This chapter defines, describes, and assesses the form of collaborative virtual learning environment known as MOOs. MOOs offer opportunities impossible in any other actively developed online communication tool, but they have remained largely the purview of hackers, coders, and academics. This chapter deals with understanding what a MOO is, what key features make it a valuable collaborative environment, and issues of accessibility, access, and governance. Key aspects include defining and historicizing MOO, exploring the technology’s current development, discussing issues that presently limit large-scale acceptance, and speculation about the possibilities and the future of MOO. The chapter considers text-based multimedia environments; general features of synchronous and asynchronous technologies; the notion of polysynchrony; tools for rapid prototyping, education, or training of users; application accessibility; costs in hardware, software, and manhours; and whether it’s worth organizations getting involved in MOOs at their present state of development.

The key aspects of the process of designing and developing an information and cartographic control tool with business analytics functions for the municipal level of urban management are considered. The review of functionality of the developed tool is given. Examples of its use for the analysis and monitoring of implementation of the program of complex development of territories are given. The importance of application of information support of management and coordination at all levels of management as an integral part of the basic model of management and coordination system of large-scale urban projects of dispersed construction is proved. Information and map-made tool with business intelligence functions was used and was highly appreciated in the preparation of information-analytical and presentation materials of the North-Eastern Administrative District of Moscow. Its use made it possible to significantly optimize the list of activities of the program of integrated development of territories, their priority and timing.

To solve the problems they face, online communities adopt comprehensive governance methods including committees, boards, juries, and even more complex institutional logics. Helping these kinds of communities succeed will require categorizing best practices and creating toolboxes that fit the needs of specific communities. Beyond such applied uses, there is also a potential for an institutional logic itself to evolve, taking advantage of feedback provided by the fast pace and large ecosystem of online communication. Here, we outline an experimental strategy aiming at guiding and facilitating such an evolution. We first review the advantages of studying collective action using recent technologies for efficiently orchestrating massive online experiments. Research in this vein includes attempts to understand how behavior spreads, how cooperation evolves, and how the wisdom of the crowd can be improved. We then present the potential usefulness of developing virtual-world experiments with governance for improving the utility of social feedback. Such experiments can be used for improving community rating systems and monitoring (dashboard) systems. Finally, we present a framework for constructing large-scale experiments entirely in virtual worlds, aimed at capturing the complexity of governance dynamics, to empirically test outcomes of manipulating institutional logic.

Educational change, particularly change involving the adoption of educational innovations, is a complex process. In Malaysia, the significant role of information and communication technologies (ICTs) in promoting digital education is reflected in the national ICT in education policy. Nevertheless, studies in the Malaysian educational context have shown that the policy implementation resulted in varying degrees of success. Through a discourse analysis approach, this paper aims to examine the evaluation studies on large scale initiatives introduced to digitize the Malaysian education system, from the Smart Schools programme to the incorporation of the Frog Virtual Learning Environment in classroom. The rationale behind these top-down initiatives and how they affected the stakeholders at the micro level, namely, teachers and students, are reviewed and analysed. The analysis informs our understanding of the factors that contribute to the successful and unsuccessful implementation of these initiatives and guide the planning of future policies.

Facebook has become the students’ communication tool of choice. Instant messaging and online presence and the fact the “everyone you know” is on Facebook makes email look slow and clunky. Tutors may well be Facebook users themselves for those very same reasons, and as a way of keeping in touch with friends and family. Indeed, not to have a Facebook and Twitter account may be seen to be out of touch. At the same time, the Virtual Learning Environment (VLE) is embedded deeply into the higher education landscape. The VLE is an integral part of the student learning experience. The role of the VLE is well established and recognized as the place the students go to access learning materials associated with their unit of study. The VLE used at Southampton Solent University, UK, is MyCourse. A look at the patterns of usage of a selection of media students at SSU suggests that students access the VLE periodically, between classes, to review or preview learning materials and to review assignment briefs. However, by contrast, the students are connected to Facebook for long periods of the day. The VLE offers communication and collaboration tools, but does the “always connected, always checking in” nature of Facebook provide a more effective way of facilitating communication and collaboration? Similarly, the VLE offers the facility to share work via forums and message boards. However, do the instant update, commenting, and like features, combined with the fact that Facebook is a place the students choose to go, have an impact on student motivation if work is shared on a Facebook group?

Previous research has documented cultural heterogeneity within project teams, but still attention mainly centres on project managers who transfer internationally to manage teams of a different culture from their own, or more recently from those who manage virtual teams. Existing literature does not discuss the readiness to manage culturally diverse teams as a result of large-scale EU migration and wider immigration in the UK projectised environments. The objectives of this contribution are: 1) to investigate the factors that influence effective value creation in heterogeneous cultural environments, in both inter- and intra-organisational learning and knowledge creation in the UK project team-based environments, and 2) to illuminate issues of value creation in heterogeneous cultural environments in both public and private team-based project environments. This chapter adds to extant studies of organisational diversity and innovation by elucidating the overwhelming key aspects of cultural heterogeneity and thus explains how challenging it is to affect change in the prevailing praxis, ideas, and values in team-based management.

Current developments in grid and service oriented technologies involve fluid and dynamic, ad hoc based interactions between delegates, which in turn, serves to challenge conventional centralised structured trust and security assurance approaches. Delegates ranging from individuals to large-scale VO (Virtual Organisations) require the establishment of trust across all parties as a prerequisite for trusted and meaningful e-collaboration. In this paper, a notable obstacle, namely how such delegates (modelled as nodes) operating within complex collaborative environment spaces can best evaluate in context to optimally and dynamically select the most trustworthy ad hoc based resource/service for e-consumption. A number of aggregated service case scenarios are herein employed in order to consider the manner in which virtual consumers and provider ad hoc based communities converge. In this paper, the authors take the view that the use of graph-theoretic modelling naturally leads to a self-led trust management decision based approach in which delegates are continuously informed of relevant up-to-date trust levels. This will lead to an increased confidence level, which trustful service delegation can occur. The key notion is of a self-led trust model that is suited to an inherently low latency, decentralised trust security paradigm.

US immigration policy has serious limitations, particularly when viewed from an economic perspective. Some shortcomings arise from faulty initial design, others from the inability of the system to adapt to changing circumstances. In either case, a reluctance to confront politically difficult decisions is often a contributing factor to the failure to craft laws that can stand the test of time. We argue that, as a result, some key aspects of US immigration policy are incoherent and mutually contradictory —new policies are often inconsistent with past policies and undermine their goals. Inconsistency makes policies less effective because participants in the immigration system realize that lawmakers face powerful incentives to revise policies at a later date. US policies regarding unauthorized immigration, temporary visas, and humanitarian migrants offer examples of incoherence and inconsistency. This article explores key features of an integrated, coherent immigration policy from an economic perspective and how policymakers could better attempt to achieve policy consistency across laws and over time.
