The chapter introduces the perspectives on the use of avatar-based management techniques for designing new tools to improve blockchain as technology for cyber security issues. The purpose of this chapter was to develop an avatar-based closed model with strong empirical grounding that provides a uniform platform to address issues in different areas of digital economy and creating new tools to improve blockchain technology using the intelligent visualization techniques. The authors show the essence, dignity, current state, and development prospects of avatar-based management using blockchain technology for improving implementation of economic solutions in the digital economy of Russia.

The authors in this chapter show the essence, dignity, current state, and development prospects of avatar-based management using blockchain technology for improving implementation of economic solutions in the digital economy of Russia. The purpose of this chapter is not to review the existing published work on avatar-based models for policy advice but to try an assessment of the merits and problems of avatar-based models as a solid basis for economic policy advice that is mainly based on the work and experience within the recently finished projects Triple H Avatar, an avatar-based software platform for HHH University, Sydney, Australia. The agenda of this project was to develop an avatar-based closed model with strong empirical grounding and micro-foundations that provides a uniform platform to address issues in different areas of digital economic and creating new tools to improve blockchain technology using the intelligent visualization techniques for big data analytics.

This chapter is devoted to studying the opportunities of machine learning with avatar-based management techniques aimed at optimizing threat for cyber security professionals. The authors of the chapter developed a triangular scheme of machine learning, which included at each vertex one participant: a trainee, training, and an expert. To realize the goal set by the authors, an intelligent agent is included in the triangular scheme. The authors developed the innovation tools using intelligent visualization techniques for big data analytic with avatar-based management in sliding mode introduced by V. Mkrttchian in his books and chapters published by IGI Global in 2017-18. The developed algorithm, in contrast to the well-known, uses a three-loop feedback system that regulates the current state of the program depending on the user's actions, virtual state, and the status of implementation of available hardware resources. The algorithm of automatic situational selection of interactive software component configuration in virtual machine learning environment in intelligent-analytic platforms was developed.

This chapter is about study results of use of avatar-based management techniques for breaking down language and cultural barriers in modern Russian corporations. In the chapter, specially developed avatar-based management technique mixed with RTI—respond to intervention—is used in USA for education process correction. The authors of the chapter developed the innovation tools and based the results analysis of the deliberations of citizens in social networks on topics related to online services. Intelligent visualization techniques for big data analytic was used with avatar-based management techniques introduced by Professor Mkrttchian in 2017 in his book Sliding Mode in Intellectual Control and Communication: Emerging Research and Opportunitie”, published by IGI Global and Indexed by SCOPUS.

AbstractThe article discusses the issue of training of telecommunications engineers. The architecture of telecommunications solutions is changing very quickly. Obviously, training programmes must also change. Cybersecurity issues are one of the main drivers of change in telecommunications solutions and, therefore, training programmes. They have become the main issues in all processes related to digital transformation. At the same time, it is clear that the development of education in telecommunications clearly lags behind modern requirements. Such issues come to the fore in relation to the development of digital economy programmes. Cyber security issues for military telecommunications solutions are discussed separately.
