Abstract Adequacy of operational cost for basic education becomes the responsibility of the central and local government. Adequate funding is necessary for the success of compulsory basic education. The research aims to analyze and develop a framework for the local government policy in sharing operational cost adequacy for basic education in the study area. This research used a descriptive-quantitative approach. Data collecting was conducted by observation and interviews. The analysis used a descriptive one. There are findings in the research. Firstly, at the beginning of the year 2021, adequate funding for the elementary school in Pati regency is IDR 869,017 per student and it has been fulfilled with School Operational Assistance (BOS) IDR 900,000 provided by the central government but to cope with inflation during 2021, the local government should provide sharing operating cost IDR 38,538 per student yearly. Secondly, adequate funding for junior high school in Pati regency is IDR 1,063,797 per student at the beginning of the year 2021 and available funding from School Operational Assistance (BOS) is less than the needed funding. To satisfy adequate funding, the local government should provide sharing operating cost IDR 148,901 per student in 2021. To alleviate worsening problems in the pandemic era (Covid-19), local governments must take higher responsibility for boosting basic education by allocating more funds. It is useful to alleviate worsening problems such as dropping out of students in basic education.

Tanah Laut District has been designated by the Ministry of Forestry as an area for developing Leading Non-Timber Forest Products (HHBK) in the form of honey bee cultivation. This is in line with the local government policy of Tanah Laut Regency through the Decree of the Regent of Tanah Laut Number: 188.45 / 463-KUM / 2013 which stipulates honey as the leading NTFP in Tanah Laut. The types of honey that are cultivated are bees Apis cerena, Apis mellifera and Kelulut (Trigona itama).  Dusun Trans Kopi Telaga Langsat, Tanah Laut district is one of the areas where there are farmers who practice kelulut honey bee cultivation. However, so far there has been no information or study results that show how feasible the honey cultivation business is carried out by kelulut honey bee farmers in this area. This research aims were analyzed the feasibility of honey bee cultivation and its contribution to farmer household income. The data collected  in this research were done by interviewing and observing. The analyzed of data had been obtained by BCR formula (Benefit Cost Ratio) to determine the feasibility of the business. The contribution of business was conducted to determine how much contribution of kelulut honey bee cultivation for  farmers' household income. The results showed that the business carried out by Yamani's kelulut honey bee business had a BCR value of 5.72 with a contribution to household income of 16.77%. Meanwhile, Rudi's kelulut honey bee business has a BCR of 8.73 with a contribution to household income of 8.99%. Kelulut honey bee cultivation which is carried out by the two farmers is a type of business that is worthy of investment because the value of each BCR is more than 1 (BCR> 1).

This study aims to determine how the implementation of local government policies regarding parking fees on the side of public roads in Pekkabata Central Market, Polewali Mandar Regency. This research used a qualitative descriptive method, with data collection techniques through interviews and documentation. The results showed that the implementation of the local government policy regarding parking fees at the Pekkabata Central Market was not good because the supervision carried out by the Transportation Agency, especially from UPTD Parking, was still lacking, especially related to illegal collection practices carried out by illegal parking attendants. To emphasize the security of illegal parking attendants, it is necessary to have socialization by the local government related to Regional Regulation Number 2 of 2018 concerning Retribution for Parking Services on Public Roads and Special Parking Areas.

The title of this research is : "The Effect of Local Government Policy Implementation on the Effectiveness of Changes in the Public Transportation Route Network in Cianjur Regency". The background of this research is the ineffective implementation of local government policy. This research used an explanation survey with a quantitative approach. This research was conducted at the Cianjur Regency Transportation Service Office, Rawabango Terminal, Pasirhayam Terminal, Main Market, Jalan Siliwangi, Jalan Dr. Muwardi. Collecting data in this research is through survey, observation, and documentation. The sampling technique used is probability sampling with simple random sampling. The theory of this research is policy implementation from Mazmanian and Sabartier and for the theory of effectiveness by Siagian. The results of the research showed that there is no affect of the implementation of local government policy on the effectiveness of changes in the network of public transport routes in Cianjur Regency. Marked by the characteristics of the problem can not be identified, then the carrying capacity of regulations and non-regulations that can affect the process of implementation can not be implemented properly.

This research examined the strategy and process of administrative reform in South Korea. The method was using a descriptive qualitative approach with analysis of literature study from secondary data. The results showed that there were six strategies in South Korea administrative reform, i.e.: (1) downsizing; (2) deregulations; (3) reorganization; (4) administrative efficacy; (5) debureaucratization; and (6) decentralization. Downsizing was applied to shrink government institutions in every regime. Deregulations was applied through business privatization and economic liberalization to escape from economic crisis. Reorganization was applied by merging several government institutions to improve the communication process and public service. Administrative efficacy was applied through utilizing and improving e-government in public service. Debureaucratization was applied toward civil servants to promote professional and competent bureaucrats. Decentralization was applied to shorten the decision making process and create contextual local-government policy.
