The article, basing on objective and reliable statistical information, analyzes the main trends of the tourism industry of twenty municipalities in Yaroslavl Region and assess the dynamics of tourist flows. In recent years, there has been an increase in the municipalities’ contribution in the overall tourist flow to Yaroslavl Region. This also applies to other indicators of the development of the tourist industry. This also applies to other indicators of the tourist industry development. To determine the tourism development prospects of municipalities (city dis- tricts and municipal districts) in Yaroslavl Region, the authors have used materials of state statistical supervision of the Federal State Statistics Service for Yaroslavl Region. Based on this data the authors have carried out the forecasting of the main indicators of collective accommodation facilities and the tourism market

In modern world, also in Russia, tourism is dynamic, independent branch of the economy. The tourism expands the boundaries of commercial offers and deepens specialization. Landscape, environment and space are the foundation for the tourism development. The potential of Russia's tourism industry, as one of the most important factors of regional development, is still underestimated. Many of landscape and cultural features remain unnoticed and unused. The tourism development in small cities is very important, since they have a valuable historical and cultural heritage, they are an important source of improving the welfare of the country. This territory can be represented as a system that opens great opportunities for knowledge about the history, culture, customs, spiritual and religious values of small cities in Russia. The article is dedicated to the regional features of tourism development in small historical cities of Russia. Nowadays the government has a great deal of attention to the development of tourism in the Russian Federation, in particular, the article discusses the federal programs that are currently being implemented. Many small cities have historical status now. The modern development of tourism in small historical cities was promoted by an increase of people's interest in their historical heritage, their past. This type of tourism is especially important for the preservation of the individuality of the peoples of the Russian Federation, their involvement in the world civilization. Creation in 2007 of the Association of Small Tourist Cities confirms this. The peculiarity of each of the cities is the perfectly preserved appearance of their historical part with a lot of unique monuments of architecture, history and culture. Some monuments are included in the UNESCO World Heritage List.

In recent years cultural and public spaces developing in Russia are involved in the formation of a comfortable environment for the city residents and attracting new tourist flows. The role of the capital of XXIX World Winter Universiade complicates the task of providing attractiveness of Krasnoyarsk for potential tourists. This requires creation of an attractive tourist offer and the identifica- tion of tourism potential for existing cultural organizations and other leisure facilities. Cultural space Kamenka founded in 2013 recently has gained popularity among the population of Krasnoyarsk and other districts of the Krasnoyarsk Krai and Siberian Federal District as a leisure attraction. In this regard, it has the prospects of transformation into a tourist destination. Accordingly, the study of the perspective of the Kamenka’s transformation into a tourist destination is of great practical importance, and it can also help to find a methodological tool for developing marketing strategies that ensure the success of this process. The authors reveal the segment of the Kamenka target market, presented by the potential tourists of the regional tourist services markets, and identify the specificity of the tourist potential of the commodity offer and the reasonably local centered scenario of Kamenka development as a tourist destination. Cultural and educational spaces of Russia and the cultural space Kamenka as innovative destinations use modern promotion technologies based on Internet technologies, effectiveness of which has been evaluated according to the D. Khaldilov's methodology of the social networks effectiveness assessing, adapted to cultural spaces. On this basis the authors give the proposals to improve social networks, which can ensure Kamenka’s successful transformation into the tourist destination, helping the city of Krasnoyarsk to become attractive for tourists, not only while holding the Universiade, but also after it. The article analyzes the conceptual foundations of the current system of extenal and internal state control, the basic problems of its regulatory and its implementation in public organizations to unify methodological support of the system of internal state financial control. The authors substantiate the necessity for improving mechanisms of the internal financial control system in connection with the introduction of new forms of public services financial provision, including changes to ensure budget organizations amounts of state jobs and government contracts as the main ways of budget allocation. The authors consider basics of the current system of state (municipal) financial control, which includes two subsystems: external and internal financial control. The study is based on a systematic approach, logic synthesis, analysis and hypothesis. The authors determine the ways for improving normative and methodical regulation of the introduction and implementation of internal financial control in public sector organizations.

The article defines the essence of the sanctions of the European Union, the United States of America and Ukraine that have been applied to Russia, compiles the list of sanctions against the Republic of Crimea, and determines their impact on energy security of the Republic of Crimea. The authors discuss the features of sanctions as economic constraints: their goals, objectives, and ef- fects, which allows talking about efficiency; the relationship with the political course. The article characterizes the fuel and energy complex as an important sphere of economic activity of the country from the point of view of influencing the national economy development, social sphere, quality of public services. The authors justify the energy sector development with the economic and financial point of view, priority investments for the Republic of Crimea. The article presents and summarizes the main types of sanctions against the Republic of Crimea, the impact of sanctions on Ukraine in fuel and energy complex. The article is aimed at determining the nature and effects of the applied sanc- tions of the European Union countries, the United States of America and Ukraine on fuel and energy security of the Republic of Crimea. The system approach, analysis, synthesis, expert evaluation, comparison, ob- servation, generalization are the main methods of the article. The main results are based on the analysis of the fuel and energy complex of the Republic of Crimea: the potential, power, types of energy, the main company. The article analyzes the development of the state unitary enterprise "Chernomorneftegaz", representing the oil and gas industry of the Republic of Crimea, at which sanctions of the European Union and the United States of America direct the sanctions. Scientific novelty consists in structuring the essence of the sanctions against the Republic of Crimea and the definition of activities aimed at minimizing their impact on fuel and energy complex of the Republic of Crimea.

In the modern service economy, the efficiency of an enterprise largely depends on the ability of the staff to create a hospitable environment for the client. This causes the relevance of the study in the content of the creative capital of hospitality, which must have a competent, highly qualified professional in the service sector. Materials and methods: The study is carried out on the basis of a metatheoretical approach to the definition of creative capital. The author uses the methodology of determining syntax of characteristics, analysis of their content and subsequent synthesis of the category of the system under investigation. The materials of the works of domestic and foreign scientists are used for conducting system-positive studies. Results: The author formulates the imperatives and the category of the creative capital of hospitality. The last is a system of relations among the owners of production and financial capitals, developers of technologies for receiving guests, and sellers and consumers of services. These relationships are formed over: creative abilities, experience, leadership qualities, hospitality innovation, accommodation, nutrition, leisure, ensuring the satisfaction of the guest. The capital of hospitality ensures the enterprise competitiveness, increases the service value creates satisfaction and happiness of clients. Hospitality is becoming one of the main properties of the service, which requires constant development in a favorable socio-economic and legislative environment. The imperatives of creative capital and the category received reflect the basic guidelines for the development of human abilities in the field of hospitality. The article examines the problems of organizational and economic providing professional and public assessment of the quality of educational programs for the hospitality industry. The author analyzes the typical features of long-termdevelopment trends in educational programs for the service and hospitality industry, such as the growth of mobility, globalization, accessibility and active using Internet, the introduction of innovations and the use of modern educational technologies, the internationalization and diversification of educational programs, an effective system of teacher training, integration educational and scientific organizations, increasing the effectiveness of image management improving the quality of education. The article substantiates role of conducting professional and public accreditation of professional educational programs in assessing the quality of educational programs for the service and hospitality industry. The author explains the problem of low interest on the part of employers in the process of assessing the quality of educational programs for the service and hospitality industry, and offers options for involving employers in the process of assessing the quality of educational programs. The author also determines role of organizational and economic support of professional and public assessment of the quality of educational programs for the service and hospitality industry. The article shows various forms of establishing communication between the structural divisions of the educational organization and students during assessing the quality of educational programs. The author draws conclusion about the problems and perspectives of organizational and economic support of the professional and public assessment of the quality of educational programs for the service and hospitality industry and suggests possible options for its improvement.

In managing the recreational resources in a coastal zone of the Crimean peninsula it is necessary to consider geomorphological natural risks that become visible in so-called adverse and dangerous natural processes. Among all types of adverse and dangerous natural processes in a coastal zone of Crimea the geological and geomorphological types are the greatest threat for the recreational natural-use. They are the object of studying in this article, and their impact on recreational human activity is a subject. This research is aimed at identifying the geomorphological adverse and dangerous natural processes, the characteristics of a coastal zone of the Southern Crimea, and developing the recommendations for managing the recreational natural-use. The authors assess the risks on that side using the town of Solnechnogorskoye and its surroundings, the typical tourist center of eastern part of the Southern Crimean coast, as a key area of the recreational activity. The slope and abrasion processes are the greatest threat here. Abrasion in general is characterized by the average level of intensity, the slope processes are mostly shown as a linear erosion and a landslide activity. A considerable part of this territory represents the modern and ancient landslides that in certain cases are activated by the human impact. The forecast for the coast dynamics indicates the necessity of shore protection works for a long-term vision to protect the engineering objects located next to the sea coast. It is necessary to avoid capital construction within the landslide bodies and next to the sea coast without bank protection con- structions. Protective measures should be applied to the available engineering constructions that are affected by the landslides and the linear erosion. It willallow reducing financial losses and the probability of human losses (that will inevitably lead to a sudden outflow of recreants from the region) when using the territory for tourism. The chosen area is characterized by adverse and dangerous natural processes typical for Crimea and other seaside territories with a mountainous terrain. Thus, the gained experience can be used for other coastal areas in Crimea and beyond.

The article examines conceptually and empirically tertiarisation as structural and economic characteristics of the transformation of modern society into a post-industrial. The authors substantiate the need for consistent fullfledged passage of the national socio-economic system of stages of civilizational development, based on which the author's definition of tertiaryization is given. A comparative cross-country quantitative analysis of the service sector in national economies makes it possible of strengthening the structural shift in favor of this sector in the economies of a group of countries with an average income level. High income level of the population is but one of the conditions for the existence of a developed service sector, as is confirmed by the example of a number of oil exporting countries. Along with poverty, the reason for the slow expansion of the service sector in the underdeveloped countries is their insufficient technological development. Russia lagged behind the global average level in the share of tertiary sector as well as in the rates of its growth. On the one hand, this is an evidence of the growth potential of the whole economy created by tertiarization, while, on the other hand, it speaks for a necessity of ensuring a higher quality of this growth. Problems of service sector’s growth structure are becoming more relevant in the current circumstances. An increase in the quality together with the one in the rates of growth might be attained on the basis of an outpacing expansion of the share of services and progressive dynamics of labor productivity in the process of services creation. At the same time, this requires a large stock of human capital in the country, which substantiates a conclusion about presence of tertiarization in its true sense only in economically developed countries. A negative attitude towards tertiarization in less developed countries may be explained by the dominance of traditional services in the tertiary sector of their economies that have greatly lost a capacity for accelerating the overall economic growth by now. Consequently, countries, in which an extended reproduction of human capital is implemented according to the needs for modernization of the industrial apparatus in the economy, benefit from tertiarization in the first place.
