Abstract: Cleanliness a reflection for every individual in maintaining the health that is so important in everyday life. As we know that hygiene is a condition free of all impurities, diseases, etc., which can harm all aspects of every activity and behavior of the community environment. Makassar is one of the cities that is currently committed to making the city free of waste or Makassar slogan not slap. This study aims to determine the implementation of policy. To measure the implementation of Makassar policy does not rantasa research menggukana fishborn theory, The basic concept of a fishbone diagram is a fundamental problem placed on the right side of the diagram or on the head of the skeleton of the fishbone. Implementation is still lacking and the community must intervene also help the government in realizing makassar into a clean city where the community must menjada cleanliness of each environment, Activate gotong royong in every urban kelurahan - makassar district to be all involved in peogram work MTR or makassar not rantasa and the main cause for the implementation of the policy can run according to the desired where the matter of hygiene equipment that must be complete at setiak kelurahan located in Each district of Makassar city. Makassar adalah salah satu kota yang saat ini sedang berkomitmen menjadikan kota makassar bebas sampah atau dengan slogan makassar tidak rantasa. penelitian ini bertujuan untuk mengetahui implementasi kebijakan.  Untuk mengukur pelaksanaan kebijakan makassar tidak rantasa penelitian menggukana teori fishborn , konsep dasar dari diagram fishbone adalah permasalahan mendasar diletakkan pada bagian kanan dari diagram atau pada bagian kepala dari kerangka tulang ikannya. Implementasinya masih kurang dan masyarakat harus turun tangan juga membantu pemerintah dalam mewujudkan makassar menjadi kota bersih dimana masyarakat harus menjada kebersihan lingkungan masing – masing, aktifkan gotong royong di setiap kelurahan – kelurahan kota makassar tersebut agar semuat turut terlibat dalam peogram kerja MTR atau makassar tidak rantasa  dan penyebab utama agar implementasi kebijakan tersebut bisa berjalan sesuai yang di inginkan di mana soal peralatan kebersihan yang harus lengkap di setiak kelurahan yang berada di masing-masing kecamatan kota makassar. Although the end of 2019 will be remembered by many as a time of failure, the last few years have also been a time of hope. This article draws lessons from the internationalist municipalist movement, and frames these experiences through the concepts of autogestion and the Right to the City. Municipalist political strategies can provide a radical re-articulation of this hope: to argue for a municipalist politics is to argue for place-based strategies that transform our relationship to our territories, with a focus on making new forms of power emerge. It is not an alternative to national and international perspectives, but rather the development of new ways of acting on these perspectives. Establishing the difference between progressive local government policy and a municipalist agenda, the article concludes by offering five propositions for the development of a municipalist coordination in one British city - Manchester.

The aim of this study is to describe and analyze policymanagement vendors, implementation of management policies street vendors, as well asfactors in the face in the implementation of policies to manage vendors, the districtssukolilo.penelitian kualittif this approach. Collection techniques used among others to use themethod of observation, interviews. The development of religious extremism in Indonesia continues to increase every year so that serious attention is needed by the government to deal with religious extremism in Indonesia. Indonesia is an archipelagic country where there are various ethnic groups and religions that coexist. However, the development of religious extremism sometimes becomes a serious problem for the Indonesian people because it can have a negative impact and damage the unity between nations and religions. This research uses literature study. This research method is carried out by reviewing various literatures, both books, newspapers, survey reports, academic journals related to religious extremism in Indonesia. The results show that not all religious extremism has an impact on the emergence of terrorism, but the government still must make the right policies in handling religious extremism that can cause division and affect peoples welfare. The policies that have been made by the government are considered appropriate and based on the laws that have been set by the government so that they can have a positive impact in maintaining the unity and integrity of the Indonesian nation.

El siguiente escrito es una revisión bibliográfica que se desarrolla en función de tres conceptos claves de Lefebvre: El Derecho a la Ciudad, El Control Social y el Espacio Urbano; concebidos en el marco de sus líneas de investigación y orientación marxista. La investigación pretende emplear apreciaciones del autor en mención, enmarcadas en el acontecer de la ciudad en la actualidad, y trasladar a la relectura de problemáticas puntuales en dos ciudades latinoamericanas: Cuenca-Ecuador y Córdoba-Argentina. A partir del Derecho a la Ciudad definido por Lefebvre; se realiza una crítica, al trazado de la nueva área de planificación urbanística en Cuenca, basado en principios funcionalistas, que ha jerarquizado la circulación vehicular, en detrimento del uso peatonal del espacio público. En la misma línea de la crítica de la modernidad, el control social se manifiesta en un sector de la ciudad de Córdoba, el predio de la Casa de Gobierno. Analizar problemáticas en contextos similares, pero a la vez con diferentes escalas de ciudad, permiten validar las tesis y reflexiones de Lefebvre en su época para la planificación de ciudades contemporáneas, cuyos modelos de desarrollo han tenido como consecuencia deficiencias en la vida urbana. AbstractThe following piece of writing is a bibliographic review that was developed from three key concepts of Lefebvre: Right to the City, Social Control and Urban Space. It was conceived within the framework of his lines of research and Marxist orientation. The research intends to use the author's appreciations in mention, framed in the events of the city at present, and to transfer to the re-reading of specific problems in two Latin American cities: Cuenca-Ecuador and Córdoba-Argentina. Based on the right to the city defined by Lefebvre, a critique was made of the new urban planning area in Cuenca, based on functionalist principles, which has hierarchized vehicle circulation to the detriment of the pedestrian use of public space. Under the same line of the criticism of modernity, social control was manifested in a sector of the city of Córdoba, the Government House site. Problems in similar contexts were analyzed, but at the same time with different city scales. It allowed us to validate Lefebvre's thesis and reflections in his time for the planning of contemporary cities, whose development models have resulted in deficiencies in urban life. ABSTRACT This research was conducted due to the main problem, namely E-Government towards Smart Governance in Bandung that was still not effective. It might be caused by the implementation of E-Government Policy towards  Smart Governance in the Office of Communications and Information Technology of Bandung that was not maximum yet . The approach of this research was about policy implementation in the context of public policy and public administration’s view as the main theory to develop insight of public administration. The purpose of this research was to analyze the implementation of e-government policy towards smart governance in the Office of Communications and Information Technology of Bandung. This research used qualitative research approach and descriptive method. The results showed that E-Government Policy’s implementation   towards Smart Governance in the Office of Communications and Information Technology of Bandung was good, but there were still many disadvantages. It based on the findings after observation and interviews,  including: Firstly, the environmental conditions in the Office of Communications and Information Technology of Bandung are already good. Secondly, although there is already a pattern of cooperation related to E-Government Management   towards Smart Governance but in fact, the supervision is not maximum yet. Thirdly, although it already exist but not maximum yet for  E-Government. Fourthly, the pattern of correlation between work units and the prevailing norms must be improve in implementation. Furthermore, the conclusion of this research is the Implementation of E-Government Policy towards Smart Governance in the Office of Communications and Information Technology of Bandung has been running properly but it has not implement to all aspects yet. This study aims to determine: (1) The fulfillment of basic rights to education for Persons with Disabilities in Makassar based on Local Regulation Makassar City No. 6 of 2013, (2) Obstacles encountered in obtaining the basic right of education of persons with disabilities in the city of Makassar, (3 ) the right solution to overcome the obstacles encountered in obtaining the basic right of education of persons with disabilities in the city of Makassar. This research is a study that used a qualitative descriptive approach, which is where the primary data source being informers are students with disabilities the high school level, students with disabilities S1, officials of Education Department of Makassar, members of Parliament of Makassar, the Management Organization disabilities, Pembina NGOs and Parents persons with disabilities. The data collection procedures used were interviews and documentation. While the analysis of the data used is descriptive analysis. The results showed that: (1) Makassar City Government has sought the fulfillment of the basic right to education for persons with disabilities in the city of Makassar. it is evidenced with the local regulations require every institution in which education in the city of Makassar to provide opportunities for persons with disabilities to education. The effect of the presence of these regulations is at the moment with disabilities have been able to attend school at any educational institutions both at school SLB, Regular schools and universities. (2) they encountered several obstacles that obtained with disabilities in getting the right to education that is still no educational establishments are not willing to accept persons with disabilities to attend regular schools, educational facilities are not accessible for persons with disabilities and there are educators at regular schools who do not understand in dealing with students with disabilities. (3) to overcome these obstacles, the government should socialize more about the policies that guarantee basic rights of education of persons with disabilities in educational institutions that are still not willing to accept students with disabilities. In addition, the government should identify the persons with disabilities who attend regular school, then allocate the budget for the procurement of infrastructure and training of educators in dealing with students with disabilities in regular schools and universities.

The title of this research is : "The Effect of Local Government Policy Implementation on the Effectiveness of Changes in the Public Transportation Route Network in Cianjur Regency". The background of this research is the ineffective implementation of local government policy. This research used an explanation survey with a quantitative approach. This research was conducted at the Cianjur Regency Transportation Service Office, Rawabango Terminal, Pasirhayam Terminal, Main Market, Jalan Siliwangi, Jalan Dr. Muwardi. Collecting data in this research is through survey, observation, and documentation. The sampling technique used is probability sampling with simple random sampling. The theory of this research is policy implementation from Mazmanian and Sabartier and for the theory of effectiveness by Siagian. The results of the research showed that there is no affect of the implementation of local government policy on the effectiveness of changes in the network of public transport routes in Cianjur Regency. Marked by the characteristics of the problem can not be identified, then the carrying capacity of regulations and non-regulations that can affect the process of implementation can not be implemented properly.

One manifestation of good governance is the availability of infrastructure that providing information and take into account of people's expectations, so that it can be used to improvethe performance of government services. Basically, public has the right to use the complaints media if the performance of the government is not in line with public prospects. By giving an example of complaints managements and policiesthat are applied in the city of Bekasi as a benchmark that can be copied or replicated in other agencies. This study utilize exploratory descriptive method that link with regulationin order to explain the complaint in a straightforward and structured. Bekasi city has packed a system of provision of information and public complaints by utilizing technology which is the website and the SMS center. In addition, to support the success of the public services, Bekasi provides clear rules related to the provision of information and public complaints, and organizingtransparency complaint data and simple management. Kota Bekasi telah mengemas suatu sistem pelayanan penyediaan informasi dan pengaduan masyarakat dengan memanfaatkan sarana teknologi yaitu situs web dan sms center.Selain itu, untuk menunjang keberhasilan pelayanannya, kota Bekasi memberikan aturan yang jelas terkait pemberian informasi dan pengaduan masyarakat, dan melakukan transparansi data pengaduan serta manajemen yang sederhana. The partnership between the Regional Government and the private sector is a step that the Government can take as an effort to cover up the limitations in waste management in the city of Pekanbaru. The dynamics of rapid population growth have had consequences for increasing the volume of garbage to approximately 1,100 tons per day. The Pekanbaru City Government then took steps to implement partnerships with the private sector as an effort to manage waste management. However, the involvement of the private sector in dealing with waste issues actually showed a failure in 2015. In 2018, the Pekanbaru City Government again planned to submit waste management to the private sector. Therefore, this study tries to focus on two formulations of the problem, which is why the Pekanbaru City Government again delegates the authority to manage waste in the city of Pekanbaru to the private sector? And what is the right scheme for government and private partnerships in carrying out waste management in Pekanbaru City? To answer the above questions, this research was escorted by the Reinventing Government theory of David Osborne and Ted Gaebler and also the theory of Public Private Partnership. Through the case study method, this research will explore the partnership between Pekanbaru City Government and the private sector in waste management in Pekanbaru City. The results showed that the objective of the partnership between the Regional Government of Pekanbaru and third parties in waste management in the city of Pekanbaru was to overcome the inability of the Pekanbaru City Government to provide facilities and infrastructure, garbage fleets, human resources and budget constraints. Thus, the logic of this partnership leads to one of the lines of thought offered by Osborn regarding the Catalytic Government (Steering Rather Than Rowing). The scheme of success of the partnership of Pekanbaru City Government and the private sector in waste management needs to pay attention to process factors, partner factors and structural factors. Thus, waste management in the city of Pekanbaru requires a paradigm shift, from being limited to disposal to become a focus on management and utilization.

The research focuses on describing the implementation of the policy of developing and empowering social communication institutions of community information groups in Kejaksan Subdistrict, Cirebon City. In relation to the policy implementation, questions of the research are: (1) how the policy of community information groups in Kejaksan Subdistrict is implemented, (2) what factors support and inhibit the policy implementation in Kejaksan Subdistrict, and (3) what efforts are conducted to develop and to empower the social communication institutions of community information groups in Kejaksan Subdistrict. Method of the research is descriptive-qualitative. Data of the research are collected through observation and interviews. Results of the research indicate that the community information groups can be the facilitator for the community, the partner of the local government, the aspiration and information channel for the community. The implementation of the government policy of developing and empowering social communication institutions of community information groups in Kejaksan Subdistrict finds another dimension, namely the importance of budget and fund and monitoring, in addition to the factors of policy implementation used as an approach of the research.Keywords: Policy Implementation, Community Information Group, Social Communication, Empowerment.
