CO2 reduction by means of energy conservation is an important topic in many governmental environmental policies. As new construction accounts for a fraction of the total building stock, the energy performance of existing dwellings is of great importance. Professional landlords can play a major role in energy conservation, but there are indications that the large energy conservation potential in their housing existing stock is only exploited to a minor extent. This paper presents a method to implement the topic energy conservation in the asset management of professional landlords, in order to establish an integration of energy conservation in their maintenance and renovation practice. This method is described in relation to the asset management of Dutch social housing landlords, but may also be useful for other professional landlords. The method takes advantage of the European EPBD (Energy Performance of Buildings Directive). Santrauka CO2 mažinimas taupant energija ‐ svarbi tema dažnoje valstybineje aplinkos apsaugos politikoje. Profesionaliu nuomotoju vaidmuo taupant energija gali būti svarbus, tačiau yra ženklu, kad didžiulis ju turimu jau pastatytu būstu energijos taupymo potencialas išnaudojamas nedaug. Šiame darbe pristatomas metodas, kaip energijos taupymo tema itraukti i profesionaliu nuomotoju turto valdyma, kad energijos taupymas taptu ju priežiūros ir renovacijos praktikos dalis. Metodo aprašymas remiasi Olandijos socialinio būsto savininku turto valdymo praktika, bet jis gali būti naudingas ir kitiems profesionaliems nuomotojams. Metodas pagristas Europos EPBD (Direktyva del pastatu energetinio naudingumo).

The energy saving potential of the building stock is large and considered to be the most cost efficient to contribute to the CO2 reduction ambitions. Severe governmental policies steering on reducing the energy use seem essential to stimulate and enforce the improvement of the energy performance of buildings with a focus on reducing the heating and cooling energy demand. In Europe the Energy Performance of Buildings Directive is a driving force for member states to develop and strengthen energy performance regulations for new buildings and energy certificates for the building stock. The goals are to build net zero energy new buildings in 2020 and to reach a neutral energy situation in the whole stock by 2050. More and more research projects deliver insight that the expected impact of stricter regulations for newly built houses is limited and the actual effects of energy savings through housing renovations stay behind the expectations. Theoretical energy use calculated on base of the design standard for new houses and assessment standards for Energy Performance Certificates of existing dwellings differ largely from the measured actual energy use. The paper uses the findings of some Post Occupancy Evaluation research projects. Is the energy saving potential of the housing stock smaller than expected and should we therefore change the policies?

AIM: This research examines the important issue of energy efficient improvements to the existing building stock through building envelope upgrade. To facilitate this, the energy performance characteristics of the existing building stock were identified with a view to establishing an existing building stock type, where building envelope upgrades can contribute to a higher level of energy efficiency improvements. The literature review along with the selected building precedents was used to establish the best current practice for building envelope upgrades.MATERIAL AND METHODS: Established building precedents and identified best practice for building envelope upgrade, a high rise block of flats was identified and used as a case study, with the current and predicted, following building envelope upgrade, energy performance of the building calculated. This has allowed us to identify the possible energy efficiency improvements for this type of building following the building envelope upgrade. RESULTS: In the projected case, the building with energy class - "D" become class "B". In addition, increased quality of the living room in the attic was enabled. It was possible to obtain a decrease of the heating energy from 130.76 kWh/m²a to 37.73 kWh/m²a or to jump in the class "B" of energetic passport.CONCLUSION: This research contributes to the local implementation of the global agenda for sustainable development, design and construction, and it demonstrates the possible way and level of energy efficiency improvements to the least efficient building stock through existing building envelope upgrade.

According to its strategic long-term vision, Europe wants to be a climate-neutral economy by 2050. Buildings play a crucial role in this vision, and they represent a sector with low-cost opportunities for high-level CO2 reduction. The challenge the renovation of the existing building stock, which must be increased to 3%/year, more than double compared to the current 1.2%/year. In this context, the ALliance for Deep RENovation (ALDREN) project has the goal of encouraging property owners to undertake renovation of existing buildings using a clear, robust, and comparable method. This paper aims to present the ALDREN approach and the ALDREN Building Renovation Passport (BRP), giving an overview of the connections and data links to other existing databases and certification schemes. To understand the data value potential of buildings, one requires reliable and trustworthy information. The Building Renovation Passport, introduced by the recent Energy Performance Building Directive (EPBD) recast 844/2018/EU, aims to provide this information. This paper presents the experience of the ALDREN BRP for non-residential buildings as well as the development procedure for its data model and the potential that this tool could have for the construction market. The ALDREN BRP has been structured into two main parts—BuildLog and RenoMap—with a common language that facilitates communication on the one hand and, on the other, the setting of renovation targets based on lifetime, operation, and user needs.

Energy efficiency is one of the top priority tasks for Russian energy industry. For the task completion it is necessary to design new, energy-efficient state-of-the-art buildings and constructions, as well as to modernize and update the current real estate pool. The enhancement of energy performance of the buildings and constructions is a multi-stage process which involves energy audit and a compilation of an energy performance certificate listing recommendations on the building / construction energy performance enhancement.

Depletion of natural resources and climate change are undoubtedly the biggest challenges that humankind faces today. Here, buildings have a crucial role since they consume the majority, i.e., 30% to 40% of the total energy resources. Green building certification is one of the solutions to limit the energy use in buildings. In addition, it is seen to indicate a consideration for sustainability aspects in construction. LEED is the most widely used certificate worldwide. However, recently some critics have raised doubts about LEED and whether it actually implies sustainability. Most of the criticism has been targeted to the energy aspects of LEED. Nevertheless, there is no consensus on the usefulness of LEED: is it really beneficial for the environment, and is it worth of the money and time invested on the certification process? In this study a critical analysis of the literature to find an answer to this question is presented. Altogether 44 peer reviewed articles dealing with the abovementioned issue were selected out of 164 search result. Based on the studied material, the different aspects of LEED from the viewpoint of energy-efficiency are discussed. From the 44 reviewed articles, ten articles state that LEED certificate indicates energy efficiency while eight papers end up with an opposite conclusion. The rest of the papers do not take any stand on this matter. The study showed that energy efficiency of LEED-certified buildings is questionable especially at lower levels, i.e., certified. Therefore, it is recommended to modify the Energy and Atmosphere category of LEED in order to improve the actual energy performance of buildings.

Abstract To ensure building construction with low heating demand, efficient use of sustainable energy carriers, and neutrality between heating technologies, Sweden recently introduced weighting factors (WFs) for different energy carriers which are now used in Energy Performance Certificates (EPCs). As EPC ratings are gaining increased influence in Swedish energy policy and regulation, with recent examples of buildings’ EPC rating acting as base for imperative regulatory requirements, the introduction of WFs is likely to have significant effects on how policy and regulations are distributed in the multifamily building stock. As residents often are directly or indirectly affected by policy that either impose or trigger measures to be undertaken in their building, the aim of this paper is to analyse how WFs affect the assessed energy performance of buildings in different resident income groups. The results show that overall, reduced energy performance from WFs was more common in high-income areas than in low-income areas. However, although the total number of buildings in the lowest EPC ratings was reduced after introducing WFs, the resulting income distribution among worst-performing buildings was more skewed towards low-income households than before introducing WFs. As imperative regulatory requirements previously have targeted worst-performing buildings, these results indicate that energy-related inequalities in the housing stock have become more prominent and should be considered as to not disproportionately burden low-income residents in the energy transition of the housing stock.

Energy Performance of Buildings should include a general framework for the calculation of energy performance and building categories together with thermal characteristics of building, air conditioning, ventilation, lighting and appliances aspects considered. These include Active solar systems contribution to domestic water heating based on renewable energy sources, CPH production and District cooling systems. This paper reviews the energy sources available in Egypt, their distribution and utilization in commercial sectors. The paper demonstrates the importance of incorporating an energy performance directive as a Standard in our region such a goal will aid energy savings in large buildings and set regulations to energy efficient designs that are based on Standard calculation methods. The proposed Standard would be largely based on International Standards and appropriately modified to suit local practices. The target is to develop standardized tools for the calculation of the energy performance of buildings, with defined system boundaries for the different building categories and different cooling/heating systems. The present work is to provide transparent information regarding output data (reference values, benchmarks, etc.) and to define comparable energy related key values (kWh/m2, kWh per person, kWh per apartment, kWh per produced unit etc.). Proposals to develop a common procedure for an “energy performance certificate” and CO2 emissions are given.

Cross-country evidence on the adoption of energy-efficient retrofit measures (EERMs) in residential buildings is critical to supporting the development of national and pan-European policies aimed at fostering the energy performance upgrade of the building stock. In this light, the aim of this paper is to advance in the understanding of the probability of certain EERMs taking place in eight EU countries, according to a set of parameters, such as building typology, project types, and motivation behind the project. Using these parameters collected via a multi-country online survey, a set of discrete-choice (conditional logit) models are estimated on the probability of selecting a choice of any combination of 33 EERMs across the sampled countries. Results show that actions related to the building envelope are the most often-addressed across countries and single building elements or technology measures have a higher probability of being implemented. The modelling framework developed in this study contributes to the scientific community in three ways: (1) establishing an empirical relationship among EERMs and project (i.e., retrofit and deep retrofit), (2) identifying commonalities and differences across the selected countries, and (3) quantifying the probabilities and market shares of various EERMs.
