Although the end of 2019 will be remembered by many as a time of failure, the last few years have also been a time of hope. This article draws lessons from the internationalist municipalist movement, and frames these experiences through the concepts of autogestion and the Right to the City. Municipalist political strategies can provide a radical re-articulation of this hope: to argue for a municipalist politics is to argue for place-based strategies that transform our relationship to our territories, with a focus on making new forms of power emerge. It is not an alternative to national and international perspectives, but rather the development of new ways of acting on these perspectives. Establishing the difference between progressive local government policy and a municipalist agenda, the article concludes by offering five propositions for the development of a municipalist coordination in one British city - Manchester.

ABSTRACT The eThekwini Municipality's Nuisances and Behaviour in PubIic PIaces By-Laws of 2015, and the Beaches By-Laws of 2015, seek to reguIate and prohibit some of the Iife-sustaining activities of homeIess persons in the city through petty offences. The articIe considers whether these measures indirectIy discriminate against homeIess persons, disproportionateIy impact on them, are contrary to the ruIe of Iaw, and are an irrationaI extension of IocaI government powers to deveIop and maintain Iaw and order within municipaI boundaries. Marius Pieterse's concept of the "right to the city" is relied on to explain why immediate impIementation of an adequate and sustainabIe poIicy and pIan that will give teeth to the local government's developmental mandate for the homeless, is needed. Lessons learned from advocacy and litigation by other marginalised groups, such as, sex workers and informal traders, are outlined. A short review of recent developments, including litigation, advocacy and local government approaches to homelessness in South Africa, including during the COVID-19 era, is provided. The repeal of the by-laws that effectively criminalise poverty and homelessness is called for. Keywords: Petty offences, begging, homelessness, right to the city.

Abstract: Cleanliness a reflection for every individual in maintaining the health that is so important in everyday life. As we know that hygiene is a condition free of all impurities, diseases, etc., which can harm all aspects of every activity and behavior of the community environment. Makassar is one of the cities that is currently committed to making the city free of waste or Makassar slogan not slap. This study aims to determine the implementation of policy. To measure the implementation of Makassar policy does not rantasa research menggukana fishborn theory, The basic concept of a fishbone diagram is a fundamental problem placed on the right side of the diagram or on the head of the skeleton of the fishbone. Implementation is still lacking and the community must intervene also help the government in realizing makassar into a clean city where the community must menjada cleanliness of each environment, Activate gotong royong in every urban kelurahan - makassar district to be all involved in peogram work MTR or makassar not rantasa and the main cause for the implementation of the policy can run according to the desired where the matter of hygiene equipment that must be complete at setiak kelurahan located in Each district of Makassar city. Makassar adalah salah satu kota yang saat ini sedang berkomitmen menjadikan kota makassar bebas sampah atau dengan slogan makassar tidak rantasa. penelitian ini bertujuan untuk mengetahui implementasi kebijakan.  Untuk mengukur pelaksanaan kebijakan makassar tidak rantasa penelitian menggukana teori fishborn , konsep dasar dari diagram fishbone adalah permasalahan mendasar diletakkan pada bagian kanan dari diagram atau pada bagian kepala dari kerangka tulang ikannya. Implementasinya masih kurang dan masyarakat harus turun tangan juga membantu pemerintah dalam mewujudkan makassar menjadi kota bersih dimana masyarakat harus menjada kebersihan lingkungan masing – masing, aktifkan gotong royong di setiap kelurahan – kelurahan kota makassar tersebut agar semuat turut terlibat dalam peogram kerja MTR atau makassar tidak rantasa  dan penyebab utama agar implementasi kebijakan tersebut bisa berjalan sesuai yang di inginkan di mana soal peralatan kebersihan yang harus lengkap di setiak kelurahan yang berada di masing-masing kecamatan kota makassar. A utopia do direito à cidade,  no  caso específico do Rio de Janeiro, começa, obrigatoriamente, pela  superação da visão dicotômica favela-cidade. Para isso, é preciso que os moradores da favela possam sentir-se tão cidadãos quanto os que têm moradias fora das favelas. A utopia do direito à cidade tem de levar a favela a própria utopia da cidade. Uma cidade que não se fragmente em oposições asfalto-favela, norte-sul, praia-subúrbio e onde todos tenham direito ao(s) seu(s) centro(s). Oposições que expressam muito mais do que diferenças de  localização e que  se apresentam recheadas de  segregação, estereótipos e  ideologias. Por outro  lado, o direito a cidade, como possibilidade histórica, não pode ser pensado exclusivamente a partir da  favela. Mas as populações  que aí habitam guardam uma contribuição inestimável para  a  construção prática  desse direito. Isso porque,  das  experiências vividas, emergem aprendizados e frutificam esperanças e soluções. Para que a favela seja pólo de um desejo que impulsione a busca do direito a cidade, é necessário que ela  se  pense como  parte da história da própria cidade  e sua transformação  em metrópole.Abstract The right  to the city's  utopy  specifically  in Rio de Janeiro, begins by surpassing  the dichotomy approach between favela and the city. For this purpose, it is necessary, for the favela dwellers, the feeling of citizens as well as those with home outside the favelas. The right to the city's utopy must bring to the favela  the utopy to the city in itself- a non-fragmented city in terms of oppositions like "asphalt"-favela, north-south, beach-suburb and where everybody has right to their center(s). These oppositions express much more the differences of location and present  themselves full of segregation, stereotypes and ideologies. On  the other  hand, the right to  the city, as historical possibility, can not be thought  just from the favela. People that live there have a contribution for a practical construction of this right.
