Historically, the inequitable funding for First Nations schools in comparison to funding for provincial schools has been an issue from the time of early day schools, to residential schools in which students worked half a day to tend to crops in order to grow food for consumption by students and staff, and to present day where band-managed schools still experience lack of funding.  Similarly, the lower salary levels for teachers in federal and today in First Nations-managed schools has been identified as a significant issue related to teacher retention. The purpose of this research was to identify current factors affecting teacher recruitment and retention in present day First Nations’ managed schools. In this paper we report on one case study comparing funding and teacher retention in one provincial school system and schools in one Tribal Council in Saskatchewan.Keywords: funding; First Nations schools; administration; teacher recruitment; teacher retention

Although residential schools no longer exist today, the systems of oppression which allowed them to operate continue. These systems have existed non-linearly throughout time, as the past, present, and future effects of colonialism intersect in the lives of First Nations. The spiritual successor of the residential school project can be viewed in many contemporary structures; specifically, in the institutionalized violence accumulated within the child welfare system. In this paper, I argue that the contemporary child welfare system in Canada, as it relates to both on- and off-reserve First Nations children, is the modern-day successor of the Indian Residential School System. Specifically, the strategies of racialization and subalternation underpinning the colonial machine, and exemplified within the residential school system, have surreptitiously reformed into the child welfare system.

The primary purpose of this paper is an exploration of issues related to the provision of second level (central office) services available to schools within the Yorkton Tribal Council (YTC), a First Nations educational authority located in southeastern Saskatchewan.  Research results supported the role of second level services in improving student learning and identified a shortfall in second level funding for the Yorkton Tribal Council.  Key stakeholder focus groups from within the Yorkton Tribal Council agreed with these conclusions and identified a number of additional issues such as relevant curriculum, instruction, teacher recruitment and retention, and improved leadership and governance.Keywords: second level services; governance; student achievement; First Nations educational authority; Yorkton Tribal Council

In a review of First Nations band-managed school policies, the Department of Indian and Northern Affairs Canada (2002) noted what had been devolved was “the specific operation of the school. What was not devolved was an [education] system which would support the school” (p. 5) delivery of quality educational programming for First Nations’ students. The purpose of this paper is to compare available second level services and funding levels provided in schools operated by a Tribal Council and a provincial school division. Differences in service levels and funding, the authors argue, must be addressed if equitable services and enhanced learning experiences are to be available to all students regardless of school type attended.

A statistical review provides analysis of four years of speech therapy services of a suburban school system which can be used for comparison with other school system programs. Included are data on the percentages of the school population enrolled in therapy, the categories of disabilities and the number of children in each category, the sex and grade-level distribution of those in therapy, and shifts in case-load selection. Factors affecting changes in case-load profiles are identified and discussed.

The Canadian public has heard many apologies from various governments and church institutions over the last 20 years. In June 2008 Prime Minister Stephen Harper apologized to First Nations for the federal government’s role in the residential school system. First Nations have also received apologies from the United Church of Canada (UCC) for its participation in these schools. Much of the work being done on the process of apology assesses the apology in order to judge if it is convincing and worthwhile.My work asks the question: are apologies effective in their attempt to make amends for past injustices, or are they examples of what Klein calls “manic reparation”?
