Integrity Management Program (IMP) for oil and gas pipeline system demands a robust risk assessment method, which needs fully utilize the expert knowledge on the empirical data and the ambiguous cause(s) – effect(s) failure mechanism and then keep a good balance between precision and practicality. A new method, Rule Based Fuzzy Synthetic Evaluation (RB-FSE) which combines Fuzzy Synthetic Evaluation (FSE) with Fuzzy Logic (FLo) is proposed in this paper. It is applied to the pipeline risk assessment for Third-Party Damage (TPD). The proposed method is compared with scoring-type method in a case study. Results indicate that the relative assessment values from RB-FSE model could better support risk-ranking and decision-making in the IMP.

Abstract In recent years, ammonia leakage accidents occur frequently, which causes a great concern in China. Based on traditional risk analysis methods and the equipment characteristics, a risk evaluation method for small ammonia refrigeration units is proposed. The method includes a risk assessment model based on area division, a failure probability assessment method based on expert scoring system, a failure consequence assessment method based on regional population density and consequence mitigation measures, and a HAZOP risk correction method. Based on the proposed method, a risk assessment system of small ammonia refrigeration units is developed. This risk assessment method and system will provide a scientific basis to carry out the cold storage management in China.

The concept of city logistics facilities is to help establish more efficient urban logistics systems for both private companies and society, reduce the total social and environmental costs of urban freight transport and improve the urban traffic conditions on the road network. This study adopts a fuzzy synthetic evaluation method to determine the optimal location of city logistics facilities.

In order to scientifically and accurately evaluate power information system, the new power information risk evaluation method based on the genetic algorithm and BP neural network is presented. The method combining the genetic algorithm and BP algorithm can be used to train the feedforward neural network , namely, first , to use the genetic algorithm to do the global training, then ,to use BP algorithm to do local precise training ,which not only overcomes the drawbacks of the traditional BP network (the training time is long, and the network is easy to fall to local extremum),but also improves the global convergence efficiency. The method was adopted to evaluate the power information system. And findings identify that the new method has distinctive convergence speed and high predicition accuracy, which provides a new concept for power information system risk assessment.

The maintenance way of armored vehicle engine is hard time maintenance and breakdown maintenance in our army. So, the situation of lack or excess of maintenance is often existing in armored vehicle engine, and leading to potential safety hazard and wasting of resources. Condition based maintenance, which based on advanced detect and diagnosis technology, is a good way to solve the problems mentioned above. So, parameter tables which can completely reflect the state of armored vehicle engine is set up in this paper, and analytic hierarchy process and fuzzy synthetic evaluation method is used to scientific assess the state of vehicle engine. The computational process is demonstrated by analysis the experiment data of an armored vehicle engine. The work gives the foundation for condition based maintenance of armored vehicle engine.
