Innovating Processes to Determine Quality alongside Increased Inclusivity in Higher Education

The higher education sector is changing alongside developments in information technology. This chapter describes the increased inclusivity the internet has facilitated and functions of the university in determining quality of educators, learners and educational resources. It explains a tension between increased inclusivity and the function of determining quality in two higher education developments: open educational resources (OERs) and massive open online courses (MOOC). An example of the development of quality within an OER repository is described. Wikiwijs is an online space for OERs that has been experimenting with ways to provide quality alongside increased inclusivity so that teachers from primary to university level can find, use and adapt learning materials. Potential higher education futures with even greater inclusivity are discussed. Areas for further innovation in distributing determination of quality in higher education are described.

<p>The concept of the massive, open, online course (MOOC) is not new, but high-profile initiatives have moved MOOCs into the forefront of higher education news over the past few years. Members of institutions of higher education have mixed feelings about MOOCs, ranging from those who want to offer college credit for the successful completion of MOOCs to those who fear MOOCs are the end of the university as we know it. We set forth to investigate the quality of MOOCs by using the Quality Matters quality control framework. In this article, we present the results of our inquiry, with a specific focus on the implications the results have on day-to-day practice of designing online courses.</p>

With the development of social network services (SNS) on the Internet, the world has gained access to vast amounts of information resources, allowing people to carefully research and select what they need and want to share with others. The main idea behind open educational resources (OER) is providing freely accessible and openly licensed documents, which fits well with the online learning system using SNS. However, the gap between higher education and social network media in relation to shared activities and OER use remains a challenge. The main reason for this is that teachers lack knowledge of mutual assistance and the skills to use OER. Teachers are dissatisfied with having to use others' resources, which indicates that the problem lies in teachers' psychological conflicts and technical capabilities. Our learning platform, Creative Higher Education with Learning Objects (CHiLO), is based on e-textbooks and aims to develop a flexible learning environment. The CHiLO e-textbooks were developed with a completely new design that considered large-scale online courses, such as open online courses. The core component of CHiLO is the CHiLO Book, which is created in EPUB3 format and has media-rich contents, including graphics, animations, audios and embedded videos. Our set of experimental outcomes shows that CHiLO, which includes not only Web services but also e-textbooks, is easy for teachers to handle.

During the period of the forced transition of universities around the world to the online education, the demand for digital free access services has grown. A unique opportunity has appeared to supplement and develop the theoretical and methodological provisions of online learning based on the analysis of the empirical results that characterize the relevance and effectiveness of the digital environment parts. The educational materials free available at the Internet are the part of the digital environment, which are combined into the concept of open educational resources (OER). The purpose of the study is to assess the relevance of OER for faculty, systematize the main ways of working with them, identify the motives and barriers for the development of OER by faculty. The study conducted among the lecturers at Russian universities showed the high importance and value of OER for their teaching and methodological activities to create and develop the training course content in digital environment. More than half of the faculty staff create and distribute their copyright materials on the Internet on their own initiative for the convenience of their students. The faculty and students freely exchange educational materials using a variety of web services. In conditions of increasing demands on faculty and content of training-course, OER is a valuable resource for educational activities. The analysis of the regulatory framework revealed a lack of OER policy in Russian universities, which is one of the barriers for lecturers to create OER. The results of the study made it possible to develop recommendations for the development of OER in the field of higher education: consolidate the concept of OER in the regulatory framework of education, provide methodological and legal support for the creation and use of OER by faculty, and conduct an information campaign to reveal the prospects and advantages of using OER in higher education.

The article argues that the relevance of providing the quality of the official website content of modern universities is predetermined by the objective requirements of the present day, such as the priority of the state policy in the field of integration of higher educational institutions into the European education space, the globalization of information technologies and increasing of the Internet activity among the population. The subject of the study is the features of the websites' information content of the universities from different countries. It is determined that the website content of a modern institution of higher education contains information on various types of university activities (educational, scientific, pedagogic, financial, and marketing). The content of websites of foreign and universities was analyzed according to the following criteria: language; informativeness; utility; administrative and financial transparency; technical design. The analysis of website content of various universities was carried out in accordance the availability of information of university’s general characteristics, of the organization of the university’s educational process and features of student life, of university's scientific activities, of ways of advertising and the formation of a positive image of an educational institution in the imagination of Internet visitors. The attention is focused on the features of the websites' information content of the leading foreign and domestic universities. The main distinctions are in the ways of positioning the institution in the future; outlining the competitive advantages of an educational institution and highlighting the opportunities for improving the quality of the educational process; popularizing the university's scientific activities, and identifying the ways to confirm the reputation of the university. It is proved that the development of top-quality content contributes to the improvement of the image of the higher educational institution on the Internet, as well as increases the competitiveness of the university in the market of educational services both in the country and abroad. Awareness of the relevance of providing the quality of the official website content of the institution of higher education allows to tackle the problem of creating and distributing vital, unique, classified, and interesting information.

Since Massive Open Online Courses (MOOCs) became a global phenomenon in 2012, there has been constant evolution in the way Higher Education Institutions (HEIs) make sense of them. HEIs embracing MOOCs have dedicated a variety of human resource to this venture. Only in a minority of cases, staff have been appointed exclusively to this role. In all other cases, MOOC related tasks have been allocated to professionals who were already performing other educational tasks. This article contains a study that captures the experiences of these professionals in a Spanish university and a British university, as relates to their involvement in MOOCs. Interviews and group sessions were conducted to ascertain the influence of MOOCs in their practice, and in their opinions about the role of MOOCs in their institutions. The results seem to suggest that participants have positive attitudes towards incorporating MOOCs at the university, although they demand a serious bet for this educational approach from the strategic decision makers in the institutions.
