The paper addresses sustainability, heritage, management, and communication from UNESCO’s Marine World Heritage (MWH) perspective, analyzing its digital narrative footprint through social media. It aims to understand how MWH is conceptualized, managed, and communicated and whether it is framed with sustainability and biocultural values facilitating interactivity, engagement, and multimodal knowledge. Hence, a content analysis of the Instagram accounts of the MWH of Outstanding Universal Value (OUV) sites and protected areas has been conducted. The study included evidence from their Instagram profile, posts, features, and reactions. The findings indicated the dearth of a management and communication strategy being shared among and across UNESCO’s MWH of OUV sites and protected areas, capturing the “lifeworld” and the “voice” of the marine heritage as unified. They also revealed that nature and human, and biological and socio-ecological ecosystems of MWH of OUV sites and protected areas are not interlinked in marine heritage management and communication featuring the whole and the entirety of the marine heritage site ecosystem. The lack of this expansion of meaning and engagement does not facilitate the shift of the route in the marine-scape, from discovery and being listed as World Heritage to human-nature interaction, diversity, dynamicity, and ocean literacy. The study contributes to setting the ground rules for strengthening marine heritage management and communication in light of the United Nations Sustainable Development Goals (SDGs) and the Ocean Literacy Decade (2021–2030).

PurposeThe study aims to analyze the development of Omani heritage legislation against the UNESCO World Heritage Convention (WHC), 1972 and WHC Operational Guidelines (WHC-OGs) to predict the possible effects of the recent developments on the management of the World Heritage Site in Oman.Design/methodology/approachThis study discusses the development of the heritage protection legislation in Sultanate of Oman since 1970; it analyses the Omani Cultural Heritage Law 35/2019 against the recommendations of the UNESCO WHC as well as the requirements of the World Heritage Operational Guidelines. Moreover, the research investigates the possible effects of the recent heritage legislation developments on the management of Bahla Fort and Oasis in Oman, which is the first Omani World Heritage Site and the only site with special management regulations.FindingsThe paper outlines the effects of both the Omani Cultural Heritage Law 35/2019 and the Special Management Regulations 81/2019 on the implementation of the Bahla Management Plan. Additionally, the research establishes how the customization of heritage legislation as a special heritage management regulation facilitates the implementation of national legislation to solve specific local problems.Originality/valueThe study establishes the significance of developing comprehensive legislation to protect and manage the rich Omani cultural heritage and World Heritage Sites in alignment with the WHC and the WHC-OGs.

This chapter critically discusses the current heritage management processes deployed at the Sigiriya World Heritage site in Sri Lanka, a significant tourist attraction. We examine the current condition of the site and the lack of involvement of the associated communities in its management. Through a series of inquiries among healers, artisans, and irrigation managers, new insights are gained into indigenous heritage values and meanings that are separated from heritage values assigned to Sigiriya. These insights compel an argument for the necessity to incorporate the ideas and opinions of the traditional knowledge keepers of the ancient villages in the vast forest land around Sigiriya. We end with suggesting a template arising out of local analyses for changing the management protocols at Sigiriya.

Influences exerted by cultural heritage properties on developments in architecture, town planning, or landscape design represent one of the criteria that are used to evaluate the Outstanding Universal Value of the properties nominated for listing as World Heritage Sites, which is criterion (ii). In 1996, the wording of criterion (ii) was revised to address the interchange of human values exhibited by cultural heritage properties. The main aim of this study was to discuss the changes that occurred to the application of criterion (ii) following the revision of its wording of 1996, particularly in relation to historic towns. The study also aimed at investigating the applicability of the revised version of criterion (ii) to the particularity of the cultural heritage of an Egyptian historic town and a potential World Heritage Site, which is “Historic quarters and monuments of Rosetta/Rachid”. To achieve these aims, a sample of World Heritage Sites, or potential ones, representing both the pre-1996 and the post-1996 historic towns whose Outstanding Universal Value was justified based on criterion (ii), was adopted for the analysis of the changes in the application of criterion (ii). Subsequently, a brief preview of the major features that represent the mutual influences experienced throughout Rosetta’s wider cultural context was carried out. The findings revealed that the prevalent trend in the post-1996 listings of historic towns is the emphasis on other cultures’ influences exerted on the concerned historic towns through interchanges of human values that take the form of exchanges of technical know-how, traditions and religious values. The findings also indicated the applicability of the revised version of criterion (ii) to the particularity of Rosetta’s cultural heritage. The study recommends inscribing Rosetta on the World Heritage List based on criterion (ii).

The “Hidden Landscape of a Roman Frontier” is a collaborative research project run and jointly funded by Canterbury Christ Church University (CCCU) and Historic Environment Scotland (HES). Intended to run for a 3-year period, it began in October 2015. The project focuses on the landscape archaeology, history, and heritage management of the Roman frontier in Scotland, part of the “Frontiers of the Roman Empire” transnational UNESCO World Heritage Site since 2008. The project's primary data-set is comprised of aerial LiDAR at 0.5-m resolution covering the World Heritage Site, combined with terrestrial laser-scanning coverage for the forts at Bar Hill and Rough Castle and the fortlet at Kinneil. All data was commissioned under the auspices of the Scottish Ten Project; the aerial data was captured in spring 2010, the terrestrial data in July 2013 and April 2016. The project also draws upon a number of supplemental data sources, including the National Monuments Record of Scotland (https://canmore.org.uk/), geophysical survey data, archive aerial images, colour infra-red imagery, and additional LiDAR data from the UK Environment Agency.

AbstractTourist congestion at hot spots has been a major management concern for UNESCO World Heritage Sites and other iconic protected areas. A growing number of heritage sites employ technologies, such as cameras and electronic ticket-checking systems, to monitor user levels, but data collected by these monitoring technologies are often under-utilize. In this study, we illustrated how to integrate data from hot spots by camera-captured monitoring and entrance counts to manage use levels at a World Heritage Site in southeastern China. 6,930 photos of a congestion hotspot (scenic outlook on a trail) were collected within the park at a 10-minute interval over 105 days from January to November 2017. The entrance counts were used to predict daily average and maximum use level at the hotspot Average use level at the congestion hotspot did not exceed the use limit mandated by the Chinese park administration agency. However, from 9:20 am to 12:00 pm, the use level at hotspots exceeded visitor preferred use level. Visitor use level was significantly higher at the hotspot during a major Chinese “golden week” holiday. The daily entrance counts significantly predicted the average and maximum use level at the hotspot. Based on our findings, we recommend that the number of visitors entering the gate on each day should be less than 28,764 for the hotspots to meet use level mandates, while less than 6,245 to meet visitor preference. The gap manifested the complexity in visitor capacity management at high-use World Heritage Sites and other protected areas and calls for innovative monitoring and management strategies.

Abstract UNESCO World Heritage Sites (WHS) are areas of outstanding universal value and conservation importance. They are, however, threatened by a variety of global change drivers, including biological invasions. We assessed the current status of biological invasions and their management in 241 natural and mixed WHS globally by reviewing documents collated by UNESCO and IUCN. We found that reports on the status of biological invasions in WHS were often irregular or inconsistent. Therefore, while some reports were very informative, they were hard to compare because no systematic method of reporting was followed. Our review revealed that almost 300 different invasive alien species (IAS) were considered as a threat to just over half of all WHS. Information on IAS management undertaken in WHS was available for fewer than half of the sites that listed IAS as a threat. There is clearly a need for an improved monitoring and reporting system for biological invasions in WHS and likely the same for other protected areas globally. To address this issue, we developed a new framework to guide monitoring and reporting of IAS in protected areas building on globally accepted standards for IAS assessments, and tested it on seven WHS. The framework requires the collation of information and reporting on pathways, alien species presence, impacts, and management, the estimation of future threats and management needs, assessments of knowledge and gaps, and, using all of this information allows for an overall threat score to be assigned to the protected area. This new framework should help to improve monitoring of IAS in protected areas moving forward.
