El área de acción del trabajador social es diversa; en el ámbito educativo, su trabajo se fortalece con otros profesionales, encontrándose con situaciones conflictivas relacionadas con estudiantes, familias, docentes y autoridades, que afectan el proceso formativo. El propósito de la investigación fue identificar la intervención del trabajador social como parte del equipo multidisciplinario del Departamento de Consejería Estudiantil (DECE) en el Distrito 4 del cantón Portoviejo – Manabí - Ecuador, zona 13D01. Para la puesta en marcha de este estudio cuali – cuantitativo se utilizó a nivel teórico los métodos inductivo – deductivo, análisis y síntesis, y la revisión bibliográfica que permitió fortalecer el sustento científico; a nivel empírico se aplicó encuesta a estudiantes, trabajadores sociales y directivos de las Unidades Educativas, el análisis estadístico para el procesamiento de datos. En los resultados se destaca que los problemas más comunes están relacionados con la disciplina y el rendimiento académico de los estudiantes; la   función principal del trabajador social se circunscribe en la orientación a estudiantes y padres de familia, y la investigación; evidencia un rol protagónico y su aporte es valorado por los miembros de la comunidad educativa; de la misma manera se resalta la necesidad de emprender acciones de prevención que atenten al desarrollo armónico de los estudiantes y sus familias y la atención a los derechos de los grupos más vulnerables. Sumary The ​​action area of the social worker is diverse; In the educational field, his work is strengthened with other professionals, encountering conflictive situations related to students, families, teachers and authorities, which affect the training process. The purpose of the investigation was to identify the intervention of the social worker as part of the multidisciplinary team of the Department of Student Counseling (DECE) in District 4 of the canton of Portoviejo - Manabí - Ecuador, zone 13D01. For the implementation of this qualitative study - quantitative at a theoretical level - the inductive methods - deductive, analysis and synthesis, and the bibliographical review that allows to improve the scientific sustenance; an empirical level was applied to students, social workers and managers of the Educational Units, the statistical analysis for data processing. The results highlight the most common problems related to the discipline and academic performance of students; the main function of the social worker is circumscribed in the orientation to students and parents, and the investigation; evidence a leading role and its contribution valued by members of the educational community; in the same way, it is due to the need to undertake prevention actions that threaten the harmonious development of students and families and the attention to the rights of the most vulnerable groups. Uno de los grandes problemas que enfrentan los profesionales de las ciencias sociales y humanidades  en el momento de intervenir con personas que posean alguna discapacidad es no saber qué hacer, cómo actuar y con quiénes debe coordinar su acción, disminuyendo en alguna medida el nivel de desempeño y satisfacción. A partir de este escenario el presente trabajo tiene como objetivo determinar las  competencias  esenciales del trabajador social para la intervención social y familiar con niños con discapacidad auditiva. La investigación fue realizada a partir de la  sistematización y otros métodos teóricos tales como el análisis y la síntesis de la literatura referida al tema, así como conversatorio sobre experiencias con profesionales en el área, permitiendo enfocar como resultados fundamentales  que las competencias básicas del trabajador social se refieren a las actuaciones integrales que debe demostrar en su desempeño   profesional, mismas que le permita potenciar un ambiente armónico y efectivo de inclusión y de desarrollo de los niños sordos, mediante el trabajo coordinado con los diversos agentes: padres, maestros, autoridades, otros profesionales  y comunidad en general.  Palabras Clave: Competencias profesionales, intervención,  familia, Trabajo Social, niños sordos. Abstract  One of the major problems faced by professionals in the social sciences and humanities at the moment of intervening with persons with disabilities is not knowing what to do, how to act and with whom should coordinate their action, decreasing to some extent the level of performance and satisfaction. From this scenario the present work aims to determine the essential competences of the social worker for social and family intervention of children with hearing disability. The research was carried out from the systematization and other theoretical methods such as the analysis and synthesis of the literature on the subject, as well as a conversations with professionals about experiences in the area, allowing to focus as fundamental results that the basic competences of the social worker refer to the integral actions that must be demonstrated in their professional performance, which allow them to potentiate a harmonious and effective environment for the inclusion and development of deaf children through coordinated work with several agents such as : parents, teachers, authorities, others Professionals, and the community in general.  Keywords: Professional skills, intervention, family, social work, deaf children.

The article considers social and communicative culture as a fundamental component of the professionalism of future social workers. The main function of social and communicative culture, which is to establish emotional interaction and communication with clients, is distinguished. Attention is drawn to the fact that the formation of social and communicative culture is an important task of future social workers' training. The theoretical and methodological basis of social and communicative culture of the personality, in particular, of future social workers, is investigated. The approaches of scientists to understanding the essence of the concept of 'culture', 'culture of communication', 'social-communicative culture', 'social-communicative culture of a social worker' are analyzed. The relationship between the features of social work and the quality of mastering the communication skills are the basis for the professional competence of the social worker has been clarified. The essence of the content of the social- communicative culture of the future social worker is revealed through the focus on ethics and humanization of professional relations, realization of the formed moral convictions, ideals and cultural values, and the structure of the social-communicative culture of future social workers is characterized. The fundamental importance of social and communicative culture has been identified as future professionals need to be trained to establish linguistic contact with clients, perceive professionally, understand and use information, clarify real problems of clients, and influence them effectively.

The vulnerability translates in concrete human groups that, although they know what occurs around them in a digital matter, by his own social and cultural condition they are alienated and, in this sense, away of the exercise of the information right. The aim has been to analyze the critical, media and digital literacy for the empowerment of vulnerable groups. The systematic review of the literature (meta-synthesis) covers the period between the years 1996-2016 and launched 202 documents, of which 117 fulfilled the inclusion criteria (105 documentary investigations and 12 qualitative studies). The results indicate that boys, teenagers and adults have been benefited and empowered by this literacy, many of them with low educational levels, in an econo¬mical disadvantage situation or have been alienated or excluded socially and culturally. The informal spaces for the media and digital training prevail as well as the reconceptualization reflection of the literacy, the reason why the vulnerable groups move away of his profits, like the influence of the empowerment in the social and personal sphere and the educational and communicational implications for those who have the responsibility of empower. It concludes that the groups are vulnerable if only they stay ignorant and that teach them to read and write empower them for the citizen life. La vulnerabilidad se traduce en grupos humanos concretos que, si bien conocen lo que ocurre alrededor de ellos en materia digital, por su propia condición social y cultural están marginados y, en ese sentido, alejados del ejercicio del derecho a la información. El objetivo ha sido analizar la alfabetización crítica, mediática y digital para el empoderamiento de grupos vulnerables. La revisión sistemática de la literatura (meta-síntesis) abarca el período comprendido entre los años 1996-2016 y arrojó 202 documentos, de los cuales 117 cumplieron con los criterios de inclusión (105 investigaciones documentales y 12 estudios cualitativos). Los resultados indican que niños, adolescentes y adultos se han beneficiado y empoderado de esta alfabetización, incluso con niveles bajos de educación, con situación de desventaja económica, con altos niveles de exclusión social o cultural. Son los espacios informales los que prevalecen para esta formación mediática y digital y la reflexión sobre la necesaria alfabetización. Se analiza también en este estudio la influencia del empode¬ramiento en la esfera social y personal, y las implicaciones educativas y comunicacionales para quienes tienen la responsabilidad de empoderar. Se concluye que los grupos son vulnerables si solamente se mantienen con bajos niveles de formación y que alfabetizarlos otorga el empoderamiento requerido para la vida ciudadana.

Ensuring a decent standard of living for citizens, especially vulnerable groups, requires qualitative changes in society. Social projects are a modern tool for making change. In this regard, it becomes relevant to study the applied aspect of their implementation – technology for the development and implementation of social projects. This study aims at exploring the nature and classification of social projects, as well as improving and further developing the technology for the development and implementation with justification of the project proposal and documentation using the Let’s Start Together project as an example. The object of research is the process of using technologies for the development and implementation of social projects in solving social problems of society. The subject is theoretical and practical recommendations on the technology for the development and implementation of social projects, based on the justification of the project proposal and documentation. The following methods were used: logical analysis – to clarify the essence of the concept of a social project; analysis and synthesis – to improve the classification of social projects; network planning – to formulate a technology implementation plan for the development and implementation of social projects. The paper explores the essence of a social project, proposes the classification of social projects and defines criteria for their evaluation. The sources of financing a social project are characterized; co-financing by various donors. A technology for the development and implementation of social projects is proposed. Considerable attention is paid to the first stage, namely the development of the project proposal and the documentation of a social project. The proposed technology was tested in the context of the social project Let’s Start Together.

Due to a burgeoning tourism industry in the Indian Himalayan region of Ladakh, Buddhist monasteries now have lucrative means for generating income through tourism-related business and financial support from international sponsors and local business owners. Where previously Buddhist monasteries were dependent on the donations and labour of the lay community, currently, with the accumulation of surplus wealth, many Buddhist leaders of prominent monasteries have begun flipping this donor system around. Throughout this article, I look at how Buddhist monastic leaders have invested surplus economic resources into philanthropic projects as a way to ‘give back’ to the wider community. I argue that the philanthropic initiatives by Buddhist leaders in Ladakh help to position Buddhist monastics as taking a leading role in the social and economic transformation of the region, thus working to push back against processes of secularization that threaten to decrease the influence of Buddhist monastic institutions.

Religion in the hands of authoritarian governments can prove to be an effective political instrument to further their agenda. This paper attempts to explore this aspect of authoritarianism with the case of Turkish family laws under Erdoganist Islamist legal pluralism. The paper analyzes the AKP’s government’s attempts at pro-Islamist legislation, fatwas produced by Diyanet (Turkish Directorate of Religious Affairs) and by pro-government right-wing religious scholars to explore the changes that have occurred, both formally and informally, in the largely secular family laws of the Republic of Turkey in the last decade. By focusing on the age of marriage, this paper tries to understand the impact of Islamist legal pluralism and unofficial Islamist laws on the formal legal system as well as the social implications of this plural socio-legal reality, particularly for vulnerable groups such as the poor, refugees, children, and women. The trends demonstrate the informal system’s skew towards Islamism, patriarchy and disregard for fundamental rights. This Islamist legal plurality almost always operates against the women and underage girls, which creates profound individual and social problems. The paper concludes by pointing out the critical issues emerging in the domain of family law due to the link between the growing power of Islamist legal pluralism and its political instrumentalization by the Justice and Development Party (AKP).
