Multi-stakeholder platforms (MSPs) have gained momentum in addressing contentious and cross-sectoral aspects of natural resources management. They have helped to enhance cross-learning and the inclusion of marginalized groups. Tanzania’s water resources management sub-sector has championed these platforms as a means of breaking silos around planning, coordination, and resource mobilization. However, it is not uncommon to experience the occasional dominance of some influential sectors or groups due to their resources contribution to the process, contemporary influence, or statutory authority. Between 2013 and 2020, Tanzania has pioneered the establishment of MSPs at a national level and across the river and lake basins. This paper examines the representation of stakeholder groups in these platforms. Additionally, it establishes the baseline information that contributes to unlocking the current project-based platform design characterized by inherent limitations to potential changes in stakeholders’ attitudes and actions. The research analyzed stakeholder’s views, their representation, and the local and international literature to formulate opinions. Findings indicated that gender equality had not been adhered to despite being in the guidelines for establishing MSPs. The balance of public, private, and civil society organizations (CSOs) is acutely dominated by the public sector organizations, especially water-related ones. Finally, participation on the decision-making level is minimal, causing unsustainable platforms unless development partners continue to support operational costs.

Abstract Afghanistan has abundant water resources; however, the current state of affairs is dismal because of the lack of integrated water resources management (IWRM) practices and prolonged war and conflict in the country. Therefore, there is a need for a systematic approach to water management, which can be materialized by integrating IWRM and the water–energy–food (WEF) nexus approach to maintain a critical balance of available water resources and their various uses at the national level. This study provides a comprehensive assessment of Afghanistan's water resource management, including the current state, challenges, opportunities, and way forward. The identified challenges are categorized as social and environmental issues, engineering and technical and regulatory, policy and government role. These challenges are inter-connected and a novel framework toward the implementation of IWRM and the WEF nexus in Afghanistan is proposed. This framework can be used by the relevant stakeholders to prepare a roadmap for sustainable management of water resources. Such integrative approaches will enhance Afghanistan's water, food, and energy security and significantly contribute to its economic development. Moving forward, the Afghanistan government must play a crucial role with regards to the efficient management of the country's water resources in an integrated manner as suggested in this paper.

Public participation (PP) is increasingly expected to enhance the effectiveness of water resources management. This is recognized in recent legislation such as the European Union Water Framework Directive. We identify five key constituents that affect the success of PP processes and which can be used as indicators thereof. These comprise: 1) the scope of the participants; 2) communication with the public; 3) capacity building; 4) timing; and 5) financing of participation. They are based on the management of resources—namely time, human and financial resources—and on further aspects that emerge from the utilization of these resources throughout the PP process. Drawing on existing case studies from the European Union and Canada, we demonstrate the applicability of our evaluative scheme. We find severe deficits in the PP cases that can all be attributed to the five key constituents. Although not representative, our analysis points to important challenges for water policy, particularly in the European multi-level context.

Implementation of sustainable development related to the management of groundwater resources in the area can be realized with the establishment of a policy which is inseparable from the values prevailing in the society. The formation of ground water resources management policies is not only technically partial, but must also be comprehensive-holistic. Groundwater management activities include the conservation and utilization of groundwater organized to realize the sustainability and continuity of availability of groundwater and its sustainable benefit. Water resources policy in the form of government intervention should be able to improve the efficient use of water resources in an optimal and sustainable and should provide reinforcement right to water for the community. Weight of policy should be placed in a fair way, where the public interest, private interest and the government’s interest is positioned in a balanced condition, but with the requirement that the parties are jointly responsible for creating actions in environmental improvements.

This paper will describe the function of water resources to support business activities in Surakarta regency, Central Java province. Surakarta is a business city in Central Java province with small business enterprises and specific culture. This city has a famous river with the name is Bengawan Solo. Bengawan Solo is a River Flow Regional (RFR) to support business activities in Surakarta regency. Concious with the function, societies and local government in Surakarta must to manage the sustainability of River Flow Regional (RFR) Bengawan Solo. It is important to manage the sustainability of business activity in Surakarta regency.   According to the condition in Surakarta regency, this paper will explain how the simulation of Low Impact Development Model in Surakarta regency. Low Impact Development is a model that can manage and evaluate sustainability of water resources in River Flow Regional (RFR). Low Impact Development can analys goals, structures, and process water resources management. The system can also evaluate results and impacts of water resources management. From this study, we hope that Low Impact Development can manage water resources in River Flow Regional (RFR) Bengawan Solo.
