Abstract Purpose: Is to investigate the relationship between training and development (T&D) methods and organizational performance in the local government sector, as well as contribute to knowledge. Research Methodology: The study employed a quantitative approach and correlation design, a census sampling method to sample 215 employees, a structured questionnaire to collect data, multiple linear regression to test hypotheses, and the Statistical Package for Social Science (SPSS) version 20 to input, transform and analyze the data. Result: The result shows that training and development (T & D) methods (job orientation, job rotation, workshop & conference, and classroom lectures) had a significant relationship with organizational performance. The findings also revealed that training and development (T & D) methods (job orientation, workshop & conference, and classroom lectures) have a significant relationship with the quality of service delivery. However, job rotation has no relationship with quality service delivery. Limitation: The study's main weakness is that it only looked at four different training and development methods and their impact on organizational performance and service quality. Another flaw in the study is that it only looked at one metropolitan assembly. Contribution: In this regard, metropolitan and municipal assembly executives and managers should consider employing training and development methods that provide stronger predictions to boost the organization’s performance and delivery of quality services to communities. They should train and develop employees within the organization as soon as political power changes hands to enhance organization performance because policy adherence is critical to the organization's performance.

This article reviewed employee training and development as a model for organizational performance and effectiveness. The various literatures reviewed on the topic in question showed that, training and development had positively correlated and claimed statistical significant relationship with employee performance and effectiveness and can advance organizational growth and success. In order to improve employee training and development as well as improved performance and service delivery, it is recommended that management should increase the number of employees taking part in training and development.

The study applied cross sectional survey design in structured questionnaire to collect data from 66 personnel of designated positions of any accessible branch of the 22 deposit money banks. Spearman’s Rank Correlation Coefficient tool was employed with the help of SPSS Version 21.0, in statistically analyzing data. Results revealed that staff training and development have positive and significant relationship with organizational performance. Consequently, the study concludes that staff training and development are strategic assets in equipping employees with the necessary tools to improve productivity. The research recommends that banks that want to improve productivity are encouraged to invest more on staff training and development; particularly mentoring and job orientation.

Purpose This paper aims to develop a framework for incorporating implementation indicators of corporate governance for municipalities in South Africa. In South Africa, there is a corporate governance framework (King III report) that is regarded as a seminal work applicable to both the public and private sectors. Despite its existence, municipalities still struggle to provide services to the citizens due to poor implementation. The poor corporate governance implementation in municipalities led to several issues such as loss of credibility for local government, little interests from investors to invest in municipalities, service delivery protests from communities, maladministration and unexpected change of leadership in municipalities without succession planning in South Africa. Design/methodology/approach The study conducted literature review to demonstrate the need for a framework to implement corporate governance in South Africa. Findings It is evident from the study that the municipal sector could improve its performance and practices of corporate governance, if the underpinning framework is adopted and implemented as a sector framework. The integration of governance elements during the development of the municipal sector integrated development plan (IDP) will facilitate a coherent base for good governance implementation practices. Research limitations/implications This research would go a long way in bringing out the anomalies that paralyse municipalities, the root causes of inefficiency and possible ways to rectify them. Practical implications This study offers a framework that can help the local government sector to improve on service delivery. Implementation of the framework can also assist municipalities in obtaining clean audits from the supreme audit institutions in their respective countries. Social implications The study has a huge social impact as it would help municipal officials take notice of the issues raised and act accordingly thus improving the life of citizenry. Originality/value This study adds value to the existing theoretical and conceptual issues that form the ongoing discourse on the implementation of corporate governance in local government, especially in South Africa, as the country is characteristic by corruption and maladministration.

Ghana‘s decentralization concept was initiated to promote popular grassroots participation in the management and administration of local governance institutions for improved conditions of life. This is believed to be an important means to improving the effectiveness of service delivery and empower the local people to participate in the development processes that affect their lives. Despite this important role of local communities and stakeholders in the local governance processes, their involvement in decision making on planning, budgeting and financial management of local government agencies is only marginal. This low level of participation is one of the most structural challenges confronting Ghana‘s decentralisation process and local government financial management. Using Stakeholder Analysis, this paper examines the role and level of participation of stakeholders in planning, budgeting and financial management of the Sefwi Wiawso Municipal Assembly. The results of the study indicate that, there has been very little space for local participation and that most of the stakeholders lack proper understanding of the planning, budgeting and the financial management systems of the district assemblies. This lack of space for stakeholder participation has constrained the promotion of effective, responsive and responsible government at the local level for poverty reduction. Procedures and structures for community engagement in the monitoring and evaluation of development interventions seldom exist. The paper argues that an effective engagement of local communities and other stakeholders will enhance transparency and improve upon service delivery within the local government systems. A conscious effort to build capacities and create space for local engagement will enhance the efforts of decentralisation and fast track poverty reduction and national development in Ghana

This study investigated the impact of training and development on employees’ productivity and organizational performance in the Asante Akim South Municipal Assembly as a case study. The study applied structured questionnaires to a sample size of 75 drawn by a convenient sampling technique. The study also employed the purposive sampling technique to generate respondents to be interviewed. The data generated was analyzed using descriptive statistics. The findings of the study show that majority (77%) of the respondents agreed that training and development has enhanced their efficiency and job productivity. Secondly, majority (68%) of the respondents agreed that training and development enhanced organizational performance. The effectiveness and quality of the training programmes have also been found to be appreciable. The study recommends that departments within the district assembly should conduct more training programmes for their employees on a continuous basis. Organizers of the training programmes should also ensure the effective organization of these programmes.

The early moves to e-Government in Australia were prompted by factors such as government reform, the need to reduce costs and the desire to improve the effectiveness of service delivery. Often these were the objectives of higher levels of government rather than individual councils in the local government sector. While there have been significant improvements in many areas of local e-Government, a number of local councils in Australia particularly those in rural communities are yet to have enhanced their web-based services. The chapter will report on the progress local government in Australia have made towards e-Government implementation, specifically on citizen access to electronic service delivery. The chapter provides a background to the types of electronic information and services provided by local government in Australia and recent moves in Australia to enhance citizen involvement. The research identifies many of the internal and external pressures on local government which are often different from those at higher levels of government. At the local government level, where a significant number of citizen-to-government transactions occur in Australia, e-Government can be as much a barrier as it can be an enabler for citizen access to information and services. The result for local government is often a varied and at times confused approach to e-Government.

Devolution, which was incorporated into the Constitution of Zimbabwe through section 264, is a new phenomenon in Zimbabwe. This incorporation came about because of the need for participatory governance and the devolution of power away from the centre. Over the years, local governance has been informed by a plethora of pieces of legislation that do not provide an enabling environment for citizen participation, giving Zimbabwe’s local government a chequered history that excludes citizens from participating in public affairs that affect their lives. An analysis of section 264 of the Constitution revealed that devolution has the propensity to enhance transparency, efficiency and effectiveness as well as the fulfilment of central government’s responsibilities at provincial and local levels. This article argues that the belated implementation of the devolution of power has delayed improved service delivery, effectiveness, efficiency and accountability within local governance. This article further seeks to explain how the implementation of section 264 of the Constitution can bring about good local governance.
