This chapter studies the act of performing text. The concept of Performance is a core element of a number of different subjects including Media Studies, Drama, and English Literature. The chapter takes aspects of these varying but intrinsically linked subjects into this hypothetical post-Media Studies learning environment and explains how the author would teach this concept as a contemporary understanding, utilising approaches from each subject. This will be pedagogically similar to the recently introduced Teaching by Phenomena method in Finland where instead of focusing on particular subjects, learning is developed through certain topics and concepts, with Geography, History, Economics, and Foreign Languages being covered in the study of the European Union. Media Studies is regarded as a populist subject as the students tend to find it accessible due to having some familiarity of the texts they study; this is an opportunity to develop a course of learning for the students rather than the teachers.

The article reveals the features of professional improvement of foreign language communicative competence of foreign language teachers in the European Union, which is the result of the development of European integration, globalization and information processes. Emphasis is placed on the importance of professional development of teachers and the need for changes related to the development of new goals in teaching foreign languages with the new up-to-date innovative teaching aids. It is determined that foreign language teachers of European countries are constantly looking for and actively apply in practice innovative methods, modern information technologies, as well as distance learning in language teaching. It is noted that an essential feature of modern innovation processes in the field of education and upbringing is their technologicalization – strict compliance with the content and sequence of stages of the implementation of innovations. Among all new technical aids for foreign language teaching, the computer is an essential component of the educational process, which has one of the most significant influences on the course of teaching. New up-to-date approaches to the formation of foreign language communicative competence in the foreign language teaching put forward new requirements for the professionalism of the teacher, his/her qualifications. It is determined that the improvement of foreign language competence of the foreign language teacher is influenced by the properties of his/her personality, general and professional competence, which is provided by a combination of knowledge of didactics, linguistics, methods of teaching foreign languages, cultural studies and creativity, professional mobility, continuous self-development. Foreign language teachers of the European Union improve their professionalism through various forms of education. The views of scientists on the research problem are characterized. Conclusions and prospects for the use of further development of the study are made.

RÉSUMÉ. L’influence du contexte national et de la politique linguistique educative de l’Etat sur l’enseignement des langues etrangeres est particulierement marquee. En Europe, les politiques linguistiques educatives ont aujourd’hui tendance a se conformer aux orientations du Conseil de l’Europe et de l’Union europeenne qui ont mis en place des politiques linguistiques educatives en phase avec les evolutions recentes de la mondialisation. Cette incidence des politiques linguistiques educatives europeennes est particulierement visible dans les modifications apportees au programme d’enseignement public des langues etrangeres slovaque de 2007 par rapport a celui de 1997. Mots-clés : conseil de l’Europe, enseignement des langues etrangeres, politique linguistique educative, Union europeenne.  ABSTRACT. Domestic political situation and domestic linguistic educational policy widely influence foreign languages teaching. Nowadays linguistic educational policies in Europe tend to comply with the Council of Europe and the European Union political guidelines. These institutions have set up linguistic educational policies in line with recent evolutions of globalisation. The modifications made to the Slovak curriculum of foreign languages between 1997 and 2007 clearly show how deep can be the influence of the European linguistic educational policy on domestic linguistic educational policies Keywords: council of Europe, European Union, foreign languages teaching, linguistic educational policy.

The article highlited the European policy of multilingualism and multiculturalism of language education in European countries. Besides the article also deals with directions of joint activities of countries of the European Area in the organization of training foreign language teachers, the formation of uniform professional qualification standards for determining the professional definition of foreign language teachers, strategies and practical steps for the implementation of projects in the field of training foreign language teachers funded by the European Union and participation of European countries, in paticular Romania, in these projects. The European Union constantly emphasizes the fact that every citizen should be able to speak in his native language plus two other European languages, stresses the need to promote of linguistic diversity and the motivation of European citizens to learn less widely used languages and improve the quality of teaching foreign languages in educational establishments at different levels and focus its efforts to realize these ideas through the implementation of projects and programs that it has funded. The author focuses on the fact that Romania like all European countries is actively involved in the numerous projects and programs offered by the European Union as one of the priority areas of the Romanian Government is the quality of education at all levels and brings it in conformity with European standards. At the end of the article, the author concludes that the multilingual policy of the European Union has a certain influence on the training of foreign language teachers at the Romania Universities. The author also sums up that due to the participation in various educational projects and programs financed by the European Union among higher education institutions aimed at the development of multilingualism and multiculturalism of language education, the professional level of foreign languages teachers in Romania is increasing.
