Monitoring on the output of pollock roe during fishing season in 2021

The output of roe from pre-spawning pollock was analyzed in the Western Bering Sea, Eastern Kamchatka fishing zones and the Sea of Okhotsk fishing zone during legal specialized fishing for pollock from 01.01.2021 to 10.04.2021 in order to preserve and rational exploitation the pollock population. It was concluded that the output of pollock roe (raw fish eggs) calculated as a percentage of the total weight of raw fish, which were subjected to processing irrespective of sex (females and males treated together) during the 2021 fishing season, when legal specialized fishing for pollock was conducted in the Western Bering Sea fishing zone, Karaginsky subzones, Petropavlovsk-Commander subzones and the Sea of Okhotsk fishing zone, did not exceed the values determined in the Order №267 issued on 23 May 2019 by the Ministry of Agriculture of the Russian Federation.

The output of roe from pre-spawning Pollock was analyzed according to the standards set in the Law on Fisheries aimed at conservation and rational use of Pollock populations in the Western Bering Sea fishing zone, Karaginsky and Petropavlovsk-Commander subzones during fishing season in 2020. The output of Pollock roe (raw fish eggs) was evaluated at 10-days intervals, monthly and for the entire fishing season from January through February 2020 in the Western Bering Sea fishing zone, Karaginsky and Petropavlovsk-Commander subzones. It was concluded that the output of Pollock roe (raw fish eggs) calculated as a percentage of the total weight of raw fish, which were subjected to processing irrespective of sex (females and males treated together) during the 2020 fishing season, when legal specialized fishing for pollock was conducted in the Western Bering Sea fishing zone, Karaginsky and Petropavlovsk-Commander subzones, did not exceed the values determined in the Order №267 issued on 23 May 2019 by the Ministry of Agriculture of the Russian Federation.

The article considers the norms of the legislation of the Russian Federation regarding the establishment of the boundaries of maritime areas and the regulation of fishing in them. The treaties concluded by the Russian Federation are analyzed: the United Nations Convention on the Law of the Sea of 1982, the Agreement between the Russian Federation and Japan on mutual relations in the field of fishery off the coasts of both countries of December 7, 1984. Conflicts of existing legal norms concerning the definition of the external border of the exclusive economic zone of the Russian Federation in the southern part of the Sea of Okhotsk and the norms regulating fishing in it have been revealed. It is emphasized that this situation creates serious problems for Russian fishing vessels. The practice of applying international legal norms and norms of the Russian legislation by the authorized state bodies of the Russian Federation is considered, and features of their interpretation are established. The recommendations on the resolution of these legal conflicts have been developed.

The article considers the problem of heavy cargo transporting as an integral part of functioning of industry in the country. The transportation of such types of cargo is regulated by the legislation related to the national transport infrastructure. There have been considered the ways of transporting heavy sea containers by road transport in the Russian Federation. Definitions of the divisible and indivisible cargo, the maximum mass of the road train have been given, the indicators of the maximum permissible mass of the vehicle and the axle load on the roads of Russia, approved by legislative acts of the Russian Federation, have been presented. The issues of the correct choice of freight vehicles and compliance with the rules for transportation of heavy cargo, in particular compliance with the permissible total weight and axle loads, have been considered. There has been proposed the method for calculating axle loads and the solution to the problem of redistributing axle loads by moving the seat of the towing vehicle, transporting a heavy sea container by train being used as the example. The obtained values make it possible to estimate the possibility of carrying heavy cargo without violating standards approved by the legislation of Russia

Lycodapus leptus n.sp., L. poecilus n.sp., and L. psarostomatus n.sp. are described from the eastern Bering Sea. A new key to all known species of Lycodapus is presented. In addition, L. fierasfer Gilbert, L. parviceps Gilbert, and L. derjugini Andriashev are recognized from the Bering Sea and L. microdon Schmidt is recognized from the Sea of Okhotsk. The northern range limit of Lycodapus dermatinus Gilbert is established from a sea mount off southeastern Alaska. A specimen of Lycodapus that cannot be identified to species represents the most southern record for the genus in Asiatic waters.
