Among the many new phenomena observed in Russia over the past decade is the rapid development of financial law, which has occupied a very modest place among other branches of law and legal sciences for many years. Until then, the legislation containing the rules of financial law had been few, with mainly government decrees and instructions from the central financial and credit authorities. Financial law did not generate much interest as a subject of study and scientific research. There has been a different picture in recent years. The legislative basis for regulating financial relations is actively being formed, and interest in financial law has increased sharply from management structures in all areas of economic activity, state authorities and local self-government bodies and citizens, especially entrepreneurs. Среди многих новых явлений, наблюдаемых в России последнего десятилетия, можно отметить бурное развитие финансового права, занимавшего долгие годы в числе других отраслей права и юридических наук весьма скромное место. До этого времени законодательные акты, содержащие нормы финансового права, были немногочисленны, здесь действовали в основном правительственые постановления и инструкции центральных финансово-кредитных органов. Финансовое право не вызывало большого интереса как предмет изучения и научных исследований. В последние годы наблюдается иная картина. Активно формируется законодательная основа регулирования финансовых отношений, резко возрос интерес к финансовому праву со стороны управленческих структур во всех областях хозяйственной деятельности, органов государственной власти и местного самоуправления и граждан, особенно предпринимателей.

Among the many bacteria present on and around the root, Pseudomonas bacteria are (among) the best root colonizers and therefore very suitable to apply for beneficial purposes. In this chapter, we discuss the possibilities to use such bacteria for the following purposes: fertilization of the plant, stimulation of plant growth and yield, reduction of plant stress, and reduction of plant diseases. This research was supported by numerous grants, especially from the Dutch Organization for scientific research (NWO), EET, the European Commission and INTAS.

Contemporary scientific research faces major cultural and institutional hurdles. Some of the primary challenges include an exploding knowledge base and organizational complexity of many scientific projects, the overproduction of PhDs relative to the availability of faculty positions, and protracted educational trajectories for many aspiring researchers. Perhaps the most serious set of consequences caused by the fierce competition of modern science are low rates of reproducibility in research studies across many disciplines, a startling reality which undermines the scientific process and institutional authority itself. In an increasingly interconnected intellectual world, where fundamental and applied research are deeply interwoven, the implications of this state of affairs extend well beyond the research laboratory. In this article, I explore one possible strategy among the many necessary interventions for addressing these critical global issues, namely, new graduate programs to train scientific generalists. Rather than focus on developing niche technical skills, these programs would train outstanding communicators and decision makers who have been exposed to multiple subjects at the graduate level. The motivation for creating such programs is to introduce a large number of exceptionally trained individuals across all industries and organizations who have been encouraged to think critically about the practical realities and contemporary cultural trends of scientific research. I suggest possible avenues for structuring such programs and examine the roles that generalists might play in the modern research, policy, and industrial landscape.

Introduction. The following article reflects the views of Uzbek linguist A. Gulomov, who made a great contribution to Uzbek linguistics sciences. In his scientific works, the scientist pays great attention to the analysis of additives. The period of creation of serious scientific research on the morphology of the Uzbek language falls on the 40’s of the XX century - the years created by A. Gulomov. By this period, a separate study of each morphological phenomenon began gradually due to general morphology. We will consider the work in this direction on an additional example, which was met in 1940 by the linguist A. Gulomov with more than hundreds of articles that reflect the many and other meanings of scientific research of the scientist. Research methods. By the 40’s of the twentieth century, in Uzbek linguistics, A. Gulomov applied an approach to the source of research, synthesizing various methods of analysis based on different directions, in all respects, based on the relationship of the source with other phenomena. Results and discussions. Without a deep study of A. Gulomov’s research, created in the 40’s and 50’s, these are unconscious opinions.

Michael Polanyi was almost unique among philosophers in not only fully acknowledging but in arguing from the tacit dimensions of our knowledge which concern the many things which we know but cannot state nor even identify. He argued that our knowledge is a tacit, personal integration of subsidiary clues into a focal whole, and he elaborated this structure of knowing into a corresponding ontology and cosmology of a world of comprehensive entities and actions which are integrations of lower levels into higher ones. Polanyi used these accounts of knowing and being to argue against the ‘critical’ demands for impersonal, wholly objective and fully explicit knowledge, against reductionist attempts to explain higher levels in terms of lower ones, and to defend the freedom of scientific research and a free society generally.

The importance of software continues to grow for all areas of scientific research, no less for powder diffraction. Knowing how to program a computer is a basic and useful skill for scientists. This paper explains the three approaches for programming languages and why scripting languages are preferred for non-expert programmers. The Python-scripting language is extremely efficient for science and its use by scientists is growing. Python is also one of the easiest languages to learn. The language is introduced, as well as a few of the many add-on packages available that extend its capabilities, for example, for numerical computations, scientific graphics, and graphical user interface programming. Resources for learning Python are also provided.
