The article analyzes the main components of cyber threats in the developed automated information system for assessing and predicting cyber threats on sea vessels under the flag of the Russian Federation. The following components of cyber threats were listed: subjects of cyber threats, motives of cybercriminals, tasks and goals of cybercriminals, vulnerable ship systems, prerequisites for executing cyber threats, types of cyber threats, stages of a cyber-attack. The examples of the cyber-threat components are given. The possibility of making operational changes to the main components of cyber threats conditioned by the development of the shipping industries and progress of information technologies and cyber threats has been substantiated

The article considers the danger of thorium due to its radioactive toxicity. There has been proved the diversity of thorium compounds and the influence of thorium on a human body and the environment. A polymer chelating sorbent containing fragments of 4-amino - thiouracil has been investigated. An isotherm of thorium sorption with the sorbent is constructed and the optimal concentration conditions are determined: pH = 4; = 6 • 10–3 mol/l; Vob = 25 ml; msorb = 0.03 g; sorptive capacity (CE) = 1 163 mg/g. The degree of extraction of thorium(IV) ions under optimal conditions exceeds 95%. The developed technique was applied to extract thorium from clay. Studying sorption was carried out under static conditions using special equipment.

As a result of the crisis, spread of coronavirus infection, growth of inflation for a number of years in Russia there has been registered a decrease in real incomes of the population, as well as the persistent poverty rate. Despite the unprecedented measures taken by the State to provide social support to the population, the fight against poverty is one of the strategic tasks for the state. The poverty rate indicator is included in the performance indicators of state authorities and regional leaders. Methods of assistance to the most vulnerable segments of the population should be comprehensive (include educational programs, retraining, psychological support, employment, social benefits, support measures for beginning and existing entrepreneurs and the self-employed, social contracts, social treasury), but at the same time they should be targeted and personalized.

The paper considers the problems of designing autonomous power supply systems using the renewable energy resources. The efficiency of using energy resources in conditions of growing prices for electricity brings significant saving of both energy and financial factors. The analyses show that the main losses of energy resources are the result of inefficient use, distribution and consumption of electrical energy. There has been stated one of the most important problems of energy saving: many existing consumers are located at a significant distance from centralized power supply systems. Today connecting such consumers to large power grids is economically inexpedient. These facilities are supplied from the stand-alone power plants. According to the program of energy saving and energy efficiency improvement of FGC UES, PJSC, reducing electricity consumption for auxiliary needs of transformer substations is one of the main mechanisms for the program implementation.

The article discusses the application of a rapid action electrical fuse with controllable overload current in the schemes of industrial and household electrical equipment. There has been found a deficiency in the basic version of the scheme. A variant of the circuit was proposed, which helps to get rid of the drawback in the basic version: if a condenser with relatively large capacity (C ≥ 100 μF) is present in the protected circuit (in the load circuit), the circuit may not reach the operating mode, because, when the condenser is on, its large charging current triggers the electronic fuse and the load remains unconnected. This situation can be avoided only if the charging current of the condenser is greatly reduced, for which a current source on a field-effect transistor VT3 and a timing circuit R10R11C1 were introduced into the circuit. As C1 is being charged, through the current source VT3 there is a smooth increase in the bias voltage at the emitter junctions of the composite transistor switch VT1VT2 with a gradual increase in its conductivity. As a result, the starting current through the capacitive load at the first moment of time turns out to be much less, and the electronic fuse enters the operating mode. The optimal relationships were found between individual elements of the circuit, their values and modes of operation, depending on the size and nature of the load, while, thanks to the use of the domestic element base, the cost of the device turned out to be minimal compared to other circuits of a similar type. The research data can be used for operation of the devices of a similar type in the household and for industrial applications.

The paper considers approaches to creating a new type of unmanned aircrafts - quadcopters. It is stated that the efficiency of a quadcopter directly depends on its frame design and the structural materials used. The approaches to designing the aircraft frame using computer-aided design tools (SolidWorks package) are described. The stress maps obtained during the strength study for the frame beam made of carbon fiber allow asserting a large margin of structural strength. The strength calculation carried out predetermined the need to take into account the influence of additional factors (the air flow created by the traction screws). The existing restrictions on the maximum size of the rotating propellers predetermined the design of the quadcopter frame taking into account the maximum number of possible aerodynamic effects that determine the stability of flight characteristics by minimizing interference from air turbulence, as well as from possible natural phenomena. The designed quadcopter frame has special aerodynamic surfaces that allow for a stable flight path in a volatile air environment. The generated torque is determined by the characteristics of the traction screw motors. The influence of the isosurface air flow on the design of the quadcopter was evaluated.

The article presents the calculated ratios of indicators determining the stationary states of the lactic acid production process. Three technologies that are most often mentioned in scientific publications are identified: the technology of using strains of microorganisms to produce biomass is a technology that is extremely rarely used; the fairly common technology of using strains of microorganisms to produce lactic acid with the consumption of the main substrate (most often glucose); the promising technology of obtaining lactic acid using, in addition to the main substrate, a component that reproduces the main substrate in the synthesis process. For each technology, the equations of material balance for stationary and non-stationary conditions, a generalized differential equation for non-stationary conditions, and a characteristic equation are given. The formulas for estimating the coefficients of differential equations and the coefficients of the characteristic equation are also given. The equations for non-stationary conditions according to the last two technologies are based on the use of the Taylor series expansion of functions with the preservation of only the first terms of the expansion, i. e. deviations from stationarity in small. The characteristic equation is formed using the eigenvalues . The methodology for all three technologies is given, which allows us to assess the stability of the considered stationary state – the Hurwitz method. For all three technologies, numerical results are obtained for estimating the coefficients of the characteristic equations Pi. Tabular values of the coefficients are given, according to which stability estimates for the dilution rate of 0.1 h–1, 0.2 h–1, 0.3 h–1 are obtained using determinants according to the Hurwitz matrix. The results of numerical estimates for the stability of stationary states for all three technologies are presented. The estimates were based on the indicators of constants published in scientific studies.

The paper highlights the main problems and aspects of ethnology, anthropology, the theory of interethnic relations in Russia and the CIS using the materials presented by the researchers and practitioners of the Astrakhan region. The regional specific features and conditions impact the theory of ethnos and ethnicity, the doctrine of tradition, the concept of identity. A new (since 2015) global discussion on “multiculturalism” and “interculturalism”, “ethnospecificity” and “interethnicity”), as well as the provision on “ethnonics” as “applied ethnology” are added to the list. There have been analyzed the latest works, in which the uncoordinated actions, shortcomings in the conceptual apparatus and haste of conclusions are stated. The development of ethnic issues in the region has entered a new stage. A new level of research support will be required by involving both heterogeneous sources and young researchers of different nationalities. Today the Astrakhan scholars need to declare themselves more actively at the all-Russian level revealing the peculiarities of their native region and the experience of practical work on its territory. It has been stated that the all-Russian population census of 2021 will play a significant role after processing and publishing the results about Astrakhan.

The article considers the modern problems and prospects of the development of technologies of transporting the natural gas by sea due to the fact that gas hydrate deposits are found on the bottom of Lake Baikal, the Black Sea, the Caspian Sea and the Okhotsk Sea. It has been stated that despite the proved gas hydrate deposits the fields have not been explored yet. Introducing the technology for transporting gas by sea in gas hydrate form is being substantiated. Comparative analysis of LNG, CNG and NGH technologies for sea transportation of natural gas proved that the transport component of the NGH technological chain has significant advantages over LNG and CNG technologies. The process of converting thermal energy of the ocean has been proposed to use for increasing the energy efficiency of methane production from subsea gas hydrate deposits in the gas hydrate cycle, which can save 10-15% of the produced methane for electricity generation. A schematic and technological solution of a gas production complex is presented, according to which carbon dioxide is introduced into the gas hydrate layer to extract methane from gas hydrates. To improve the kinetics of replacing methane with carbon dioxide in gas hydrates it is proposed to recycle a portion of CO2. Due to the specific and diversified geographic, economic, political and other conditions the conventional technologies for pipeline transportation of gas and LNG cannot fully meet the requirements of gas export and production projects. It has been inferred that NGH technology is most suitable for solving the problem of diversifying natural gas supplies from the Arctic regions, the Black Sea and in the development of offshore gas and oil fields.

The article discusses designing and developing an automated information system for assessing the professional qualities and competencies of the enterprise employees. There has been noted the system’s ability to test the employees, taking into account the specifics of the enterprise and the individual achievements of employees. There has been analyzed an integrated method that allows composing individual test tasks consisting of tests and routine problems, whose sequence is determined by the answers of the employees tested. The automated information system is implemented as a one-page SPA application. Vue.js and Express.js frameworks are used. In the process of designing an automated information system the main functional requirements were determined, the structure of the database was developed. The system implements the principles of access control based on the differentiation of user rights. The roles of users and administrator are defined. The architecture of the developed automated information system based on the client-server approach has been designed. The function of creating tests in the developed system allows creating tests with different types of questions and forming different individual trajectories of testing the knowledge of the company’s employees, taking into account its specifics
