METHODOLOGY FOR SUBSTANTIATING THE RATIONAL ROUTE OF INFORMATION TRANSMISSION IN THE INFORMATION AND TELECOMMUNICATION NETWORK IN THE CONDITIONS OF THE COMPLEX IMPACT OF THE ENEMY

Представлены подходы к повышению устойчивости функционирования информационно-телекоммуникационной сети, которые способствуют оптимизации процесса передачи данных среди обменников информации за счет повышения быстродействия и нахождения оптимального пути передачи данных. Отмечается, что сокращение времени обмена информацией между абонентами будет происходит по наиболее короткому пути и это должно существенно повлиять на качество информации,ее важность и необходимость при ведении боевых действий в условиях радиоэлектронного противодействия противника. Various approaches to improving the stability of telecommunications networks, which lead to optimizing the data transfer process by increasing the speed and finding the most optimal data transfer path, are presented. It is noted that the reduction of the data exchange time between subscribers will occur along the shortest path, which will significantly affect the quality of information, its importance, and the need for conducting combat operations in the condition of electronic counteraction of the enemy.

The data being transferred over the supply chain has to compete with the increasing applications around the web, throwing open the challenge of meeting the constraint of in-time data transfers with the available resources. It often leads to flooding of resources, resulting in the wastage of time and loss of data. Most of the applications around the customer require real time data transfer over the web to enable right decisions. To make it happen, stringent constraints are required to be imposed on the quality of the transfer. This chapter provides the mechanism for shaping of traffic flows towards sharing the existing infrastructure.

We show, for the non-Markovian or time-dependent Markovian model of noise, by breaking the noisy spatial quantum channel (SQC) into a series of periodically arranged sub-components, that the quality of information transmission described by the purity, fidelity and concurrence of the output states can be improved. The physical mechanism and possible implementation of the idea have been discussed.

At present, the daily and combat activities of almost any army in the world are largely determined by the quality of information and space support. At the same time, the quality of support depends largely on the stability of the functioning of such unique technical facilities as spacecraft flight control centers. Based on the features of building new and upgrading existing flight control centers, their susceptibility to destructive information influences has been established. In this regard, the only way to guarantee the recovery of the information management system after information and technical impact was determined, namely, the complete redeployment of automated workplaces, including the reinstalling of operating systems, general software and special software. To ensure the efficiency of recovery of the system under consideration, the need to automate the deployment of software for automated workstations of the spacecraft flight control center was justified. The results of the analysis of existing approaches to software deployment have shown the need for implementation directly disrespecting methods. Based on this, the complex software deployment process was formalized, and the structure of the automated software deployment system for automated workstations of the spacecraft flight control center was proposed, the use of which will ensure the necessary level of stability in the implementation of technological cycles of spacecraft control in particular, and the quality of information and space support for troops in General.

An agent searches sequentially for advice from multiple experts concerning the payoff of taking an operation. After incurring a positive search cost, the agent can consult an expert whose interest is partially aligned with him. There are infinitely many experts, each has access to an identically and conditionally independent signal structure about the payoff, and each makes a recommendation after observing the signal realization. We find that the experts face a loser's curse, which could hamper the quality of information transmission. This effect is illustrated by studying the limit of equilibria with vanishing search cost. The main findings are as follows. First, there are signal structures with which both the agent's payoff and social welfare are strictly lower than the alternative scenario in which the agent commits to consulting a single expert only. Second, under some signal structures, no information can be transmitted in equilibrium, even though informative recommendation is possible if the agent could commit to a single expert. Finally, we identify the necessary and sufficient condition that ensures perfect information aggregation in the limit.

The fields of Construction Management are so vast these days that it enriched with so many elements contemplate to 7D of BIM (Building Information Modeling). Facility Management holds the 7D position to understand and acquire proper knowledge about the quality and performance of a building structure. The purpose of this paper is to identify research gaps in the field of Building Information Modelling (BIM) in the Facility Management (FM) business, as well as practical issues that facility management professionals face while using BIM. The key to successful BIM deployment in the FM business is to improve communication among various stakeholders throughout the project lifecycle. However, there is still some debate over the value of FM in the construction business. To put it another way, construction does not comprehend FM. There are also concerns about interoperability and data exchange. The Quality of information is connected with PIM and AIM with various IQ perspectives. It is determined that BIM-based FM procedures have the potential to change not just the perspective of the FM sector, but also the perspective of the whole industry, as they are based on a collaborative approach to the delivery of intelligent facilities.

Analysis into the effects of parametric characteristics of visual aid on the perception level of information transmitted has led to the possibility of examining and determining the quality of the reading level as a function of certain parameters of a digital apparatus (sensor), the distance to the text, the size of letters and the intensity of light. Efforts have been made to evaluate the effect of the specifications of the executor as well as the information transfer (by tactile way) speed onto the sensory organs of the disabled person at the perception level. A choice has been made of rational information transfer speeds and appropriate visual aid characteristics to facilitate an adequate perception level.

The paper ­describes the verification of the quality of the data transfer between selected software dedicated to generation of building models and for their analysis using the finite element method. For comparison, models of two typical structures are constructed: a steel truss hall and a multi-storey reinforced concrete building. Both models are created simultaneously in two programs: Autodesk Revit and Tekla Structures. Next, these models are exported to computational packages: Autodesk Robot, Dlubal RFEM and SCIA Engineer. Different options of data transfer are considered, in particular: a direct link between programs as well as via open formats. The scope and limitations of the data exchange are determined in each case. Juxtaposition of the effectiveness of different transfer methods for such typical building models are helpful at the stage of cooperation between the architect and the structural designer. In addition, pilot results of a finite element static analysis for the steel hall model are also compared.

The article presents a method of assessing the stability of the information and telecommunication network in terms of informational impact. In modern war, the primary objects of directed counteraction and defeat are presented with control systems rather than troops and weapons. The predicted nature of the enemy’s impact on the military control system and the information and telecommunication network as its technical basis leads to the emergence of new requirements for the quality of the latter. The presented approach allows us to determine the order and type of impact on each element of the TCS, which in turn will allow us to assess the comprehensive indicator of the stability of the network (the coefficient of downtime or serviceable action).
