the study is to typologize innovative mesosystems in Russian industry in the context of sustainable development based on the CART algorithm and to develop an algorithm for identifying priority areas of sustainable development. The research methods applied included formalization, a systematic approach, and the CART algorithm (calculation of the Gini index, training sample segmentation, the use of a recursive function and regression assessment). As a result of the study, the algorithm for the differentiated identification of innovative mesosystems sustainable development priority directions in industry based on the unique author’s methodology (ISDI) is proposed. The predominance of mesosystems with weak level of sustainable development requiring state support in favor of such mesosystems restructure is revealed. The novelty of the research lies in the development of new science-based solutions to ensure an accelerated transition of industry to the path of sustainable development. The difference of the author’s approach from the provisions known in science is the inclusion of environmental innovations in the mechanism for managing the sustainable development of innovative mesosystems and subsequent accounting in the process of mathematical processing of an array of data, which determines the uniqueness of the constructed decision trees.

Purpose Although the value of community capacity building is widely accepted within scholarly literature, these initiatives thus far appear to have achieved very little impact in the achievement of community development aspirations. This paper aims to increase knowledge regarding specific priority areas which when targeted will result in more effective pathways towards sustainable development. Design/methodology/approach This study was performed through utilization of a qualitative strategy, which involved the combination of a number of qualitative methods and techniques including individual interviews, surveys, focus groups, literary review and policy analysis. Findings The investigation found that improving identified CSD priority areas, aligned with the sustainable development goals (SDGs), seems to be the most effective strategy to enhance the ability of local communities to overcome sustainability challenges over time. SDGs 9, 4, 15, 16, 17 and 8 were identified as the areas of greatest significance for practical community capacity building for sustainable development (CSD). Originality/value This paper answers scholarly literature’s call for greater investigation into bringing sustainability research closer to society, to clearly define research direction and agenda. It also recommends ways to action the global goals locally.

Latin America, with a Gini coefficient for land of 0.79, is the world’s most unequal region in terms of land distribution. Land inequality is one of the greatest impediments to Latin American societies for achieving sustainable development and economic growth. Many studies have demonstrated how an unequal land concentration affects the quality of democracy and social cohesion and inhibits economic growth. Land is the main and in many cases the only asset for millions of rural households in the region and Land tenure can mean the difference between subsistence and extreme poverty. The present work reviews the agrarian reform processes that were experienced in part of Latin America and examines the impacts of the subsequent neoliberal reforms on land tenure, land and capital concentration. Finally it focuses on the need of a new distribution of land in order to achieve higher levels of Socio‑Economic equality an also meet the Sustainable Development Goals in the region.

The financial situation and incomes of Simbirsk residents of the second half of the 19th — early 20th centuries are considered. The relevance of the study is due to the fact that understanding urban everyday life is impossible without an idea of the income that the citizens had. It is noted that in the period under review, class division is gradually turn to the division of society in the capitalist way, differentiation by income is confirmed, which is reflected in the mentality and administrative management. The difference between the population of Simbirsk and other Volga cities is shown: the share of the nobility among the urban population was twice as high as in neighboring cities, and the share of the peasantry was half that in Samara and four times less than in Saratov. A review of statistical information on the income of various classes and categories of employment is carried out. Particular attention is paid to the development of entrepreneurship and merchants and income in this area. It is noted that in Simbirsk, the development of entrepreneurship was slower than the average Russian values. The results of a comparative analysis of the standard of living and material situation of citizens living in Simbirsk with the indicators of other cities are presented. It is stated that for the sustainable development of capitalist relations, the introduction of financial organizations and entrepreneurship from the outside was necessary in Simbirsk.

The paper investigates the participatory budgeting phenomenon in how it may accelerate many of the Sustainable Development Goals (SDGs) and support governments in reaching targets of the 2030 Agenda. The article analyzes the links between public participation in the budget process and sustainable development, illustrates the difference between participatory budgeting and other forms of public participation, and highlights the main effects of participatory budgeting. Results emerged from the analysis are that participatory budgeting as an adaptive mechanism can be integrated into the national objectives for the localization of the 2030 Agenda; that as a small-scale tool it can become a mechanism for testing numerous innovative approaches to public services provision; and that the “sustainable community creation” effect is the most important contribution to the Sustainable Development Goals.

As the forerunner and policy test field of the sustainable development, the sustainable development pilot zones are an important strategy for China to explore the mechanism and model of the coordinated development of human and land in different regional units. However, the impact of sustainable development pilot zones, especially on the improvement of environmental efficiency, needs to be assessed. In this paper, 187 prefecture-level cities in China were taken as samples (22 sustainable development pilot zones and 165 nonpilot ones). Firstly, the environmental efficiency of 187 prefecture-level cities between 2006 and 2016 was measured by data envelopment analysis (DEA). Then, the effect of construction of sustainable development pilot zones on environmental efficiency was assessed using the difference-in-difference (DID) model. The assessment results were further verified by propensity score matching with difference-in-difference (PSM-DID). In addition, the impact mechanism of construction of the sustainable development pilot zones on the environmental efficiency was discussed. Results show that the environmental efficiency of sustainable development pilot zones is 27.7∼31.7% greater than that of nonsustainable one, which is mainly attributed to the environmental regulation and industrial structure adjustment.

Achievement by states of the Sustainable Development Goals proclaimed by the UN in 2015 requires appropriate governance. The most appropriate method is strategic planning. A large number of strategic planning documents have been adopted in Russian regions. The author notes that the words “plan,” “forecast,” “strategy,” “program” are found in the names of 950 thousand legal acts of the regional and municipal levels. This is about 9% of their total. In this article, the author examines regional legislation for the inclusion of ideas on sustainable development. The author uses methods of analysis, synthesis, generalization, and system-structural method. The study results confirm that the regulation of sustainable development is reflected primarily in strategic planning documents. The author shows that references to sustainable development in 88% of cases are found in strategic planning documents. Strategic planning documents are adopted following the federal law “On strategic planning in the Russian Federation". However, the article concludes that the approaches to the formation of strategic planning documents are different. The author demonstrates that similar strategic documents are adopted by various bodies and for different periods. For example, only 46 out of 85 regional development strategies have been adopted until 2030; the rest have different implementation dates. The author concludes that the difference in approaches is permissible, and the intersection of strategic measures in various documents of the same level must be timely excluded.

The increasing attention and sensitivity to issues related to Global Warming and Climate Change are strengthening the actions and policies related to Sustainable Development trying to give to this concept a clearer engineering dimension. Not only policymakers are involved in this aim and experts of interdisciplinary aspects but also the irreplaceable involvement of citizens which with their behavior can make the difference and get much closer to the seventeen goals of the sustainable development by 2030. In this framework, the Territorial Energetic and Environmental Planning provides operational solidity to the concept of Sustainable Development, giving more responsibility to local administrations (as it is due according to subsidiarity), with the Central Government that guarantees the respect of the principles of Subsidiarity and Glocalization. Province of L’Aquila (in the Abruzzo Region, Italy) has been a leading player of this program and, in 2012, has realized the ambitious goal of having favored a Covenant, joining all the 108 Municipalities of the Province. Department of Industrial and Information Engineering and Economics (DIIIE) of the University of L’Aquila designed the Sustainable Energy Action Plants (SEAP) and the monitoring phase of all the Municipalities through a scientific methodology which matched the goal of SEAPs with the dimension of the Municipality. In order to go deep into SEAP’s analysis, in this paper Authors describes the second uploading and necessary steps: a quantitative analysis of the Baseline Emission Inventory, the quantification of the SEAPs planning actions and the definition of the Monitoring Emission Inventory. This second step was done for the Municipality of Avezzano, one of the main Municipality of the L’Aquila Province, and gave the quantitative dimension of the CO2 emissions referred to the year 2017, compared with 2005 baseline emissions. The reduction commitments to be reached in 2020 defines the present distance to the target.
