Land use degradation has always been a problem for forest areas. Numerous past studies have investigated that there are patterns in the forest area's land use management that support forest sustainability and society's economy. This research aims to identify the action arena and patterns of interaction, to describe the outcomes of the two land use patterns, and to formulate the strategy related to forest area land use pattern in North Bandung Area, Bandung Regency. This research used Institutional analysis and development (IAD) framework as the research method. The identified action arena includes the pattern of commodity and profession transfer. The actors involved were State-owned Forest Enterprises (Perum Perhutani), Village Administrations, forest extensions, Forest Village Community Association (FVCA), and Forest and Farm Producers Organization (FFPO). The most dominating actor in land use activities in both patterns was Perum Perhutani, along with FVCA and FFPO. The pattern of interaction that exists between actors was prospering with only minor problems found within its coordination system. The outcome of the application of these two patterns, among others, is to raise public awareness in conserving forests and improving the community's economy. The land management strategy for forest areas can be directed using the Penta helix concept.

Classical neural architecture models of speech production propose a single system coordinating all the vocal articulators from lips to larynx. Here we propose a dual coordination system in which laryngeal control of pitch-related aspects of prosody and song are controlled by a dorsal premotor system while supralaryngeal articulation at the phonetic/syllabic level is controlled by a ventral premotor system. The separability of these neural systems supports models of the evolution of speech and language in which song-based communication was an early foundational stage.

Air-ground coordination systems are usually composed of unmanned aerial vehicles (UAV) and unmanned ground vehicles (UGV). In such a system, UAVs can utilize their much more perceptive information to plan the path for UGVs. However, the correctness and accuracy of the planned route are often not guaranteed, and the communication and computation burdens increase with more sophisticated algorithms. This paper proposes a new type of air-ground coordination framework to enable UAVs intervention into UGVs tasks. An event-triggered mechanism in the null space behavior control (NSBC) framework is proposed to decide if an intervention is necessary and the timing of the intervention. Then, the problem of whether to accept the intervention is formulated as an integer programming problem and is solved using model predictive control (MPC). Simulation results show that the UAV can intervene in UGVs accurately and on time, and the UGVs can effectively decide whether to accept the intervention to get rid of troubles, thereby improving the intelligence of the air-ground coordination system.

Abstract. Numerical dispersion models are used operationally worldwide to mitigate the effect of volcanic ash on aviation. In order to improve the representation of the horizontal dispersion of ash plumes and of the 3D concentration of ash, a study was conducted using the MOCAGE model during the European Natural Airborne Disaster Information and Coordination System for Aviation (EUNADICS-AV) project. Source term modelling and assimilation of different data were investigated. A sensitivity study of source term formulation showed that a resolved source term, using the FPLUME plume rise model in MOCAGE, instead of a parameterised source term, induces a more realistic representation of the horizontal dispersion of the ash plume. The FPLUME simulation provides more concentrated and focused ash concentrations in the horizontal and the vertical dimensions than the other source term. The assimilation of Moderate Resolution Imaging Spectroradiometer (MODIS) aerosol optical depth has an impact on the horizontal dispersion of the plume, but this effect is rather low and local compared to source term improvement. More promising results are obtained with the continuous assimilation of ground-based lidar profiles, which improves the vertical distribution of ash and helps in reaching realistic values of ash concentrations. Using this configuration, the effect of assimilation may last for several hours and it may propagate several hundred kilometres downstream of the lidar profiles.

ABSTRACT Introduction We describe results of the U.S. Army Ocular Teleconsultation program from 2004 through 2018 as well as the current condition, benefits, barriers, and future opportunities for teleophthalmology in the clinical settings and disease areas specific to the U.S. Military. Materials and Methods This was a retrospective, noncomparative, consecutive case series. A total of 653 ocular teleconsultations were reviewed; 76 concerned general policy questions and underwent initial screening to determine the year each request was received, the average and median initial consultant response time, the number of participating consultants, the country from which the request originated, the military status and branch of each U.S. patient for which a request was submitted, and the nationality, age, and military status of foreign patients for whom consults were requested. The remaining 577 requests were further analyzed to determine the diagnostic category of the request, whether or not an evacuation recommendation was provided by a consultant, the relationship of the request to trauma, if and what type of nonocular specialty consultant(s) participated in the consultation request, and if and what type of ancillary imaging accompanied the request. Results The number of requests was 13 in 2004, compared to 80 in 2011 and 11 in 2018. The average response time in 2018 was 2.27 hours compared to 9. 73 hours in 2004. The number of participating ocular specialists was 5 in 2004, compared to 39 in 2013 and 13 in 2018. Requests originating from Iraq and Afghanistan comprised 61.1% (399/653) of requests. The U.S. Army personnel comprised the largest percentage of consults at 38.6% (252/653). Nonmilitary patients from the USA accounted for 18.5% (121/653) of consults. Non-U.S. patients including coalition forces, contractors, detainees, and noncombatants accounted for 14.4% (94/653) of consults, of which 22% (21/94) were children. Anterior segment consults accounted for 45.1% (260/577) of consults, with corneal surface disease being the largest subset within this diagnostic category. Evacuation was recommended in 22.7% (131/577) of overall cases and 41.1% (39/95) of trauma cases. Requests were associated with either combat-related or accidental trauma in 16.5% (95/577) of cases. Dermatology and neurology were the most commonly co-consulted specialties, representing 40.0% (32/80) and 33.75% (27/80) of consults, respectively. Photographs of suspected ocular pathology accompanied 37.4% of consults, with the likelihood requesters included photographs being greatest in cases involving pediatric ophthalmology (7/9, 77.8%) and oculoplastics (86/120, 71.7%). Conclusions Army teleophthalmology has been an indispensable resource in supporting and advancing military medicine, helping to optimize the quality, efficiency, and accessibility of ophthalmic care for U.S. Military personnel, beneficiaries, allied forces, and local nationals worldwide. A dedicated ophthalmic care and coordination system which utilizes new advances in teleconsultation technology could further enhance our current capability to care for the ophthalmic needs of patients abroad, with opportunity for improving domestic care as well.

Large ships are typically with large inertia and longtime delay in motion, in prevailing collision avoidance methods, their maneuverability is generally neglected, there could be a dangerous situation if the system fails to control the ship course as ordered in a timely manner. This paper proposes a coordination system which consists of two algorithms for avoiding risk and then returning to scheduled waypoint. The avoiding risk algorithm are based on VO (velocity obstacle) method, the returning algorithm is derived from LOS (light of sight) guidance. For better performance, the ship model for simulation is a nonlinear Norrbin Model, with the controller improved by CGSA (closed loop gain shaping algorithm) method from traditional PID control, COLREGS (Convention on the International Regulations for Preventing Collisions at Sea) constrains are considered. To test the effectiveness of the proposed system, a series of complex scenarios including Imazu problem are applied.

The article discusses the role of R&D in the activities of science-intensive enterprises, analyzes the problems arising in the implementation of investment activities in the context of digital transformation, and concludes that it is necessary to build a management and coordination system for R&D, focused on the successful implementation of a digital strategy and the growth of the market value of enterprises. The main tasks of building a system, its components, as well as measures and ways of solving problems arising in the process of management and coordination of R&D at enterprises in the new realities of economic development are given.

Human activities are having increasingly devastating effects on the health of marine and terrestrial ecosystems. Studying the adaptive responses of animal species to changes in their habitat can be useful in mitigating this impact. Vultures represent one of the most virtuous examples of adaptation to human-induced environmental changes. Once dependent on wild ungulate populations, these birds have adapted to the epochal change resulting from the birth of agriculture and livestock domestication, maintaining their essential role as ecological scavengers. In this review, we retrace the main splitting events characterising the vultures’ evolution, with particular emphasis on the Eurasian griffon Gyps fulvus. We summarise the main ecological and behavioural traits of this species, highlighting its vulnerability to elements introduced into the habitat by humans. We collected the genetic information available to date, underlining their importance for improving the management of this species, as an essential tool to support restocking practices and to protect the genetic integrity of G. fulvus. Finally, we examine the difficulties in implementing a coordination system that allows genetic information to be effectively transferred into management programs. Until a linking network is established between scientific research and management practices, the risk of losing important wildlife resources remains high.
