The subject of this article is the problems of the nature, essence and purpose of prosecutorial activity. The purpose of the article is to study and justify the role of the human rights function in prosecutorial activities in the concept of a modern legal state. At the heart of prosecutorial activity is the implementation of the main function of the Prosecutor’s office – its rights and freedoms, their protection. This means that any type (branch) of Prosecutor's supervision is permeated with human rights content in relation to a citizen, society, or the state. This is confirmed by the fact that the Federal law “On the Prosecutor's office of the Russian Federation” establishes an independent type of Prosecutor's supervision-supervision over the observance of human and civil rights and freedoms. It is argued that the legislation enshrines the human rights activities of the Prosecutor's office as its most important function. It is proposed to add this to the Law “On the Prosecutor's office of the Russian Federation”.

In this article, the authors analyze the amendments to the Constitution of the Russian Federation, adopted in 2020, with a view to their influence on the state of Russian sovereignty and note that the topic of sovereignty is central to these amendments. Researchers conclude that the amendments constitute, first and foremost, the strengthening of the sovereignty of the Russian Federation, the autonomy of state jurisdiction, and the increasing status and role of Russia in the world political system.

The activity of state statistics throughout the revolutionary period of 1917 is uncharted territory in the history of Russian statistics. Using documents from the State Archive of the Russian Federation, the authors examined for the first time the last year of the Central Statistical Committee. Unlike other state structures of the previous government, it was not dissolved after the events of October 1917 and continued to operate after the Soviet government moved to Moscow. The article contains information on the first «Soviet» Head of the Central Statistical Committee of the Commissariat of Internal Affairs V.A. Algasov and outlines the work of Professor M.A. Sirinov, who was offered a position of the Head of the Central Statistical Committee by the People’s Commissar of Internal Affairs G.I. Petrovsky. Archive records helped establish the fact that both the authorities of the Central Statistical Committee and some statisticians came up with an idea of founding a new statistical service based on the Central Statistical Committee and gubernia (provincial) statistics. The authors revealed the role of V.V. Stepanov in relocating the Library of the Central Statistical Committee to Moscow. The article describes the clash of opinions that preceded the establishment of the Soviet state statistics, to be specific the inauguration of the RSFSR Central Statistical Board, which was envisaged to be an independent body, not subordinate to any agency, to ensure the independence of the country’s statistical service.

Abstract The article describes cluster policy in the Russian Federation regarding industrial clusters. In the first part, the authors explain the definitions of basic concepts related to clusters that are used in Russia, the features of cluster policy in the light of European experiences, and bring closer the Russian literature on the subject. In the second part, they distinguish and describe five stages of cluster policy in Russia. In the third part, they present basic quantitative data describing clusters in Russia, including their spatial diversification, the number of entities creating clusters, employment, etc. A particular role of the state in creating clusters and subsequent cluster policy programs is described, paying attention to their low efficiency.

The article is devoted to the activities of the state security guard services of the Russian Federation in counteraction of terrorism. In particular, the main features and trends of modern terrorism are identified. The article analyzes the current legal acts in Russia that regulate activities of state security guard services, including their main tasks. The main legal definitions in the field of state security are studied. A retrospective analysis of the development of domestic special services in the field of state security was conducted. The main activities of the Federal security guard service of the Russian Federation in the fight against terrorism, as well as the powers in development and implementation of measures to prevent, detect and suppress terrorist activities, are considered. In particular, the complex of conservative, custodial, technical, operational, investigative and preventive activities, is carried out by the units of the Federal security guard service of the Russian Federation, on a permanent basis in the period of preparation and conduct of security measures in the places of permanent and temporary stay and sections of the route of state (movement) of the objects of state security to ensure the security of state security and counter the terrorist threat. On the basis of the analysis of the activities of state security services, options for increasing the efficiency of their work in the field of anti-terrorism are proposed in order to maximize the effectiveness of ensuring the security of state security objects.

The article reveals the content of the destructive influence of Western countries on the communication regimes and information space of the friendly Central Asian states, which poses a threat to their national security and contradicts the national interests of the Russian Federation. The importance of joint efforts with the states of the Central Asian region, including those in the format of the SCO and CSTO regional organizations, to ensure information security and a positive impact on the communication regimes of this region is noted. Attention is drawn to the role of national mass media in the arsenal of tools for influencing the minds and psychology of the population of Central Asian countries and in this regard gives a description of Western information structures that exercise such influence, the mechanisms of their functioning and the way to neutralize their activities. The dynamism of the matter under study and its subjection to changes in the balance of power in the international arena are noted. The role of the state in ensuring information security and protecting citizens from distorted information and communication influence is analyzed separately. The paper suggests considerations regarding the organization of a systematic counteraction to the destructive actions of individual states in the information field of countries in Central Asia, in particular, it suggests the need to create a comprehensive system, together with the Russian Federation, to block and neutralize malicious information and propaganda materials, and also a proposal regarding the creation of a global communication order based on the formation of an international legal framework for rational civilized regulation of country communication regimes at the global and regional levels.
