Mengacu pada besarnya kontribusi sektor UMKM terhadap produk domestik regional bruto (PDRB) Kota Batu yang mencapai 86,7 persen dan penyerapan tenaga kerja di sektor UMKM sejumlah 45.447 orang atau sebesar 21,35 persen dari total penduduk Kota Batu yang jumlahnya kurang lebih 213 ribu jiwa (Richa, 2018 dalam malangtimes.com), tidak sedikit UMKM di Kota Batu yang menghadapi berbagai persoalan sehingga menyebabkan lemahnya daya saing. Sekalipun UMKM dikatakan dapat bertahan dari berbagai krisis global, akan tetapi pada kenyataannya permasalahan-permasalahan yang dihadapi tetap banyak dan rumit. Tambunan (2009) dan Ishak (2005) menyebukan bahwa para pelaku UMKM menghadapi persoalan utama yakni kurangnya akses informasi, seperti informasi pasar, informasi mengenai keahlian dalam pemasaran, informasi terkait dengan legalisasi, perizinan, dan birokrasi, dan yang paling utama adalah sulitnya mengakses informasi mengenai pendanaan, pinjaman, maupun kredit. Berbagai persoalan ini menjadi kendala bagi pelaku UMKM karena dengan terbatasnya akses informasi, pelaku UMKM tidak dapat mengarahkan pengembangan usahanya secara foku dan terarah, sehingga perkembangan usahanya mengalami stagnasi. Kemampuan dalam mengakses berbagai informasi tersebut menjadi modal penting bagi pelaku UMKM, bukan hanya dari aspek ekonomi saja akan tetapi juga untuk aspek sosial yang lain. Modal yang demikian ini termasuk dalam modal social atau social capital. Adapun hasil yang diharapkan dari kegiatan pengabdian masyarakat ini yaitu terbukanya pengetahuan dari pelaku UMKM tentang pentingnya hubungan sosial dan juga pentingnya modal sosial yang berlandaskan trust (kepercayaan). Terlebih di Era New Normal saat ini, yang dilakukan UMKM bukan untuk mengembangkan usahanya lagi melainkan bagaimana para pelaku UMKM ini dapat bertahan sehingga usahanya tetap berjalan. Oleh karena itu sangat penting bagi pelaku UMKM untuk memahami bagaimana social capital dapat menjadi senjata ampuh bagi usahanya untuk terus bertahan di tengah ketidakpastian.

Abstract The coastal area of Watulimo District is included as a tsunami-prone area that is directly adjacent to the Indian Ocean. The Indian Ocean is the subduction zone of the Indo-Australian Plate and the Eurasian Plate, which results in geological processes and high-intensity seismic activities that can trigger tsunamis. On the other hand, in the new normal era, the coast of Watulimo District includes a high-level COVID-19 zone with 74 cumulative cases, comprising 6 active cases, 54 recovered cases, and 14 deaths. The study aimed to examine the level of capacity of coastal communities in Watulimo District, Trenggalek Regency, based on five livelihood capitals (natural capital, financial, physical, human, and social capital) to reduce tsunami disaster risk in the new normal era. The analytical method used in this research consisted of scoring analysis and pentagon assets analysis. The capacity of the coastal community in Watulimo District shows that the sub-villages with high capacity are Gading, Prigi, and Ketawang Sub-villages. On the other hand, the sub-villages with medium capacity are Gandu, Tirto, Gendingan, Sumber, and Gares Sub-villages. Meanwhile, the sub-village with low capacity is Karanggongso Sub-village, due to the low human capital and social capital. Therefore, in efforts to reduce disaster risk, the area that needs to be prioritized for handling is Karanggongso Sub-village through improvements in social conditions, one of which is by prioritizing education levels, such as training related to the threat of the tsunami disaster and the COVID-19 outbreak.

The impact of the COVID-19 pandemic in Indonesia shows a worrying phenomenon. The trend of increasing cases continues, with the number of confirmed cases approaching 4000 cases a day. Efforts to implement social distancing have been carried out in various regions which show a significant number of cases. At present, the Indonesian government has also prepared economic recovery through the new normal concept, by reopening public service activities and business economy while strictly implementing health protocols. This paper tries to provide a conception of online social capital to recommend solving the pandemic problem. Online social capital will generate productivity in people's lives in adherence to health protocols such as handwashing, wearing face masks, and other protective measures attempts. Furthermore, online social capital is expected to have an impact on smoothing the infection curve and stopping the transmission of the virus. This article suggests four steps including managing infodemic and literacy capacity, staying at home and protecting families from the spread of the virus, utilizing digital communication effectively, and preparing emergency response procedures for disaster management.JEL Classification H51; I18; O35

<p class="abstrak" align="center"><strong>Abstract</strong><strong></strong></p><p class="abstrak">This paper seeks to explain the importance of faith-based organizations as social capital during the new normal era in West Sumatra. Considering West Sumatra is identical with the strong Islamic Identity and the increase of Covid-19 cases which put the region in the 6th highest number in Indonesia, this research is imperative to be conducted. Referring to WHO’s policy, the local government of West Sumatra has imposed several regulations for new normal adaption and controlling the Covid-19 in the society. Therefore, this paper uses qualitative methods and social capital is applied for interpreting data. The data used in this study is the primary and secondary data—the primary data. We argues that the religious character of West Sumatra society provides opportunities for faith-based organizations to support the government in reducing the number of positive cases by educating people through Ulama who actively play a role in daily life.</p><p class="abstrak"> </p><p class="abstrak" align="center"><strong>Abstrak </strong><strong></strong></p><p class="abstrak"><em>Tulisan ini berupaya untuk menjelaskan mengenai pentingnya organisasi berbasis agama sebagai modal sosial pada masa new normal di Sumatera Barat. Sumatera Barat identik dengan identitas Islam yang kuat. Peningkatan kasus Covid-19 menempatkan Sumatera Barat pada urutan ke-6 di Indonesia. Maka dari itu penelitian ini menjadi penting untuk dilakukan. Mengacu pada kebijakan WHO, Pemerintah Daerah Sumatera Barat telah memberlakukan peraturan tentang adaptasi new normal dan pengendalian Covid-19 di masyarakat. Tulisan ini menggunakan metode kualitatif dan modal sosial digunakan untuk menginterpretasikan data. Jenis data primer dan data sekunder digunakan dalam tulisan ini. Kami berpendapat bahwa karakter masyarakat Sumatera Barat yang agamais memberikan peluang bagi organisasi berbasis agama dalam mendukung pemerintah menekan jumlah kasus positif dengan mendidik masyarakat lewat ulama yang aktif berperan dalam kehidupan sehari-hari. </em></p>


PPP model has become an important means to reduce the financial burden in the new normal, and PPP model in China has a certain difference with the PPP model overseas. Based on the analysis of the characteristics of PPP model, the definition of PPP model according with realistic of China is proposed; the advantages of PPP model are analyzed from helping the transformation of government functions, promoting investment diversification, and reasonable risk allocation etc.; through analysis of partnership concept, the essence of PPP model is put forward, which is the complementary advantages of the government and social capital.
